    Union Home Secy Reviews Security on Indo-Bangla Border

    Ahead of the January 5 general elections in neighbouring Bangladesh, Union Home Secretary Anil Goswami today reviewed security on the Indo-Bangla border which would be sealed during the polls.

    Goswami held a meeting with Chief Minister Mamata Banerjee and also met senior security officials, including those of the West Bengal government.

    Home Secretary Basudeb Banerjee said that 80 per cent of the meeting was devoted to the border with Bangladesh in view of the elections in the neighbouring country.

    "The BSF authority also told Goswami about security along Indo-Bangla border. The Indo-Bangla border will be sealed during the general elections in the neighbouring country," Banerjee said.

    To a question about the state government's demand on central funds for programmes on internal security and strengthening border vigil, Banerjee said that the matter was discussed.

    Goswami on his part said "We discussed the law and order situation in the state along with several other issues. Discussion also centered around funds required to strengthen internal security."

    Secretariat sources said that the state government sought Rs 138 crore in central funds for projects on internal security including tightening security along vulnerable riverine border with Bangladesh.

    "The central funds to state government under various projects on internal security comes under the head of Border Area Development Programme and police modernisation," the sources said.

    Goswami's meeting with the Chief Minister took place in the backdrop of her strong reservations over introduction of the Land Boundary Agreement Bill in the Rajya Sabha recently.

    The Chief Minister had categorically said the state government would not implement it and that the state stood to lose more land under the agreement.

    GUSD to explore bond feasibility

    GUSTINE The Gustine Unified School District will explore the feasibility of a bond measure to raise funds to bring aging facilities and infrastructure up to par.

    School board members, after meeting with a consultant in a special meeting Thursday evening, unanimously approved the exploratory effort which could be a pre-cursor to placing a bond measure before voters as early as June of next year.

    Superintendent Ron Estes said in previous board meetings that the district simply does not have the financial resources to repair deteriorating infrastructure without passing a school bond or similar measure.

    Thursday, consultant Jon Isom, managing principal of Isom Advisors, outlined the general obligation bond option and laid out a process aimed at successfully promoting a bond measure in the district.

    Isoms firm will conduct the feasibility study and, if the district proceeds, also provide a one-stop shop of services for the bond campaign. The consultant is only paid if a bond measure passed, he emphasized.

    The district is already working to compile a list of projects that could be included in a bond measure, which Isom said was one of the first steps in the feasibility study which will include a telephone survey and community outreach.

    You need to have a construction manager or architect come on board to say these are the needs, and this is what it costs. It all starts there, the consultant emphasized.

    While campuses in the Gustine Unified School District are well-maintained and attractive, Isom said, a closer look would reveal deteriorating infrastructure, antiquated science labs, outdated plumbing and electrical systems, inefficient heating and cooling systems and a host of other shortcomings that need to be addressed.

    While still functional, Isom explained, at some point there is an acknowledgment that you need to bring things up to the 21st Century. Twenty-first Century students need 21st Century classrooms.

    The only alternative to operating the outdated campuses using Band-aids to get by, Isom added, is to fund improvement projects which bring schools up to modern standards.

    S.F.’s historic Fay House badly needs repairs

    The Fay House, a block from the crooked portion of San Francisco's Lombard Street, stands as a quiet reminder of the grand, gardened homes of 19th century Russian Hill.

    For some, this showcase property stands too quietly.

    Willed to San Francisco 15 years ago, the house at 2366 Leavenworth St. has gone mostly unused - and largely neglected - under city stewardship. Leaking water has damaged the ceilings, the interior walls are peeling, and the plumbing and electrical systems have become dated, if not unusable.

    Many who have visited the house say the valuable real estate, sublime views of the bay and slice of local history are assets going to waste.

    "The city has a responsibility to maintain this site," said Pam-Anela Messenger, who is part of a citizens advisory committee advocating for the property. "It could be a very interesting period-piece house. I think it deserves that recognition."

    Officials with the Recreation and Park Department, which owns the site, say they simply don't have the estimated $1 million needed for restoration.

    They've made the garden behind the house a priority and, to their credit, the rose beds, boxwood hedges, fruit trees and twin gazebos designed by noted landscape architect Thomas Church are well maintained by groundskeepers and volunteers.

    The garden, which is open to the public as a small park, has become a tourist destination as well as a popular venue for weddings. But the house, which remains closed to the public, is another story.

    Fixing it would require taking money away from more widely used park sites, said Sarah Ballard, spokeswoman for the park department.

    "Like everything, it's a trade-off," she said. "When you're choosing between a playground or pool where children learn to swim and a house that at this point has no purpose, the choice is pretty obvious."
