CITY OF NEWBURGH A Newburgh project that will provide work force housing and homes for the developmentally disabled was one of 10 statewide awarded a share of $23 million in state aid announced recently by Gov. Andrew Cuomo.
Independence Square, a three-story apartment building, will be built on land at 11 Washington Terrace in the city.
The site is owned by Independent Living Inc., whose Newburgh location is next door.
There will be 14 units for developmentally disabled tenants, with the other 60 for work force housing.
Construction is expected to begin in April.
One of the qualifications for the aid was that it go to projects that were shovel-ready.
The Newburgh project is expected to pump a total of about $16.8 million into the local economy during its construction.
It will be getting $2.4 million from New York state $1 million from the Housing Trust Fund and $1.4 million in low-income housing tax credits.

In response to the recent deck failure on the Chico State University Campus in October 2013, and other recent deck failures, M & M Builders, a San Jose Area decking contractor, has announced a new outdoor deck consultation service in 2014 for existing homeowners with outdoor decks and patios, who want to maintain their deck's structural integrity and prevent it from collapsing and causing harm.
The deck inspection is a comprehensive review of all the components of an outdoor deck, said Mark von Dorhen, owner of M&M builders. The consultation is a $500 value, plus for decks needing work, it includes an additional $250 in complimentary repairs that can be used for the existing deck or applied to a new hardwood or composite deck installation.
M &M Builders' new deck inspection service is timely. Right now, there is little direct oversight required when someone is hired to build an outdoor deck. Indeed, decks collapsing due to poor construction or poor maintenance is a huge problem throughout the United States. According to the National Association of Certified Home Inspectors (NACHI), there are over 2 million decks either built or replaced each yearand currently 45 million decks can be classified as being unsafe.
Outdoor decks are great for recreational purposes, outdoor celebrations and organizational meetings. They increase indoor-outdoor living space and are exceptionally beautiful. But if a deck if not built to code, installed correctly or properly maintained, von Dohren warned, it shouldnt be built at all. Many deck throughout the SF Bay Area are a disaster and should be torn down. Homeowners should be looking at their decks with a critical eye.
In 30 years as a deck builder, von Dohren has seen decks fail for many reasons. But the primary cause for deck collapse in the United States is a separation between the deck's ledger board and the home. Ledger-board failure often happens when nails have been used instead of thru bolts as fasteners.Nationwide, this so called deck-ledger board failure is the cause of 90% of deck collapses, according to National Association of Deck Builders (NADRA). Other reasons for deck collapse include deck joists being nailed to the outer girder; a post or beam fails due to wood rot; and foundation failure.
Preventing deck failure, von Dohren remarked, starts by creating a deck out of hardwood or a durable composite material. Redwood decking and ipe decks are stunningly beautiful. They also happen to wear extremely well, remarked von Dohren. Pressure treated woods and composite decking materials are also a wise choice, both of which are rot-resistant and need very little maintenance.
As for those with an existing deck, Von Dohren recommends inspecting it every season. Start by looking underneath it. Support posts and joists should be examined for signs of moisture that causes dry rot. The deck boards, railings and stairs and the flashing should also be inspected. Most importantly, check the fasteners, those all-important, thru-bolt attachments; make sure they are tight and not corroded. A well-built hardwood deck can last up to 50 years.
"Enjoy using your deck year round as a place for entertaining, relaxing and celebrating," von Dohren added. "But this winter, especially when things get wet and slippery, get your deck inspected to limit the risk of accidents."

National Centre for Contemporary Art: the design comprises a series of stacked gallery spaces
Dublin-based Heneghan Peng Architects have won an international competition to build Moscows super museum the new National Centre for Contemporary Art with a design that comprises a series of stacked gallery spaces.
The firm was selected from a shortlist of three that included Moscows MEL Space and Madrids Nieto Sobejano Arquitectos to design the centre, which will include spaces for exhibitions, lectures, conferences, concerts and performances.
The competition attracted more than 900 submissions, including entries from high-profile architects as Zaha Hadid, for the prestige of building a museum thats expected to draw around 500,000 visitors a year to a former airfield in Khodynskoye Pole.
Heneghan Pengs portfolio includes two London Olympic Park bridges, a library for the University of Greenwich, refurbishment of the National Gallery Ireland, the Giants Causeway Visitor Centre in Co Antrim and the yet-to-materialise Grand Egyptian Museum outside Cairo.

The firm of Rodriguez & Quiroga Architects, which is marking its 30th year, has long enjoyed a reputation as one of Miamis premier studios for its versatility and its technical and design chops.
The firms architects are now tackling what principal Raul Rodriguez says is easily the most complex building ever attempted in South Florida: the new Miami Science Museum, which is under construction in downtown Miamis Museum Park.
Rodriguez & Quiroga is associate architect to Britains Grimshaw, the design firm. That means the locals must sweat the nitty-gritty details of the high-tech, $275-million project, which includes a new planetarium, an aquarium and a panoply of built-in, eco-friendly elements.
Even before that, the Coral Gables-based firm had left an extensive imprint on South Florida, where its practice has focused on civic and collegiate buildings. Rodriguez has been its sole principal since co-founder Tony Quiroga retired a decade ago. Another original partner, Jorge Khuly, left in 1988 to go into practice with his wife, architect Maggie Khuly.
Equally conversant in traditional and modern styles, the firm has long been one of Miami-Dade Colleges go-to architects, responsible for numerous MDC academic and athletic facilities as well as two compact urban campuses Homestead and Interamerican in Little Havana. It also has designed buildings at Florida State, Florida International, Florida Atlantic and several private schools, including the University of Miami.
The firms range has extended from federal courthouses in Miami and Jacksonville to the main terminal at Miami International Airport, a 20-year improvement project that only recently wound up. Rodriguez & Quiroga also served as executive architect to Cesar Pellis firm at another highly complex project, the Arsht Center for the Performing Arts. It also developed a sideline in the restoration of historic buildings, including the Freedom Tower and Ponce de Leon Middle School in Coral Gables.
Two long-stalled Rodriguez & Quiroga designs may now be nearing realization: a classically inspired city hall for Homestead and the Cuban Museum just off Coral Way.
We sat with Rodriguez in the Le Corbusier LC-series chairs at his Coral Gables office, where he told us how the firm has thrived in a notoriously cyclical, fickle field, and why hes nowhere near ready for retirement.
Q: How did the firm get its start?
A. Tony and I were together at what was then Ferendino Grafton Spillis Candela. And the firm brought us in as partners when they changed to Spillis Candela and partners. I guess the easiest way to say it is that we didnt like the terms. We would have had to sign a long-term noncompete agreement. And I was 35. What I thought at the time was, we must all leave the nest sometime. So we decided to strike out on our own.

Based on a Fall, 2013 survey by Jeff Scott and Greg Suddreth of practicing Business Architects shows that business architecture is crossing the IT/business Rubicon to become a true business function.
Business architecture began its life as a core element of the enterprise architecture model. The early practitioners were largely IT enterprise architects. Today, business architecture is rapidly becoming a business focused and business managed initiative.
As a result, business architects have shifted their focus from technology and efficiency to strategy and business effectiveness. They are spending a significant amount of their time with business leaders and working on broad organization-spanning initiatives. Most encouraging of all, business architects see themselves in a more active role as change agents, not just designers of change. There are still significant challenges ahead but the direction seems clear and momentum is growing.

The Role of the Business Architect in 2013
ST. CHARLES When the Kane County Forest Preserve District bought the property which is now the Creek Bend Nature Center within LeRoy Oakes Forest Preserve, the district spent $2.5 million to remodel and add on to the 1930s house.
Four adults attended a program there Sunday on "The Nature Network: Make a Green Resolution."
Naturalist Ben Katzen said the district put in upgraded energy efficient windows, motion detector lights and room-by-room climate controll. All work together to keep the older building's energy costs down.
Katzen led the group through the older parts of the house that are available for rentals. He also took them on a tour the upstairs where bedrooms were converted to offices, work and conference rooms and in the basement, where nature program supplies are stored.
One of the things done to the older building during the remodeling was to add a supplemental heating system to the existing boiler and radiators, Katzen said.
"People have told me they love the heat from radiators versus forced air heating," Katzen said. "But the problem is there's a lot of hot and cold spots. This side of the house designated for rentals and parties and things. You want to have a lot more control over the climate."
The supplemental climate pads allow for heating and cooling of each individual room, in addition to the radiator heat, he said.
The district rents out various rooms for private parties such as for weddings, showers, graduations and various banquets.
The basement is the nature education headquarters, Katzen said, where a donated insect collection is kept, along with animal and wood artifacts and craft supplies.
Because the district renovated the 80-year-old house, some aspects were more expensive than building new, he said. These include adding an elevator so it would be handicapped accessible, putting in new water heaters, water filtration and sprinkler systems.
