Millburn Township Public Schools will receive almost $1.3 million in grant money from the State of New Jersey to be used toward four roof replacement projects at Deerfield, Wyoming, Glenwood and Millburn High schools.

Millburn received the four grants through the New Jersey Schools Development Authority Regular Operating District grant program. The Department of Education approves these grants that are financed by the School Development Authority for school facilities projects. The state share funds 40% of school projects that are deemed to be priorities based on critical need. The grants are contingent on local approval of the remaining cost to school districts.

At the Millburn Board of Education on Dec. 16 the board approved a resolution to accept the preliminary eligible costs as determined by the Department of Education. It will take several months to complete the grant acceptance process. Work on the projects is anticipated to begin during the summer of 2014.

The total cost for the roof projects is $3,190,828, of which the grants will cover 40%, or $1,276,331. The school district is responsible for 60% of the local share of costs, or $1,914,497. For the three projects at Millburn High School, Deerfield, and Wyoming, the local share will be funded by capital reserve funds totaling $1.6 million. The board will continue to consider the funding of the local share of $239,752 for the Glenwood School roof project, with the possibility of including it in the 2014-15 school year budget, or by using 2014-15 capital reserve funds. The school district has 18 months to spend the grant money from the state.

The Department of Education received applications for more than 2,100 individual school projects in September 2013. On Dec. 4 the state announced the approval of $507.7 million in state financing to help fund 1,538 individual school construction projects in 331 school districts. "This is a tremendous opportunity for the district to save a substantial amount of money while accomplishing some much-needed building preservation projects we absolutely must get done, says Dr. James Crisfield, Superintendent of Schools. My hat is off to Mr. DiGeronimo and his team for securing this state funding assistance. It took many hours to make happen, but clearly it was time well spent."

Borough officials have chosen a familiar company to install communications infrastructure and equipment in the new municipal building that is currently under construction adjacent to the old hall on Ringwood Avenue. At its Dec. 9 meeting, the Borough Council passed a resolution to award the state contract for the job to RFP Solutions of Woodbury in the amount of $262,484.

Borough Administrator Tom Carroll said that RFP Solutions been has providing the borough with phone system services for 10 years and has a variety of experience in the field.

"RFP has worked with many different courts and police," he said. "They know exactly what is needed."

Carroll said that he met with Police Chief Tom Norton and several other police officers to discuss departmental needs for telephones, audio, closed circuit television, door locks, and data networks. As a group, they determined what communications equipment will be required in the new building.

"This includes all of the computer wiring, intercom, phones, and 27 cameras," he said. The cameras will provide both internal and external views. RFP will also install a sound system in the council chambers and television monitors throughout the building. The Police Department will have recording systems installed in two interview rooms.

Councilman Ed Leonard asked for clarification regarding the type of data networks installed by RFP.

"Does this include servers?" he said.

"No," answered Carroll. "Thats a separate contract." He explained that in terms of this contract, data-network equipment will control the door locks, telephones, audio equipment, and cameras.

"Its not the server that handles our email, payroll, or anything else thats already here," Carroll said. He added that the server managing those aspects of communication in the current borough hall will be replaced next year, before the completion of the new building.

"We already replaced the work stations," Carroll said. "So when everythings ready to move (to the new borough hall), well just take the new stuff with us and it will all be done."

Wanaque awards contract for $262K for communications installation in new muni building

The University of Connecticut does not have the signature gothic towers or arches of Yale or Michigan, or the brick walkways or gates of Harvard, or the brownstones of Wesleyan.

When you arrive on campus, no gate or arch signals that you are at UConn.

That might change, however, as the university embarks on a $2 million effort to create a new master plan, prompted partly by the taxpayer-financed $1.5 billion Next Generation Connecticut plan that will bring with it extensive development and renovation, including at least one new science building and residence hall.

"We don't want to put a science building down in the wrong location," said Laura Cruickshank, who was hired away from Yale in February as UConn's master planner. "That needs to be supported by transportation. It certainly must be supported by utilities, certainly supported by landscape a landscape that knits the campus together."

The plan will address the location of new buildings, traffic and pedestrian patterns, open spaces, utilities and environmental issues and the finer details that have to do with establishing a sense of place.

"It's definitely something I'm concerned about 'look and feel' and that's in quotes," said Cruickshank. "'Look and feel' is a really important thing for any university campus, and coming here from Yale [There's] a definite 'look and feel' at Yale. You knew where you were. I think that's definitely something we can improve upon here."

About a dozen firms presented proposals to create the plan, and the school has narrowed it to three: NBBJ; Skidmore, Owings & Merrill LLP; and Michael Dennis & Associates.

University officials hope to choose one of the three in January and go forward with the plan expected to cost $1 million to $1.5 million and to be completed by December.

Cruickshank, who earns $225,750 as the university's master planner and chief university architect, said that she envisions an open process, with public meetings at which university professors and staff, students and community members will be able to participate in shaping the plan.

The new plan will come at a time when UConn is embarking on significant development. Next Generation Connecticut is the centerpiece of that effort, which is a decadelong project aimed at transforming the university's science, technology and math programs. The plan includes increasing faculty by 259 and students by 5,000.

The centuries-old Sonoma County oak tree made famous for the shade and inspiration it provided writer Jack London is dying of a fungal disease. Arborists have deemed the end near, while schoolchildren and American Indians have bid final goodbyes.

But in what some are calling a holiday miracle, the oak was given an improved bill of health from a team of UC Berkeley researchers this month, and the tree has been spared its scheduled removal.

"We couldn't be more thrilled," said Tjiska Van Wyk, executive director of Jack London Park Partners, which manages the Jack London State Historic Park in Glen Ellen where the tree is located. "In the season of joy, we consider this a great gift."

Researchers with UC Berkeley's Department of Environmental Science, Policy and Management reported that the base of the old oak is not experiencing the decay that its upper reaches are seeing.

Earlier this year, three arborists advised that the tree be felled as a safety precaution after noting dead branches and falling limbs. A storm late last year sent a 30-inch-diameter piece of wood through a fence, raising concerns that a park visitor could be hurt.

But after reviewing the comprehensive UC Berkeley report, park managers said the tree won't be removed anytime soon. Instead, they may simply do a little pruning and expand the area around the tree that's closed to the public.

The tree has another two to 10 years of healthy living, said Professor Matteo Garbelotto, who led the research team. He confirmed, though, that the presence of deadly fungi will ultimately be more than the 350- to 400-year-old tree can handle.

"We're not out of the woods. We're in a gray area where the risk needs to be assessed," Garbelotto said.

The 50-foot-tall tree, which has survived Sonoma Valley's historic logging efforts and its push for farmland, overshadows the rest of the oaks on the eastern slopes of Sonoma Mountain.

Coastal Miwok once collected acorns in the area, and American novelist London bought the acreage around the tree as a retreat from city living in 1905, according to E. Breck Parkman, senior archaeologist for California State Parks.

Wichita, Kan. -- A water main break at an extended stay hotel in west Wichita forced guests to evacuate and find another place to stay Wednesday afternoon.

A pipe supplying the fire sprinkler system on the fourth floor of Value Place, near Kellogg and Ridge, burst about 3 p.m. That sent water throughout the hotel.

"Just being really quiet and enjoying Christmas today," Value Place guest Sherry Risick described her Christmas.

That quiet Christmas afternoon was quickly interrupted.

"All the sudden, we saw water," Risick said. "My bathtub is dripping, the kitchen is all wet and we just ran out of there because they said the floor was collapsing."

The Wichita Fire Department said it wasn't the floor or roof collapsing, but a broken water main that sent guests out into the cold.

"We've got anywhere between four to six inches of water here on the fourth floor trickling clear down here to the ground floor, where we've got a couple of inches of water on the floor here," said Wichita Fire Lt. Brad Blue.

Risick and her family had to run through that water to get out.

"It was a flood," she said. "My shoes are wet. The baby's shoes are wet. We're all wet."
