An undercover sting operation by the Contractors State License Board resulted in 10 citations, including one to a man found to have a previous rape conviction in another state.

The suspects were cited Tuesday during an undercover operation at a Sacramento home. The operation targeted unlicensed contractors seeking jobs that require a state contractors license. State investigators contacted most of the suspects through cragislist.org, asking them to bid on landscaping, floor covering, electrical, painting and fencing projects. Two suspects were targeted because they had failed to pay civil penalties for previously issued citations, according to a Contractors State License Board news release. They face new charges for failing to comply.

Gerald Mattie of Elk Grove received citations for contracting without a license and illegal advertising. During the interview process, investigators discovered that Mattie had a previous felony rape conviction in another state, which could make him ineligible for a California contractor license, authorities said.

Another suspect, Ricky Dwight Myers of Sacramento, provided investigators an estimate for new flooring. He was then cited and transported to jail on an outstanding no-bail warrant for failing to complete the requirements of a previous DUI conviction, officials said.

A total of 10 suspects received notices to appear in Superior Court. Nine face misdemeanor charges for contracting without a license. In California, all home improvement jobs valued at $500 or more in combined labor and material costs must be conducted by a company or individual with a state-issued license.

All but one of the suspects also face an additional misdemeanor charge of illegal advertising. State law requires contractors to place their license number in all print, broadcast and online advertisements. Those without a license can advertise to perform jobs valued at less than $500, but the advertisement must state that they are not licensed contractors.

One of the biggest risks property owners face with unlicensed contractors is that they rarely carry workers compensation insurance for their employees, authorities said. If someone is hurt while on the property, the property owner may be financially liable.

Receiving notices to appear, the license classification and alleged violations are:

Anthony Shamel Williams of Sacramento, flooring and floor covering, contracting without a license and illegal advertising.

Services will also be held at Westminster Abbey in London, where Dr Jim Swire, who lost his daughter Flora, will speak, and at the Arlington National Cemetery in Virginia, and Syracuse University, which lost 35 students. One hundred and eighty-nine Americans died in the bombing.

On the eve of the anniversary, David Cameron paid tribute to the "fortitude and resilience" of those affected by the tragedy and told them that terrorism would never prevail.

The Prime Minister said the bombing remained "one of the worst aviation disasters in history and the deadliest act of terrorism" ever committed in the United Kingdom.

He added: "Though 25 years have passed, memories of the 243 passengers, 16 crew and 11 Lockerbie residents who lost their lives on that terrible night have not dimmed.

"To families, friends, neighbours, loved ones, and all those caught up in the painful process of recovery, let us say to them: our admiration for you is unconditional. For the fortitude and resilience you have shown. For your determination never to give up. You have shown that terrorist acts cannot crush the human spirit. That is why terrorism will never prevail.

"And even in the darkest moments of grief, it is possible to glimpse the flickering flame of hope."

Alistair Carmichael, the Scottish Secretary, who will be at Westminster Abbey, said the memory of the shock and horror of the disaster was as strong for him today as it was 25 years ago.

Alex Salmond will attend a wreath laying and memorial service in Lockerbie, as will Lord Wallace of Tankerness, the Advocate General for Scotland.

Kenny MacAsckill, the Justice Minister who controversially freed the only man found guilty of the bombing, will take part in an evening service at Dryfesdale church.

Mr Salmond said the memory of the bombing was sharp for anyone living in Scotland at the time, adding: "On this 25-year anniversary, and as the country prepares once more to relive the harrowing events of that terrible night, it is important that we remember that the pain and suffering of the families and friends of those who died has endured since that winter night in 1988.

On Friday, Travis Parker dressed in the crisp white shirt bearing the Tuscaloosa Fire and Rescue Service emblem for the last time.

It's a uniform that he's proudly worn as he worked his way up the department ranks during the past 27 years.

"When you walk up in that uniform, it's almost like a wave of calm that goes over everyone," Parker said. "I don't mean to be prideful by saying that, it's just a fact of life."

During his career, which started as a paramedic and is ending as chief of the department's Emergency Medical Services, Parker has helped thousands of people during some of the most difficult moments of their lives. His approach of treating each emergency as if it were happening to a family member is just one indication that he's lived up to the expectations of that uniform.

"When someone calls 911, it's an emergency to them no matter what it is. It could be a cat up a tree," he said. "Being able to help people during these times is what makes this job so rewarding."

Unfortunately, most 911 calls that the department responds to are much more serious than a treed cat. "Expect the best but prepare for the worst" is the motto that he has learned to live by.

Parker, 58, traces his passion for helping others to an event that happened when he was young. His mother was working an overnight shift waiting tables when he was awakened by his father in distress.

His father was having a seizure at 2 a.m., likely a side effect from a head injury he'd sustained while mowing the lawn at their home in the Loop Road area that day.
