Dear Dave, We are planing on putting our home up for sale this coming spring and in the meantime we are going to be taking care of the general maintenance items that need to be addressed and also those things that are in need of obvious repair. We are considering several other more significant improvements like updating the kitchen, the bathrooms and potentially the carpet. We do have a limited amount of money to make the fixes and we were wondering which of these would prove to be the most important? We are looking to make the most impact, but also be putting our money and time in the right places, considering we are selling soon and will no longer be there to enjoy our improvements. Ron and Beth, Great question and also wise to start planing for a spring sale now! Your plan to get your home in tip-top condition is not only in your best interest financially, but will also help you sell your home in a more timely fashion, assuming your price it correctly! Condition is one factor that every seller has control over and should never be overlooked, as you never get a second chance to make a first impression and first impressions are very valuable. When you take care of all the things that obviously need repair and also dial in the overall condition, you will be well on your way to getting ahead of your competition. I can generally say that cosmetic fixes go a long way in making your homes first impression a better one. I always recommend flooring and paint, as those are two of the things, if needed, that can make the most impact for a reasonable investment. As for more complex or major remodeling projects I generally go to another source, the Cost Vs. Value report that is annually put together by Remodeling magazine and Realtor magazine and can be accessed in its entirety at realtormag.realtor.org. (Authorization required).

The 2013 Cost vs. Value report is a wonderful tool to see, on average, what return you can expect from any moderate/major remodel you are considering. Remember the returns may be greater or lesser depending on many variables, but it is a nice measuring stick to see how different projects stack up on a national level. Remember, this is a good measuring stick, but not a definitive indicator or expected rate of return for our specific market. Some of the highlights are as follows:

- Front entry door replacement with steel door returned 85 percent - Deck addition returned 77 percent - Siding replacement (with fiber-cement) returned 79 percent - Garage door replacement returned 75 percent - Minor kitchen remodel returned 75 percent (major kitchen remodel 69 percent) - Window replacement returned 72 percent - Bathroom remodel returned 58 percent

One thing to note here, most of the highest returns on the list deal directly with exterior changes! Curb appeal is one of, if not, the most important aspects of selling any house and often times the most overlooked. Remember, buyers are generally exposed to your home online first and then drive by it several times before scheduling a showing. My recommendation would be to make sure you spend an adequate amount on the exterior to spruce it up and make sure that the curb appeal is as good as you can get it and then look to the inside for other improvements. A growing trend is outdoor living and entertaining space that provides a real impact for potential buyers!

Inside, go with flooring, paint and fixtures first and then move on to the kitchens and bathrooms. Remember to spend wisely and have your real estate agent help you decide which improvements can be done to deliver the most impact at the most reasonable cost! New pulls on kitchen cabinets, new light and sink fixtures with an wow back splash can sometimes provide enough impact and keep your costs down. I hope this helps.

A Missoula contractor entered an Alford plea in Lewis and Clark County District Court on Thursday, asserting the state could likely prove that he was guilty of underpaying workers compensation premiums and scamming the government out of $200,000.

Jared Allen Langley, 42, was accused in August 2012 of lying about his roofing business to avoid paying the proper workers compensation premiums. Langley owns Jared Langley Enterprises a large construction business that offers roof repair, replacement and construction in Missoula and surrounding counties.

Langley originally pleaded not guilty to the felony charge of employer misconduct but changed his plea Thursday.

According to Montana Assistant Attorney General Mary Cochenour, Langley claimed his employees only cleaned up construction sites and didnt participate in building roofs a job description that carries higher workers compensation premiums. Compared to the cleanup classification code, premiums for employees who worked on roofs are five times higher.

But an investigation conducted by the Department of Justice revealed that employees spent approximately 90 percent of their time on the roof or doing roofing activities.

Furthermore, multiple employees reported injuries stemming from working on roofs from 2009 to 2011, including several employees who listed their occupation as roofers.

According to the affidavit filed by Cochenour, Langley told an auditor that he used his employees for construction site cleanup and hired outside roofers for roofing tasks.

Langley obtained more than 370 roofing permits from Missoula city and county between 2007 and 2012.

District Judge Jeffrey Sherlock imposed a probationary sentence on Langley on Thursday, meaning that he can eventually ask the court to remove the charges from his record if he abides by the conditions of his sentence.

Langley paid the Montana State Fund $200,000 in restitution in June as part of his plea agreement.

TYPES OF SPRINKLER SYSTEMS

The water pressure in most residential systems isn't great enough to water an entire lawn at once. As a result, most systems are divided into circuits, each with its own control valve. Control valves are operated by an electronic controller that turns each circuit on and off according to the schedule you set.

The system consists of standard PVC pipe running from your existing water supply line. At each sprinkler, the pipe connects to a riser that feeds the sprinkler head. Sprinkler heads are designed to throw water in a full circle, a half circle, or a quarter circle. There are two types: rotary sprinkler heads extend above the ground permanently, and pop-up heads are designed to be flush with the ground when off, so you can mow over them.

PLANNING YOUR SPRINKLER SYSTEM

The first step in planning your system is to check with your local building department and get any permits you may need. Then make a sketch of your property, showing the locations of all structures, walkways and driveways, and trees and shrubs. Call your local utility companies and have them come out and mark the location of buried gas, electrical, and telephone lines. Note those locations on your sketch.

A fire sprinkler system is an active fire protection measure, consisting of a water supply system, providing adequate pressure and flowrate to a water distribution piping system, onto which fire sprinklers are connected. Although historically only used in factories and large commercial buildings, systems for home and small building are now available at a cost-effective price.[1] Fire sprinkler systems are extensively used worldwide, with over 40 million sprinkler heads fitted each year. In buildings completely protected by fire sprinkler systems, over 99% of fires were controlled by fire sprinklers alone.[2]

The worlds first recognizable sprinkler system was installed in the Theatre Royal, Drury Lane in the United Kingdom in 1812 by its architect. The system was designed by William Congreve was covered by patent No 3606 dated the same year.[3] The apparatus consisted of a cylindrical airtight reservoir of 400 hogsheads (~95,000 litres) fed by a 10-inch (250mm) water main which branched to all parts of the theatre. A series of smaller pipes feed from the distribution pipe were pierced with a series of 12-inch (13mm) holes which pour water in the event of a fire.[4]

From 1852 to 1885, perforated pipe systems were used in textile mills throughout New England as a means of fire protection. However, they were not automatic systems; they did not turn on by themselves. Inventors first began experimenting with automatic sprinklers around 1860. The first automatic sprinkler system was patented by Philip W. Pratt of Abington, MA, in 1872.[5]

Henry S. Parmalee of New Haven, Connecticut is considered the inventor of the first automatic sprinkler head. Parmalee improved upon the Pratt patent and created a better sprinkler system. In 1874, he installed his fire sprinkler system into the piano factory that he owned. Frederick Grinnell improved Parmalee's design and in 1881 patented the automatic sprinkler that bears his name. He continued to improve the device and in 1890 invented the glass disc sprinkler, essentially the same as that in use today.[6]

Until the 1940s, sprinklers were installed almost exclusively for the protection of commercial buildings, whose owners were generally able to recoup their expenses with savings in insurance costs. Over the years, fire sprinklers have become mandatory safety equipment in some parts of North America, in certain occupancies, including, but not limited to newly constructed hospitals, schools, hotels and other public buildings, subject to the local building codes and enforcement.

However, outside of the US and Canada, sprinklers are rarely mandated by building codes for normal hazard occupancies which do not have large numbers of occupants (e.g. factories, process lines, retail outlets, petrol stations etc.)

Sprinklers have been in use in the United States since 1874, and were used in factory applications where fires at the turn of the century were often catastrophic in terms of both human and property losses. In the US, sprinklers are today required in all new high rise and underground buildings generally 75 feet (23m) above or below fire department access, where the ability of firefighters to provide adequate hose streams to fires is limited.[citation needed]

Sprinklers may be required to be installed by building codes, or may be recommended by insurance companies to reduce potential property losses or business interruption. Building codes in the United States for places of assembly, generally over 100 persons, and places with overnight sleeping accommodation such as hotels, nursing homes, dormitories, and hospitals usually require sprinklers either under local building codes, as a condition of receiving State and Federal funding or as a requirement to obtain certification (essential for institutions who wish to train medical staff).[citation needed].

Since 2011, Pennsylvania and California require sprinkler systems in all new residential construction - the first US states to do so.[7]
