The William Allen High School gymnasium floor will have to be replaced due to water damage sustained while the roof there was being repaired this summer.

The district will have to pay $295,000 for an entirely new floor after heavy rains and winds led to water infiltration through the new roof, ruining the gymnasium floor.

That means sports events and practices will have to be held at other schools, and gym classes will be moved to other portions of the building, said Director of Facilities Services Bob Sperling Jr.

"I think it goes without saying it'll be inconvenient," said Superintendent Russell Mayo. "It's certainly not an ideal situation, but we can accommodate it."

The new floors will not be finished until the end of October.

Water seeped through the roof above the gymnasium when the contractor doing the work there failed to properly shore up the roof in two separate locations, Sperling said.

The boards of the floor now appear wavy, Sperling said, and the damage was so extensive it cannot be repaired without leaving large patches on the floor.

"You can't use it for basketball, and you can't use it for gym," he said. "It would be a safety hazard."

The district will likely have to pay for the new floor, but will then seek reimbursement from the company that had been doing the roofing work: the Philadelphia-based Mike Kobithen Roofing.

That company had been installing a $392,000 new roof above the gymnasium, but the district originally only planned to spend about $50,000 for repairs to the 20-year-old gym floor, officials said.

BRAGGS School starts Monday with new roofing and windows six months after Braggs voters agreed to fund them.

Braggs Superintendent Mike Broyles said roof replacement over the main classroom buildings was completed July 12 and the new steel frame windows and Corian window panes were installed Aug. 1. The roof over the main gym also was repaired over the summer, he said.

The windows and roofing were part of a $635,000 bond issue Braggs voters approved Feb. 12. The bond issue also included replacing roofs over the cafeteria and some adjoining classrooms, but those roofs are to be replaced over Christmas break or next summer, Broyles said.

Broyles said he had been optimistic about finishing most of the projects before the 2013 school year started, but he wanted to be sure.

Thats why we pushed the start of school back two weeks, he said, explaining that the Board of Education voted in April to start school Aug. 19 instead of Aug. 7.

Preparation before the bond issue also helped.

We had already talked about how the project was supposed to look like, Broyles said. We were able to start the project May 28. We had our specs ready for the roofing and our specs ready for the windows.

The only delay has been getting window blinds delivered, he said.

The schools main building dates to 1939 and had not been renovated since the 1970s. The previous classroom windows were single pane, providing little insulation.

In the summer time, it was so hot in here, you couldnt stand it, said school secretary Sue Berryhill. The old windows were really cold in the winter time, you could feel winter coming through them.

ELGIN A city council vote to pay to replace three boilers at the Hemmens Cultural Center led to heated rhetoric about the Elgin Symphony Orchestras lingering debt to the city.

The council Wednesday night unanimously approved a contract with F.H. Paschen for the new boilers in the amount of $273,232. According to supporting material for the meeting, earlier this summer staff found the that one of three 18-year-old boilers had failed beyond repair and the other two were in poor condition.

This is a distasteful bid that I have to support, Councilman John Prigge said.

Prigge said the bill for the replacement boilers should be sent to the ESO. He noted that the money being used is coming from the parks and recreation budget and that it could go to other worthy projects.

I hate being forced to play into this insanity, and I hate myself for supporting this, Prigge said.

The symphony owes the city more than $300,000 in back rent for its use of the 44-year-old Hemmens. The ESOs finances and financial arrangement with the city have been discussed at past council sessions dating back to January and are set to be brought up again either in two weeks or at the first council meeting in September.

More than 60 families of MRCR Layout in Govindarajanagar were in for a rude shock on Wednesday when their sheds were brought down within no time by the Bruhat Bangalore Mahangara Palike (BBMP) as part of a demolition drive.

Annamma, who has been living there for four years, was busy arranging the household items that she had spread out in front of her demolished home.

"The house owners had earlier assured us that we wont be thrown out of house. For each house, Rs 2,000 was fixed as rent and Rs 10,000 as advance. And, we had been paying rent regularly. This is injustice and where are we supposed to go now," questioned Annamma even as her grandson Manju was playing.

Over 60 Muslim and Hindu families, mainly labourers and vegetable vendors, resided in these 60-odd sheds. "The demolition was carried out following a direction from the City Civil Court. The sheds had come up on a civic amenity (CA) site. It has been encroached upon and sheds were built illegally. We have taken this step only after issuing many notices to the residents. Further, a high-tension power line runs over the CA site," said one of the BBMP engineers who was present during the time of demolition.

"We got a notice three months ago. But, when we showed it to the house owners, they said that nothing would happen. We got to know only on Tuesday night that Palike will demolish the houses the next morning. When we questioned the house owners, they washed their hands of the issue saying they too were helpless. Hence, my neighbours and I had shifted the household items, fearing eviction," said Meena, another resident. Some residents have started hunting for new homes in the locality. Many of them complained that the house owners are not refunding the advance money.

The BBMP sources said that they will fence the CA site soon and take necessary steps as per the orders of Palike Commissioner M Lakashminarayana.

BBMP razes illegal sheds, 60 families evicted

The appearance of unauthorised sheds in Kongahalli, a village in the Sathyamangalam Tiger Reserve, has shocked naturalists and environmentalists.

The sheds were constructed for the benefit of pilgrims visiting the Mallikarjuna Swamy temple. K. Mohan Raj of the Tamil Nadu Green Movement (TNGM) said five years ago there were only a few sheds. Every year, the temple authorities as well as the local panchayats without obtaining permission from the Forest officials have constructed the sheds illegally. At present, there are 20 sheds, he said.

S. Jayachandran of the TNGM said festivals are held at the temple at least twice a year when thousands of pilgrims throng the place. Every time, the festival lasts a week.

During such occasions, nearly two tonnes of garbage get dumped in the area.

Dumping of garbage inside a tiger reserve will have a negative impact on the wildlife population, he said.

Mr. Jayachandran pointed out that it is not merely dumping of garbage in the area but also lack of proper disposal that is posing a major threat to the ecosystem as well as the endangered wildlife. Pointing out the absence of toilet facilities, Mr Jayachandran said the pilgrims defecate in open, which would also spoil the environment.

Das Shetty, a local tea shop owner in Kongahalli, said during festivals, nearly 15,000 pilgrims arrive at Kongahalli. They stay for two days during the festival time, he added.

Forest Department sources said after the Sathyamangalam area was declared as a tiger reserve, no new structure has been allowed in Kongahalli. Most of the structures are more than five years old.

The department did not grant permission to the temple authorities for building sheds for the pilgrims. Instead, the existing structures could be used, the sources added.
