For Adamsville resident Travis Smiddy, it has been more than a year and a half since he said he paid Inspector Roofing to make repairs, but his roof remains a mess.

"It's 2013, and I still don't have a (fixed) roof," said Smiddy, who was targeted by the scam. "My roof is still sloping. I have shingles off. I have water damage in one of my bedrooms that they were supposed to fix."

Smiddy is just one victim in a scam that investigators said spans McNairy, Madison, Henry and Crockett counties, along with other counties in Middle Tennessee. Insurance companies would write a check for the repairs, but officers said Nickey Evans pocketed the money.

"They would endorse the check then give the check to the roofing company, and no work would be done," said Lt. Brad Johnson with the McNairy County Sheriff's Department.

Authorities said Evans' company originally put up some legitimate roofs, but then vanished.

"They picked a few individuals that they actually put on a roof for, sort of to get their name into the neighborhood," said Lt. Johnson.

Theft victims said the damage has been crippling, with totals going anywhere from $1,300 to upwards of $15,000.

Nickey Evans has been charged in Madison County with a count of theft of property over $1,000. Authorities said more charges are expected to be filed.

Several school facilities projects are underway this summer, including roofing, masonry re-pointing and lintel replacement at Weber, Schreiber, Sousa and Guggenheim. Some ADA compliance projects will also be completed at these four schools. All of these projects were planned to make the buildings more secure. The majority of the work will be completed over the summer except for some of the masonry work, which will be finished during the beginning of the school year, said James Ristano, Director of Facilities & Operations for the Port Washington School District.

The projects are being funded by a bond referendum that was voted on and passed during the 2012/2013 budget vote. The past year was spent designing the projects and coordinating the bidding process.

According to Ristano, Weber will receive a complete removal of pitched and flat sections. The pitched sections will receive an architectural asphalt shingle; the flat sections will have an asphalt- type roofing system. The re-pointing of masonry sections and window lintel replacement will also take place.

Schreiber will have sections of the roof replaced; these sections include the Weight Room, Social Studies wing, and one of the general classroom wings. The re-pointing of sections with window lintels will also take place.

Sousa will have the last original section of the roof replaced, over the Kindergarten, Main Office wing and walkway canopy. Masonry work will be done there, as well.

Guggenheim will receive a new roof over the Multi-Purpose Room, Gymnasium and walkway canopies.

As we go forward, we will continue to evaluate all buildings within the district. This will allow for efficient planning of future projects, said Ristano.

The ADA compliance work is in the final design stages. This work will be publicly bid in the near future.

Additional projects that will be performed this year by the school district include the installation of Smart Boards throughout the elementary schools, a generator system that will allow power to be sustained to both our district wide network and phone system, during an emergency. Both the Technology and Facilities staff are working together on a battery backup system to be installed to support the district server room, as well.

Almost two months after the Black Forest fire, residents are eager to take recovery efforts into their own hands, and are reluctant to let the El Paso County Board of Commissioners be the sole directors of the community's recovery

At a Wednesday night meeting, the county's subcommittee for debris removal and cleanup struggled to define its role in the fire recovery because 85 percent of the burn area is private property. But some property owners came seeking its support in tree cleanup - a subject that dominated the meeting.

Robb Willes, a Black Forest resident, came to the meeting to pitch a plan to clean up the thousands of dead, black trees covering the forest. But, after an hourlong back-and-forth discussion with the 11-member committee, Willes was told that his proposition, which was created by a few residents, was not something on which the county can take a stance.

"The committee will not take on a specific contractor to do this," Commissioner Darryl Glenn said of Willes' plan to hire a company for tree removal.

The plan would require the owners of at least five contiguous parcels with scorched trees to ask for tree removal. Willes hoped the county would help find property owners to participate. Willes also considered working with Black Forest Together, a fledgling nonprofit started by residents to manage a grassroots recovery.

But Glenn remained adamant that, when it comes to tree removal and reforestation, the county will not support specific efforts outright.

"The committee will not endorse the Black Forest Together effort," said Glenn.

Willes declared that "the enemy of the community is the standing dead trees," which will only become greater hazards as time progresses.

"Insurance companies are going to see those standing dead trees as a liability. And that is going to affect everyone's insurance policy," Willes said.
