In just three years, the Ebeys Forever Fund granted $200,000 to help preserve history on Central Whidbey.

Having just released the names of the 2013 grant recipients, new projects are already underway.

Ebeys Forever Fund was able to issue double the funds than in previous years.

This year $100,000 is being divided between 13 projects aimed at preserving the historical integrity of buildings in Ebeys Reserve.

Were really seeing a significant amount of support ripple across the island, said Mark Preiss, reserver manager.

Projects include replacing roofs, windows and siding on many structures including the Comstock Barn, located on Ebey Road near Hill Road, and the Old County Court House on Madrona Way.

Projects help sustain that building for future use, for future generations, Preiss said.

One project already underway is the Perkins House, which was built in 1890 on Ebey Road.

Through new ownership, the house is getting a major makeover to revert it back to its original appearance.

Annie Kidd Matsov, historical architect for the reserve, said the Perkins House had some modifications to windows and doors over the years as well as additions.

FRONT ROYAL -- After receiving a presentation on energy performance contracting at its Thursday evening work session, the Warren County School Board decided to take the first step toward fixing issues in the county's older elementary schools.

Charles Barksdale, from the Virginia Department of Mines, Minerals and Energy, gave the presentation to School Board members, Superintendent Pamela McInnis, Assistant Superintendent for Administration Louis Justis, County Administrator Doug Stanley, and other school and county staff.

Barksdale said the goal of energy performance contracting is to help local governments and school systems find ways to improve their facilities without burdening agencies with additional debt.

The concept is simple enough -- there are sufficient energy savings within certain buildings that can pay for improvements like replacing boilers, installing new HVAC equipment, more efficient control systems, adding insulation and other replacements and upgrades.

The performance contracting would allow a school system, for example, to upgrade facilities in a "green" way, and pay for those upgrades by reallocating existing energy dollars.

Barksdale said that if Warren County schools chose to move forward, he would be there "shepherding" them through the whole process.

To date, about 20 different companies in the state have been qualified by the Virginia Department of Mines, Minerals and Energy as approved energy performance contractors specifically aimed toward working with school systems. It is up to the local school system to make the final selection for a contract.

Barksdale suggested that the list initially be narrowed down to four to seven companies, based on criteria such as distance from Warren County, prior experience with performance contracting and references from state school divisions with ongoing projects under performance contracting.

"Of course, it also makes sense to have fewer companies bidding for a contract," he added. "If they know they're only up against three other companies, then they figure their chances are pretty good at being selected, so they might put more time and work into the planning phases of the project."

Though Thousand Oaks requires property owners to replace oak trees when they are removed, the city has no such policy for its public projects, according to a Ventura County grand jury report.

Since 1989, the city has removed 128 oak trees the majority of them hundreds of years old but did not document the removal process, the report says.

The report is a result of grand jury interviews with City Hall staff members and research of city documents and newspaper articles.

Grand jury foreman Jay Whitney said he was surprised when he learned the city didnt document its tree removal process.

Its such a part of the community, and its so well-known. Oak trees are protected, said Whitney, a Thousand Oaks resident. Seems funny that was not codified in law.

The city has 60 days to respond to the grand jury report.

Asked whether the report contained inaccuracies, Community Development Director John Prescott said, Well be taking a look at that.

The city requires property owners to plant one or three trees in place of each oak tree removed. The requirement differs depending on whether the owner has private or commercial property and whether the tree is near an existing home.

Because oaks are not protected under state and federal law, Prescott considers the report unusual.

It seems sort of unusual to weigh in on what local development policy should be. Im assuming its within their purview, Prescott said. We are taking it seriously.
