PAMPLICO, S.C. -- A crowd of about two dozen people gathered Tuesday night at the Pamplico Fire Station to voice community needs possibly to be funded by a new penny sales tax in Florence County.

Scotty Campbell of Lake City, who was appointed chairman of the penny tax commission conducting similar meetings county wide, told attendees before the floor was opened to the public that those needs eventually chosen to be funded will be outlined meticulously in a November referendum vote.

Pamplico Councilwoman Harriet Cox said she and many others worked for years to bring a tennis complex to the town. She estimated the complex, complete with five courts (required for league play), a walking track and a playground would cost about $500,000.

Florence County School District 2 Superintendent Robert Sullivan said his district required many new facilities, including parking lots, safety and HVAC equipment, as well as school buses. He offered no specific cost analysis.

The use of the funds gathered from the potential penny tax have to be used for capital projects only, Campbell said, and some of Sullivan's requests require new payroll funding for which penny tax money could not be used.

Monte Tedder, fire chief for the Hannah, Salem and Friendfield Fire District said his district required two new stations and a new engine. He added his district is looking at a total of $6.6 million in necessary equipment and facility replacements during the next 10 years.

Windy Hill Fire Chief John Delung said his department needed two 20-plus-year-old engines replaced, along with many thousands of dollars worth of safety equipment. Another major necessity, he said, is to build a fire station for the department, which shares quarters with the town of Quinby.

Lastly, Pamplico Mayor Gene Gainey said his town is in dire need of a new 200,000 gallon water tank that could cost upward of $1 million. He said public agencies have warned that in the event of a natural disaster, the town could have trouble providing water to its citizens.

Project bids out: The town of Killingly on Wednesday solicited bids for several municipal projects, including roof repairs for the towns community center and garage, maintenance for HVAC systems in six town buildings, as well as for the installation of larger fuel tanks for the water pollution control facility. All bids are due back May 9.

Roofs: The town is preparing to replace roofs at the community center and town garage. Both roofs, constructed in the 1930s, have leak issues, said Town Engineer Bruce Chimento. The community center project involves demolishing and replacing three sections of the building roof: The 18,600-square-foot main section and two flat, rubber roof portions. Since the building is an historic landmark, the main roof will be covered with gray, faux-slate shingles, instead of a more modern-looking facade. The $200,000 project will be paid with Local Capital Improvement Program, or LOCIP, funding. Roughly 13,000 square-feet of town garage will be replaced with a rubber covering system. The project, also to be paid with LOCIP money, will also include the installation of pre-fabricated parapets, stacks and vents. It will cost between $120,000 and $150,000.

Tanks: The Water Pollution Control Authority will spend approximately $10,000 to install two new, 1,000-gallon fuel tanks at the water pollution control facility. The plant currently possesses two 300-gallon tanks, used to power on-site emergency generators in the event of a power outage. But we ran out of fuel during (Tropical Storm) Irene, Chimento said. The new above-ground tanks will sit atop concrete pads supplied by the town.

Maintenance: Six Killingly municipal buildings Town Hall, the community center, the library, the Historical Society building, the highway garage and the recycling center are due for annual maintenance work on their heating, ventilation and cooling systems. The work will include boiler tuning and checks, roof-top unit filter changes and circulator pump inspections. The work will be paid through each individual buildings maintenance account, though the town will package all the work one solicitation in an effort to get a better price, Chimento said.

In her great essay about designing a wheelchair accessible kitchen, Dr. Rosemary Rossetti calls the kitchen "the most important room of the house". I agree. Can you imagine not being able to use your own kitchen? Fortunately, there are some great remodeling contractors, architects, and designers out there who are trained in Universal Design. If you are just getting started with the process of remodeling a kitchen to make it wheelchair accessible, this list could help you to get an overview of the components of a wheelchair accessible kitchen.

Position of food prep, cook surface, sink, and refrigerator: Although open kitchen layouts that feature islands, large built-in refrigerators, and high counter tops are fashionable, a big open kitchen layout isn't too practical for a wheelchair user. Having to wheel oneself from one side of the room, past an island, to go from the refrigerator to the sink is not ideal. When designing a kitchen for a wheelchair user, a close, L-shaped arrangement of the major kitchen features is more efficient. It's also possible to make the most of an island by pairing it with a grouping of other important kitchen features.

Wheelchair turning diameter: In order not to bump into cabinets or appliances, there should be a turning radius of five feet built into the work areas of the kitchen.

Height and structure of cabinets: In order for cabinets to be accessible, they need to be set at heights and angles that make it possible for someone in a wheelchair to reach the upper shelves with a grabber. Lazy Susans can help to make upper cabinets more accessible. In lower cabinets, installing rolling drawers inside can allow a wheelchair user to reach items that are in the lowest part of the cabinets. Little drawer pulls won't do it; in a wheelchair-accessible kitchen, you need to install larger, more ergonomic handles.

Space under the sink for a wheelchair: A major impediment for wheelchair users is sinks with unreachable faucets. In order to make a sink accessible, there needs to be clear space underneath the sink so that a wheelchair can be rolled underneath the sink. The sink should be customized to the wheelchair user. He should be able to roll his chair so that his legs can rest comfortably beneath the sink, reach inside the sink, and also comfortably reach the sink's faucets.

Counter height: While cabinets tend to occupy the space beneath counters, a low counter with nothing underneath it needs to be built into the kitchen in order for it to be wheelchair accessible. The wheelchair user should be able to wheel his chair underneath the counter as if he is sitting at a table. The counter should be low enough that it is comfortable for the wheelchair user to do such tasks as chopping vegetables.

Type of refrigerator: A side-by-side refrigerator is more wheelchair-user-friendly than a fridge with a freezer on the top or bottom. It helps to have a lazy Susan installed on the refrigerator and freezer shelves. A counter-depth refrigerator might work better than a deeper refrigerator.

Timothy D. Laforge, 28, 76 Fritz Road, Colebrook, is charged with sexual assault in the fourth degree, related to the alleged Feb. 13 incident.

Laforge was repairing a broken water pump outside of a Barkhamsted home over the course of several days. Near the end of the repairs, and near midnight on Feb. 13, Laforge and the 16-year-old girl went to a backyard stream to fetch water to prime a new pump, replacing a broken water pump.

As the victim bent down to the stream to fill several gallon jugs, and as Laforge stood behind her, the man, reached down with his finger and twirled his finger around the victims panties saying something about plumbers crack, according to the victims statement in Laforges arrest warrant.

At this, said the statement, the victim stood up, pulled down her sweatshirt and pulled up her pants.

Laforge then smacked, her rear twice, and the girl told troopers she believed she heard good, spoken. The victim told police the man then, reached in between the victims legs while Laforge stood behind her and patted the victims crotch.

After a two-hour long interview in Connecticut State trooper Nicholas A. Nigro IIIs assigned cruiser, Laforge gave a written statement reading that Any accusation that the victim is false and untrue.

Nigro, however, noted in Laforges arrest warrant that, Laforge appeared to be overly selective with his words and seemed to be withholding information in regard to his involvement in this sexual assault complaint. Laforges physical demeanor seemed remorseful while his words denied any involvement. Laforge seemed to under a great deem of emotional turmoil.

The trooper even told Laforge, simply and politely, that he didnt believe he was being completely truthful, and advised him to call if he wanted to talk further.

Laforge called and was re-interviewed 10 days later, during which he said hed been under the influence of a sedative-type medication, and that he couldnt remember the entire conversation. Continued...

Colebrook Plumber Charged With Sexual Assault for Incident With Girl, 16

BANGALORE: A plumber allegedly strangulated three elderly sisters, one of them with fatal consequences, at their residence on 27th Cross, VII Block, Jayanagar, on Monday morning.

The siblings knew plumber Ramachandra, a resident of Parappana Agrahara village, for years. He regularly did odd jobs for them.

Ramachandra fled with gold jewellery he had snatched from the women.

The dead woman was identified as Chandra Narasimhan, 78. The sisters who survived the attack are Munilakshmamma, 88, and Sharadha, 79.

Chandra's elder daughter, Chitra Narasimhan, a paediatrician with Sri Jayadeva Institute of Cardiovascular Sciences Research, who lives in the house with her mother, had gone to work at the time of the incident.

Based on the survivors' accounts, police identified the assailant as Ramachandra. Unconfirmed reports said the plumber is an alcoholic.

Ramachandra had been commissioned 10 days ago to fix a leak.

Chitra left for work as usual around 10 am, by which time Ramachandra had started working on the roof. Around 1.15pm, Chitra got a call from her aunt Munilakshmamma saying the plumber had attacked them and killed her mother.

Munilakshmamma was still in shock when police arrived. She narrated the sequence of events. She said Ramachandra had worked in the house for 10 days and the sisters never suspected him.
