MANILA Vice President Jejomar Binay on Thursday encouraged Filipino architects to help the government in promoting urban development in the country.

Binay, also the chairman of the Housing and Urban Development Coordinating Council (HUDCC), made the statement during the 3rd Annual Convention of the United Architects of the Philippines (UAP) in Pasay City yesterday (April 18).

In rising to [the challenge to scatter urbanization across a wider area], the cooperation between private sector developers, the LGUs, and urban planners proves to be the road to redemption. This multi-sectoral approach should continue to be an integral component of all our policy and planning efforts, Binay said.

Let us strengthen this cooperation by joining our heads and our skills with those from other local and international organizations that profoundly understand urban development and housing in the light of modern demands, the vice president added.

The vice president also urged UAP members to make eco-friendly designs by utilizing green technology and most of all to develop housing even more affordable and sustainable.

We share common and noble desires for the nation -- to improve the lives of our countrymen and give them firm ground on which they can build the future they seek, he added.(PNA)

Architects have been appointed to develop plans to revamp a Norfolk towns Grade II listed arts venue as progress continues to be made towards a bid for Heritage Lottery funding.

Norwich-based Hudson Architects has been appointed to draw up a scheme for the restoration and development of the Corn Hall in Diss and for changes to the area of the town known as the Heritage Triangle between the hall and the Market Place, which could involve creating squares up Market Hill and into St Nicholas Street.

Landscape architects The Landscape Partnership, which was responsible for Norwichs new memorial gardens, will work alongside the Hudson team on the Heritage Triangle Project.

Sheila King, project manager for the Diss Heritage Partnership, said: The Corn Hall has achieved a lot in the last three years. Its already the leading venue around, and now we are firming up our plans for its restoration.

But just as important is the heritage work. We are investigating the evolution of the old town over the centuries the industries and people that helped create the landscape we see in Diss today.

This historical research will contribute to interpretation boards, exhibitions and so on, enabling visitors to enjoy the fascinating history of the old town. We have around another 1million to raise to fully fund the project, but we are confident we can do it.

Meanwhile were convinced that weve made an excellent choice with our design team. Not only do they have they the experience and creativity we need, theyre also local people with a great affection for Diss and enthusiasm for this transformational project.

NEW YORK (Reuters) - When the housing market went bust, house flippers went into hibernation. Now, as the recovery creeps along, bargain-hunters are once again looking for homes to fix up and resell for a quick profit.

Just take a look at the numbers. Home values are on the rise, with a year-over-year price increase of 11.6 percent, according to the National Association of Realtors. Inventory has cratered to levels not seen since 2005.

Irvine, California-based RealtyTrac, an online marketplace for foreclosure properties, says that flipping - defined as buying and selling a property within six months - rose for the second year in a row, up a slight 0.33 percent in 2012 after logging a 12 percent increase in 2011. Those deals were churning out real gross profits, at an average of $37,375 per transaction for all of 2012.

Today's flippers have learned some hard lessons. The housing crash of 2006-2011 wiped out more than $7 trillion in household wealth across the nation, according to data from the Federal Reserve. The fallout left countless speculators holding properties they could no longer move.

This time, homebuyers are being more selective - putting more money down and making calculated bets on smart renovations.

"There are fewer real estate investors now, compared to during the boom. But this time, they have really done their homework," says Andy Heller, author of "Buy Low, Rent Smart, Sell High: Real Estate Investing for the Long Run."

Here are a few tenets to hold close, as you tiptoe back into this dangerous game:

1. Pick your spots

The best places to flip in 2012 included Orlando, Florida; Richmond, Virginia; Tucson, Arizona; and Charlotte, North Carolina, according to RealtyTrac. Flipped homes in Orlando, for instance, were bought for an average of $100,397 and sold for an average of $174,895, for gross profits of almost $75,000.

The retail sector continues to face competition from E-commerce, with many big box stores closing and sitting vacant. Medical office, however, will remain an investment favorite as superior healthcare real estate performance makes them attractive for equity investors.

So, what do these two trends have in common?

Scott Mason who heads the Health Care Group at Cushman and Wakefield said in an interview that improvements must be made in the physical backbone of health care. One way would be eliminating the traditional but inefficient office building with lots of doctors in their individual offices, each with their own receptionist and billing person. For one health care system this meant putting their doctors in abandoned supermarkets with plenty of free at-grade parking or hospitals leasing entire office buildings.

Hmm interesting. That got me thinking, what would the due diligence look like for repurposing an abandoned supermarket into medical office space? Lets look at the acquisition due diligence process.

Zoning Study and ALTA Survey

I think the first trigger point is that there will be a change in use of the property. Therefore the impact on zoning requirements should be the first issue to be investigated. If there are zoning issues that cant be resolved, the deal may be undoable. A Zoning Study should be commissioned.

Parking is a primary concern, so lets use the parking requirements for the two uses in the Indianapolis Zoning Code I assume it will probably be similar to many metropolitan areas. Im going to assume a 50,000 square foot building which is not unusual for a free standing supermarket according to available data.

A survey is the best way to verify the parking count and the buyer will always do his own, but the seller may be agreeable to provide a copy if he has one. Hopefully it will show parking space or list the total. If one isnt available, a survey just to confirm site parking count is not expensive and the buyer needs that data. As a last resort, one can spend a few hours at the site counting the spaces. Once into the acquisition process the buyer should get a complete ALTA (American Land Title Association) Survey.

According to the Zoning Code (Section 732-211 Table 2.10-A Minimum Numbers of Off-Street Parking Spaces Required by Use) a retail space is required to have 3.5 spaces per 1,000 gross square leasable area. A stand-alone supermarket will probably have leasable area equal to gross area so there needs to be parking for 175 cars.

Parking requirements for medical office space is one space for every 200 square feet of gross area. So if the entire building area is devoted to medical, dental, optometrists and clinics there has to be 250 spaces.
