GEORGE TOWN: The proposed offshore development project is meant to overcome the shortage of industrial land on the island, particularly where land reclamation is out of the question, said project consultant Nik Zamri Majid.
"After much thought, we recommended that concrete decks be constructed instead of reclaiming land. With the construction on stilts, a lot of problems would be resolved," he said.
"They include environmental damage to the mangroves and fishing grounds because the sea would not be affected.
"We will avoid the mangrove forests and provide necessary fishing facilities to the fishing community."
Nik Zamri said the project was supposed to be kept "under wraps" although groundwork involving engagement with NGOs, the fishing communities in Balik Pulau and government departments were ongoing.
He said Balik Pulau was "the choice of industrialists from Hong Kong, Taiwan, Korea and Macau".
"We cannot reveal who the investors are yet but they chose this site due to its `feng shui' factor," he said.
"They wanted the project to be on the water because it was good for business."
Nik Zamri said RM5 million would be spent on a detailed environmental impact assessment (DEIA) and the stakeholders, NGOs and public would be invited to give their feedback during public consultation.
"We have to make sure that issues of environment and fisher folk are addressed to convince the people. This is a 'bottom-up' method of engaging with the people."

Site chosen because of 'feng shui' factor
MANILA, Philippines President Benigno Aquino III should watch out for his health this year, according to a feng shui expert.
In an interview on The Bottomline with Boy Abunda that aired on Saturday night, feng shui consultant Marites Allen said the President must be especially careful during the months of August and October.
He has to watch his blood pressure and also anything about the heart, the eyes and the skin, she said.
Last year, Allen also predicted health problems for Aquino, who was born on the Chinese Year of the Rat.
At the start of the year (2012), we knew that the rat-born person, such as the President, was going to be visited by the Illness Star at the same time, to add to the pressures of the job that he has, Allen explained.
Aquinos health made the headlines last year such that Health Secretary Enrique Ona recommended that the President should take a break.
In October, during a state visit to Australia, Aquino had to leave a dinner hosted by Prime Minister Julia Gillard due to an allergy and a bum stomach.
The following month, allergic rhinitis and the flu kept the President from attending a meeting with International Monetary Fund managing director Christine Lagarde.
Aquino was also heard coughing frequently at the ASEAN summit in Cambodia in November.
In the interview, Allen was also asked if the bachelor President will walk the aisle this year.

WATERVLIET A lawsuit filed to stop demolition of St. Patrick's Church comes as the city has issued three permits to raze the church, its rectory and school to make way for a supermarket.
Citizens for St. Patrick's and 20 residents filed a lawsuit Thursday against the City Council claiming it violated city and state laws to rezone the 3-acre church property at 515 19th St. to allow development.
"We are going to stick with this until we have exhausted every effort to preserve St. Patrick's and see the block developed in a way that benefits the community," Christine Bulmer, a spokeswoman for Citizens for St. Patrick's, plaintiff in the case.
The grass-roots organization also has filed a notice of appeal to overturn a judge's Dec. 31 decision to allow the sale of the church property for $1 million.
The lawsuit contends the City Council failed to comply with the city zoning code, the state Environmental Quality Review Act, the state Open Meetings Law and general municipal law when it rezoned the property. The legal papers also claim the council undertook spot zoning when the historic church site was rezoned.
The lawsuit, filed last week, asks state Supreme Court in Albany County to stop any demolition or development at the church site, revoke the rezoning and void the City Council's declaration of negative environmental significance for the property.
Nigro Companies has proposed building a 40,200-square-foot Price Chopper supermarket and two smaller commercial buildings. The City Council voted unanimously in November to approve the rezoning to business from residential that was needed for the project to move ahead.
The two-pronged legal attack did not faze city officials.
"We knew it was coming," Mayor Michael Manning said Monday. "We just got it. Our legal team is looking at it."
City Building Inspector Mark Gilchrist said he issued demolition permits good for six months to demolish the church, rectory and school. He said he did not issue the permits for the three residential duplexes as he did not have documentary evidence that Nigro Companies owns the private residences, which are the northern boundary of the parcel along 23rd Street.
