KUALA LUMPUR, Oct 20 Parliament should leave the judiciary to dispense justice instead of amending the Penal Code to remove judicial discretion in punishment for statutory rape cases, Wanita MCA said today.

The issue arose after two men found guilty of statutory rape had their punishment suspended, leading to a clamour for mandatory jail.

Wanita MCA national chairman Datuk Yu Chok Tow said judges should instead consider the trauma of statutory rape victims and refer to current provisions laid out in Section 376 of the Penal Code to dispense a mandatory imprisonment sentence.

We support that judges should give mandatory imprisonment if the defendant is found guilty.

However, we also agree that Parliament should not interfere with the judiciary and the judges freedom to dispense justice, Yu said when opening the wings 37th annual general meeting here.

Yu said that the recent ruling of courts to suspend punishment for two men found guilty of the crime former national bowler Noor Afizal Azizan and electrician Chuah Guan Jiu was due to consideration of the fact that no physical force or coercion was used.

However, whether or not the underage girls had the capacity to agree to sexual relations is a question worth exploring, she said.

Last week, Minister in Prime Ministers Office Datuk Seri Nazri Aziz told Parliament that the Attorney-Generals Chambers had been given the green light to amend the section of the Penal Code to remove judicial discretion, making a mandatory five-year jail term for those found guilty of statutory rape.

The amendment was to be rushed through Parliament in what the de facto law minister said was a move to protect young women immediately.

Identified as the victims of attempted murder were Troopers Eugene Taylor and Joseph Staivek of the Reedsville barracks, and Schuylkill Haven police Officer Kurt Montz.

Days Gone By

Donald H. Broadsword, 80, of Litchfield, passed away Thursday, October 18, 2012, at his home. He was born in Litchfield on August 22, 1932, to the late Jay and Donna Broadsword. Don has resided in Litchfield for most of his life.

He served in the U.S. Army from 1952 to 1954, where he was an electrician, mechanic and medic. Don had worked 32 years for General Motors, Parma. He was instrumental in organizing the start up of Litchfield Youth Baseball. He worked for Litchfield Township and served as Sexton for several years. Don served on the Litchfield Fire Department and was a Boy Scout Leader for many years. Don had done custom hay baling and animal hauling years back. He enjoyed going to Litchfield flea market and buying and trading garden tractors. Family and friends could often find Don tinkering on repairs for him and others.

He is survived by his longtime companion of 30 years, Shirley Bomboris; children, Sherry (John) Lance, Bobby (Deena) Broadsword, Richie (Chandra) Bomboris, Danny Bomboris, Larry (Vonda) Bomboris and Bernie (Missy) Sickle; 14 grandchildren; and 13 great grandchildren.

Funeral Service will be held Monday, October 22, 2012 at 1 P.M., at the Bauer Funeral Home, 2089 Columbia Road, Valley City, with Reverend Bert Ambrose, officiating. Calling hours will be Sunday, October 21, 2012 from 2 to 4 P.M. and 7 to 9 P.M. in the funeral home. Burial will be at Litchfield Township Cemetery, Litchfield.

In lieu of flowers, memorials may be made to the family to help defray expenses.

(Reuters) - In today's highly polarized political environment it is somewhat surprising to find voters who backed John McCain in 2008 and now support President Barack Obama, but they exist.

Roughly 5 percent of respondents in Reuters/Ipsos polls said they chose the Republican contender in 2008 and will switch to Obama in 2012. This number peaked at around 9 percent two separate times over the summer, according to data collected since January.

Who are these defectors?

Jeff Waltrip, 56, is a retired electrician and retail worker who has voted Republican all his life. But in his view Obama "has done a good job with what he was left with, and I truly believe that allowing Mitt Romney in there is going to make the world a whole lot worse than it is now." Waltrip said he liked the Republican ticket in 2008 because McCain is a veteran and because Sarah Palin "made me laugh."

The McCain-to-Obama switchers are 55 percent male, and 34 percent of them are 55 or older. (Overall, Obama trails Romney 34 percent to 52 percent among white men over 50.) About 72 percent of them are white.

They are largely from the East Coast; nearly 4 in 10 live in the mid- or South Atlantic. Nearly 3 in 10 finished their education after high school, and nearly 2 in 10 have a bachelor's degree.

Two-thirds say they are absolutely going to vote, choosing "10" on a 1-10 scale for likelihood of voting.

Even though 38 percent of all voters believe the economy is the election's most prominent issue, just one-third of the McCain defectors agree. Character matters more.

"Right now if I had to choose it would be Obama, because he's more personable," said William Holliday, a 58-year-old retiree from Convis Township, Michigan. "Romney has changed his position so many damn times, you don't know what he thinks at all. But they're both liars."

Holliday said that in general he leans Republican. "I did vote for McCain four years ago in spite of the fact he picked Palin. Because I thought that was a cheap trick he pulled there." He worries that if Romney is elected he will put "Cheney and Rumsfeld back in there to run the show."

QUESTION: Do storm doors really help keep out drafts and save energy? My two entrance doors are drafty and I havent been able to improve them much. Also, are storm doors difficult to install?

ANSWER: If you have entry doors that are not well sealed and insulated, storm doors will definitely save some energy, although some of the manufacturers claims appear to be overblown. How much energy can be saved depends on a number of factors, including the quality of the storm door and quality of the installation. Houses with well-sealed, insulated entry doors wont gain much in energy savings from storm doors. But storm doors have some additional assets -- theyll improve comfort, admit light if the entry door is left open on fair days, and serve as screen doors to improve ventilation and keep out insects.

Good-quality storm doors are attractive and some have security features such as deadbolt locks. Most doors come with installation instructions and some manufacturers have toll-free phones to answer questions. Ask about these important features before you buy doors. Also, many dealers offer installation services. The cost for a basic installation is often about $100; if the installer has to do extra work, youll be charged more.

Do-it-yourself installation is not difficult if you carefully measure the openings before buying doors and have the needed tools. The main tool required is a power drill-screwdriver with an assortment of bits. If you choose doors that have deadbolt-type latches, you will also need to chisel a mortise in the door jamb to accept the bolt. Before ordering the door, measure the width of the opening jamb to jamb near the top, middle and bottom. Measure the depth of the opening from the top to the sill or threshold. Entrance door openings usually measure from 30 to 36 inches wide and from 80 to 85 inches deep. Most storm doors can be adjusted at installation for small variations in depth. The storm door, which normally will swing out, should be hinged on the same side as the entrance door, which usually swings inward. Many storm doors can be hinged on either side, but discuss this with the dealer to make sure. Most modern doors also have self-storing screens. The door should also include a device that will automatically close it, or hold it open when necessary to carry items through. A good-quality storm door can be bought for $250 or less.

QUESTION: I want to put some small shelves on my bathroom wall, but I have no experience in this kind of thing. What is the easiest, fastest way to put up two or three shelves to hold towels, shower supplies and so forth?

ANSWER: A simple shelf system requires only that you fasten two vertical, slotted metal strips to the wall. The strips are one-half to three-quarter inch wide and come in varying lengths. Some strips have a row of single slots, others have pairs of slots. Once the strips are in place, all you need to do is hook matching shelf supports in the slots and put a pre-finished shelf on top. For very light loads, you might be able to insert the screws that hold the vertical strips directly into the drywall, but the best bet is to mark the screw-hole locations and drill small holes for plastic anchors, which will give a much stronger installation. If there is a wall stud behind one or both of the strips, so much the better; screw into the studs for a very strong installation. It is important to get the two supporting strips level and plumb, so that the shelves will be level. You can measure from the floor to get matching bottom points for the strips, then use a level to make sure the strips are plumb (perfectly vertical). If you dont have a level, measure from the nearest wall to make the strips vertical. The brackets that hook into the wall strips are available in several lengths to suit different widths of shelves. Shelves are finished with melamine, a plastic coating that is easy to keep clean.

But they cant carry a bucket when compared to water heater salesmen.

Many consumers are tempted to rent a new water heater from door-to-door salespeople who offer deals that sound too good to pass up, a recent Ministry of Consumer Services (MCS) Consumer Alert warns. Complaints about water heater rental businesses have gone up significantly over the past year. Most of these complaints are about unclear or misleading contracts.

If you check the ministrys Consumer Beware List ( http://www.consumerbeware.mgs.gov.on.ca/) youll find many culprits. Indeed, water heater firms now rank No. 2 on the ministrys consumer complaints list, trailing only debt collectors.

Earlier this summer, the province issued more than 400 charges under the Consumer Protection Act against Mr. Tankless Incorporated, Ontario Ensource Incorporated and two directors associated with those companies.

Mr. Tankless Incorporated and Ontario Ensource Incorporated installed tankless water heater systems, furnaces and air conditioners, and performed home energy audits in the Greater Toronto Area and other communities in southern Ontario.

Charges laid include failure to deliver a valid contract, failure to refund and various unfair, misleading and unconscionable practices related to the payment of fees for home energy audits and the availability of government rebates. The charges also relate to incentives consumers were offered as signing bonuses, but never received.

DANVILLE Starting Thursday (Oct. 18), North Ridge Middle School officials are implementing temporarily new traffic patterns and student drop-off and pickup procedures while workers do a driveway paving project.

The traffic patterns and procedures will be in effect through Oct. 25.

During morning arrival, school buses will drop off students on the east side of Jackson Street (on the shoulder of the northbound traffic lane) from the North Ridge property south to the American Legion Post 210 property. They will be parked along Jackson Street from 8:10 to 8:35 a.m.

Motorists may drop off students in the normal location at the school drive. Following the drop-off, they must take exit the area using Washington Street near the circle drive.

During afternoon dismissal, buses will be parked in the same location on Jackson Street from 3:15 to 3:35 p.m.

Motorists may pick up students in the upper parking lot at the American Legion. Vehicles may not park along the east side of Jackson Street.

"We appreciate your cooperation in maintaining a safe environment for our students, staff and families," Principal Jason Bletzinger said.

North Ridge traffic to be altered

TOPEKA, Kan. (WIBW) - The Attorney General's office is suing a transient asphalt paving company for alleged violations of the Kansas Consumer Protection Act.

Derek Schmidt's office filed the suit in Shawnee County District Court against Louisiana-based Allied Paving and Construction, and individuals Morris E. Herrin Jr., Forrest Dewayne Jackson, Louis Holder Raymond, Robert Wayne Williams, Floyd Jerry Robert and Scott Alan Gilmore. The AG's office also obtained an order to seize the companys assets, including equipment and vehicles, while the lawsuit is heard.

The Attorney General's office says the company used deceptive business practices in its dealings in locations including Shawnee, Wabaunsee and Morris counties. In at least two cases, the lawsuit alleges, the company solicited driveway and parking lot paving customers door-to-door, but did not disclose all of their charges.

The AG's Consumer Protection Division investigated the case.

Schmidt anyone who did business with Allied Paving and Construction should contact his Consumer Protection Division immediately. Any consumers who feel they may have been victims of deceptive or illegitimate contractors can file a report by calling 1-800-432-2310 or visiting http://www.ag.ks.gov.
