    $14.9 million medical office building planned

    Community Mercy Health Partners and Springfield Physicians LLC will begin construction this month on a $14.9 million medical office building on the campus of Springfield Regional Medical Center.

    Construction of the four-story, 80,000-square-foot building is expected to be completed by November of 2013. The building will provide health care, diagnostic treatment and physician services for the public, and it will be connected to the three-story $235 million hospital, which opened last November.

    This is one more positive step to making the hospital and the neighborhood the medical hub for the community, said CMHP spokesman Dave Lamb.

    They also have potentially reached an agreement with the city on a 60-percent tax abatement for the project. An emergency ordinance is expected to be voted on at tonights City Commission meeting. If passed, the ordinance would help construction begin before the threat of inclement weather strikes this winter.

    Its pretty standard for this type of development to reach this type of agreement, Lamb said. Weve had a great relationship with the city from the beginning of developing the hospital campus and the other developments around it. Everyone recognizes that its good for the community, bringing these services together.

    Springfield Mayor Warren Copeland said expects the ordinance will be passed at tonights meeting, and he hopes more will follow in the future.

    This is a piece of what we were hoping for downtown, Copeland said.

    The hospital plans to lease sections of the building to physicians and healthcare specialists across the area. The Childrens Medical Center of Dayton has already announced it will move its specialty care center, currently located inside the MercyCrest Medical Arts Building, 30 W. McCreight Ave, into the new medical office building in 2013, while others are planning to possibly move from offices located around both of the old hospitals, Community Hospital and Mercy Medical Center.

    The Springfield Regional Imaging Center, currently located at 1343 N. Fountain Blvd., would also move to the new medical office building.

    Were happy to see that the investment is continuing, which was part of the original vision of the campus, said Tom Franzen, the citys economic development administrator. With the way the economy has been, were glad to see continued investment in the medical community.

    Riverbend apartment complex in New Providence begins construction, only to wait for DEP clearance

    Construction on the new Riverbend apartment complex in New Providence, nearly 25 years after it was first proposed, has begun on its lot near the corner of South Street and Marion Avenue.

    However, Planning Board Secretary Margaret Koontz said Tuesday, Oct. 16 that building must be halted until the state DEP issues permits to the borough. The permits are in regard to sewage and sanitation maintenance.

    There is no current timeframe for those permits, Koontz said, though demolition has begun at the site.

    When the Planning Board initially approved the complex construction in May, board members discussed potential issues related to the maintenance of the lot prior to construction beginning and management of soil erosion, according to The Alternative Press.

    The complex, built by JAM Realty Corp., will feature 22 units in four buildings, with four of those units designated for affordable housing.

    The lot wraps around a two-home apartment on Marion Avenue. A large fence and a row of trees will be constructed around that building to shield those residents from lights and noise.

    There will be two entrance to the complex on Marion Avenue to either side of the existing home, with no South Street access.

    Development of the area was first proposed in 1989 but moved slowly with bid auctions in 1995 and 2003. The agreement between the borough and the land owner in 1989 allotted several units for affordable housing and those terms were still in place when the Riverbend plans were finalized nearly two decades later.

    Benefacting: a revolution in nonprofit

    Benefacting, a nonprofit organization started by Trevor Little and Brad Lindsay, offers students an innovative approach to raising money for charity by creating an online marketplace to sell services and goods.

    Benefacting has been a work in progress for Little and Lindsay for three years, and the online market place recently launched this April. This online market place serves as a place for people to offer traditional services like babysitting or washing a car to more imaginative services like providing a Rock N Roll oldies show or leading a personalized yoga session.

    "We want people to be creative," Little said. "They can offer practical services like doing someone's taxes or walking their dog or babysitting, but it can really be anything. We want to encourage people to think outside the box."

    The main theme of this nonprofit is that people can get ordinary items or services while making a change. Essentially everyone involved wins because the "actor" gives back, the "sponsor" receives a service, and the charity receives funds.

    Little came up with the idea after he felt like he was not making a difference working at his current job. Little looked at other outside volunteer opportunities and saw that none of them fit his talents. Little knew he was good at building websites and Benefacting stemmed from this passion. Essentially, Little made the first "benefaction".

    "Since I'm good at building websites, it came about as a way for me to help other people, and I hoped that would compound itself into people helping others by doing what they are passionate about," Little said.

    Little has ambitious goals for the nonprofit. Little's short term goals include bringing in more money for charity to compensate all of his volunteer hours, introducing Benefacting to other states, and adding national charities. A long-term goal of Little's is changing the way people think about shopping by Benefacting becoming an immediate source that people think of for supplying goods and services. Little also wanted people to realize that everyone has a skill or good they can offer to make a difference.

    Little said, "We would like people to start thinking about the money they are spending on the things they need as money that could go further and benefit a charity. We want people to realize they could have the power to change the world if they spent their money in a certain way."

    One success story of Benefacting is the story of Raleigh's Church of Apostles. The church's pastor sold watercolor paintings on Benefacting's online market. All of the money raised through people purchasing the paintings went to build freshwater wells in Rwanda.

    Little said, "To our knowledge, there are no other nonprofits just like it. This is something new that has never been done before. We think that it can really change the landscape of volunteering and giving back and sort of open up a whole new avenue for people to make a difference."

    Bright spot for builders can signal better economy

    SPRINGFIELD, Mo. -- By the end of the week, Tootie Britton will get the keys to her dream home. The great-grandmother proudly guided her family through the empty rooms, highlighting the granite countertops and stainless steel appliances.

    "It has anything that anybody would ever want. It's just gorgeous and everything I want," said Britton with a smile. "I'm real excited because it's so beautiful. I'm moving out because the other one had steps and I had fallen. And I want this one because it is on the flat ground. But it's so beautiful."

    "I build houses," Ballard said with a grin as three coworkers hammered around him. "Grateful I'm working every day! Especially when the market crashed."

    Contractors remember the recession, when home building all but stalled.

    "We've had our months, we've worked great for two or three months and then there is a month where we don't do anything," said Ballard.

    In 2007, the housing bubble burst. In almost an instant, contractors had no work, homeowners couldn't sell their homes, and the term "underwater" meant more than a dive in a swimming pool.

    "I think Springfield was definitely hard hit. But we've asked for it. I mean there were so many people building. It was uncontrolled. Now it's kind of balanced out. The people who are decent and kept their name up stayed busy," said Ballard.

    Developers and builders in the Ozarks and across the country have gotten back to work. In September, builders broke ground on 15 percent more homes than in August. According to a report by the Commerce Department, groundbreakings for single-family homes went up 11 percent, the highest rise since 2008. In that same time, multi-family homes, such as apartment buildings, rose 25 percent.

    Keaton Reed is part of Reed Properties, a real estate development and property management company based in Springfield. Reed said his family's owned and operated business started new developments for a more niche market.

    "In the last couple of years, we've seen a large demand for independent retirement senior living. As the aging population, the baby boomers, are starting to retire, they want a maintenance free place to live at low cost," Reed said. "That's what we have here. River Oaks Retirement Community. We're working on these 31 houses right now and we just finished up a commercial development. So we've been extremely busy the last few months."

    911 call center staying put for now

    FORT WAYNE Although several new site proposals for relocating the combined city and county 911 call center are in the works, board members decided Tuesday the most logical thing to do is to stay in the same county-owned building.

    Amy Biggs, Fort Wayne fire chief and president of the Consolidated Communications Partnership, which oversees the call center, initiated the discussion of moving the call center from the basement to the sixth floor of the Rousseau Centre, formerly the City-County Building.

    Staying in the same building makes the most sense, she said.

    Logistics and fiscal and operational responsibility these are the components we need to consider when we look at the function of 911, Biggs said.

    City and county police and fire services are all located in the building, and the 911 call center is an integral part of the public safety network and should be housed under the same roof, Biggs said.

    Rusty York, Fort Wayne police chief and a member of the board, said staying at the Rousseau building, but moving from the cramped basement where the center is now located to the sixth floor, would save a substantial amount of money.

    The floor now houses Victim Assistance and an office for Tony Burrus, director of the Allen County Solid Waste District, but both offices could easily be moved to another floor, York said.

    The rooms on the sixth floor are high enough that construction crews will not have to get into the ceilings, so the expensive and problematic asbestos removal that county officials have run into while remodeling the building will not be an issue, York said.

    In 2011, the county considered using the eighth floor for the call center, but decided it would be too costly to renovate.

    The renovation of the building was completed earlier this year at a cost of $4.8 million, slightly more than the estimated $4.5 million county officials were expecting.

    Walnut Creek BART transit village project moves forward

    WALNUT CREEK -- After eight years of wrangling, the City Council on Tuesday voted unanimously to move the BART Transit Village apartment-and-retail project toward its first construction phase.

    The major hurdles passed Tuesday were the certification of a final environmental impact report, amendments to the city's general plan and zoning and approval of a tree removal permit, which are all needed to begin construction.

    The project has undergone many revisions since it was first brought before the council in 2005. By 2009, its future was in doubt as the bad economy forced developers to put plans on hold.

    Walnut Creek Transit Lifestyles Associates, a joint venture of developer Transit Village Associates and BRE Properties, is looking forward to starting Phase I.

    "It's been a long road -- we're excited about going forward," said Frank Arthur of Transit Village Associates. "We hope to start construction within a year."

    The council still must have a public reading of the zoning amendment, scheduled for Nov. 6 at 5 p.m.

    Because the proposed mixed-use development will be built on top of the existing parking lot, Lifestyles Associates will be required to build a new BART parking structure that includes BART Police offices and a bus facility on the ground floor. This will be done during Phase I.

    A sticking point of negotiations was whether the developer could be required to provide additional parking spaces, not just replace

    Developers plan to build 596 apartments and up to 12,000 square feet of commercial space during Phase II, along with a separate underground parking structure for apartment residents and patrons of the businesses.

    In Phase III, estimated to start in 2014, 238 more residential units and 26,700 square feet of mixed residential and commercial space is planned along the eastern side. More underground parking stalls for the two new buildings would be included.
