    City butts out of bar, eatery patios

    Durango City Council on Tuesday was told to butt out of bar owners livelihood with an excessive outdoor smoking ban in most public outdoor areas, such as saloon patios.

    The busy work legislation should be edited to remove all references to private businesses, said Phil Roth, the owner of the 8th Avenue Tavern who has invested in a screened-in patio that has become a sanctuary for smokers.

    Roth counted three bars and seven alcohol-serving restaurants with outdoor patios in Durango.

    Billy Faucheux, a veteran of Vietnam era who doesnt smoke, said he was worried about the loss of individual liberties.

    Where do they stop? Faucheux said in an interview. I dont want to see peoples rights taken away from them. Its as simple as that.

    The council agreed with Roth and fellow bar owners, deciding to separate bar and restaurant patios from the ban while keeping in place restrictions on smoking on city-owned property and public areas such as parks, playgrounds, bus stops, the Animas River Trail and the lawn outside the Durango Community Recreation Center.

    The council also tweaked the ordinance language to exclude the Hillcrest Golf Course and the citys playing fields at Fort Lewis College.

    The ban will be enforced with fines of $100 for first offense and as much as $200 to $300 fines for consecutive offenses.

    A formal vote was not taken because City Attorney David Smith must still write the ordinance with the revisions. It will return in two weeks.

    Mayor Doug Lyon said he would have exempted the river trail from the ban because people on the trail are more likely to be exposed to smoke from the train than from secondhand cigarette smoke.

    911 call center likely to stay in same building

    Although several new site proposals for relocating the combined city and county 911 call center are in the works, board members decided Tuesday the most logical thing to do was to stay in the same county-owned building.

    Amy Biggs, Fort Wayne fire chief and president of the Consolidated Communications Partnership, which oversees the call center, initiated the discussion of moving the call center from the basement to the sixth floor of the Rousseau Centre, formerly the City-County Building.

    Staying in the same building makes the most sense, she said.

    "Logistics and fiscal and operational responsibility these are the components we need to consider when we look at the function of 911," Biggs said.

    City and county police and fire services are all located in the building and the 911 call center is an integral part of the public safety network and should be housed under the same roof, Biggs said.

    Rusty York, Fort Wayne police chief and a member of the board, said staying at the Rousseau building, but moving from the cramped basement where the center is now located to the sixth floor, would save a "substantial amount of money."

    The floor now houses Victim Assistance and an office for Tony Burrus, director of the Allen County Solid Waste District, but both offices could easily be moved to another floor, York said.

    The rooms on the sixth floor are tall enough that construction crews will not have to get into the ceilings, so the expensive and problematic asbestos removal that county officials have run into while remodeling the building will not be an issue, York said.

    In 2011, the county considered using the eighth floor for the call center, but decided it would be too costly to renovate.

    The renovation of the building was completed earlier this year at a cost of $4.8million, slightly more than the estimated $4.5 million county officials were expecting.

    ByteLight raises $1.2 million for LED bulbs that transmit indoor location info to mobile phones

    A. Two. One to listen to the pitch, and the other to check e-mail on his phone and then ask a clueless question about the target market.

    So...now the news: Cambridge-based ByteLight, which spun out of Boston University's Smart Lighting Engineering Research Center and took part last year in the Summer@Highland accelerator program, has raised $1.25 million in its first round of funding. The money comes from individual investors and California-based Vantage Point Capital Partners.

    ByteLight is designing a system that's sort of like indoor GPS. Special LED light bulbs are programmed to flicker in a certain pattern. When the camera in your cell phone can "see" the light from several of them, it gets a fix on your location... even if there's no WiFi, GPS, or wireless coverage where you are. The company says its positoning is accurate to about one meter, and that it can be calculated within a second. The bulbs' imperceptible flicker pattern can also trigger information to pop up on your phone's screen, sending a special offer based on where you are in a store, or telling you the current security wait time at the nearest airport checkpoint. ByteLight's founders are Aaron Ganick, right, and Dan Ryan.

    ByteLight has been working on prototype bulbs at its office space in Kendall Square's Dogpatch Labs, but the company says its plan is to license its technology to established LED lighting manufacturers. "The value proposition for LED lighting has traditionally been framed in terms of improved energy efficiency and longer life cycles," according to a company press release. "ByteLight is enhancing the commercial value of LEDs by turning them into more than just sources of illumination, thereby accelerating adoption of LED technology in the market."

    The company says it is working with several stores and museums in the Boston area that will be test sites for the ByteLight bulbs. One of those is Boston's Museum of Science, according to a message the company posted on the fundraising site AngelList earlier this year.

    Little Rock seeking architects for Robinson Center redesign

    LITTLE ROCK, Ark. (KTHV) - The Little Rock Convention and Visitors Bureau is starting the search for architects to help improve the Robinson Center.

    The Arkansas Symphony uses the music hall more than any other organization, which makes improving the acoustics the center's main priority.

    "You want to feel the rumble in the base of your seat," says Symphony Music Director Philip Mann.

    As CEO of the Little Rock Convention and Visitors Bureau, Gretchen Hall says they want to completely redesign and expand the Robinson Center.

    "The capacity is 2600 and we are looking at losing a few hundred seats in this, but it will enhance the seats and will bring seats further in the back closer to the stage," says Hall.

    The renovations will provide a more intimate feeling. Hall says the 75-year-old facility needs better lighting, more storage, updated restrooms, and a bigger lobby.

    "It's a beautiful lobby. It's very small. We're looking at expanding that," says Hall.

    While searching for the right architects to provide newdesigns, the iconic facade should remain relatively the same.

    The hope is that beautifying the interior and enhancing the acoustics will help the symphony, but also other performances like the ballet, comedy and opera.

    "(It will) give a new experience for all listeners of orchestral music in Central Arkansas," says Mann.

    Warriors development deal, financing taking shape

    A development across the street from the proposed waterfront basketball arena could house a 200-room hotel, 125 residential units and 34,000 square feet of retail space, according to information the Warriors provided to The City.

    The team wants to build a privately financed 17,500-seat arena and 105,000-square-foot retail complex on city-owned Piers 30-32, a waterfront site just south of the Bay Bridge on The Embarcadero. But the deal includes the teams use of a triangular plot of land across the street from the piers, Seawall Lot 330, where the hotel and other developments would be located.

    Warriors officials stressed that the ideas for the seawall lot site, including that it could contain two 150-foot towers to house the residential units and hotel, are preliminary and the focus of the planning so far has been on the piers where the arena would be located.

    We are not that defined yet on that side, Warriors President and Chief Operating Officer Rick Welts said. This is all under discussion right now with The City. We havent really put anything formally forward in terms of proposals of exactly what we are going to do.

    PJ Johnston, a spokesman for the project, said the team gave The City preliminary numbers based on what is legal and practical for the site in order for fiscal forecasting to be done for the project.

    Under city law, San Francisco had to conduct what is known as a fiscal feasibility report for the entire development deal.

    That report, which was presented to a citizens advisory committee Tuesday night, contains the broad outlines of the deals business plan, including what could be constructed, what the projects costs and benefits would be, and how it would be financed.

    The entire construction cost for the arena and the adjacent parcel would run between $875 million and $975 million, according to the report. Of those costs, an estimated $120 million would be needed for the repair and stabilization of the piers, which date back to the early 1900s.

    The deal calls for the team to receive a 66-year lease on the piers and pay for their renovation upfront, but then be reimbursed. To do so, The City would likely issue a bond that would be repaid through future property taxes from the development and not from The Citys general fund, according to Jennifer Matz of the San Francisco Office of Economic and Workforce Development.

    Matz said that such a public-private partnership is needed to refurbish the piers since the Port of San Francisco, which owns the land, does not have the ability to independently issue bonds for such an expensive project.
