As a result, their bid was disqualified. Lawson said Story Roofing had the next lowest bid at $188,426, followed by Tri-Star Industries at $190,900. However, a bid of $195,127 was submitted by Doyle Roofing, and because the countys purchasing policy allows for Cheboygan County-based companies to be considered if they are within 5 percent of the confirmed low bid, the architect was asked to qualify the local bid. The total amount of the agreement includes a performance and payment bond, which caused some discussion between the Board of Commissioners, some of whom questioned whether it was necessary for a reputable, local company. If we are already paying an extra 5 percent for a local contractor with a good reputation, I think we are just throwing money away (by also paying for a performance bond); its a waste, said Commissioner Cal Gouine, who suggested saving money by going through a title company. Although he has been involved with projects that did not require a performance and payment bond, Lawson said the countys civil counsel attorney recommended having it as a legal precaution, and said he felt it was the safest option. Lawson said work is estimated to begin mid-September and could be complete by mid-October, although the county has not yet received a schedule. Officials select Doyle Roofing for building work

The Gleasons, who own a fire-engine red 2005 Ford Thunderbird, the 50th anniversary edition, calculated that the water in their Wycliffe neighborhood would swamp the low-slung sports car and maybe even tear off parts of the undercarriage.

Their home on a circle had what Dan Gleason called a moat by Monday, which was 14 inches deep at the worst and still around 10 inches deep Wednesday afternoon. Wycliffe Golf & Country Club is west of the intersection of U.S. 441 and Lake Worth Road.

At least two of the Gleasons neighbors tried and failed to get out. A brand-new Hyundai Genesis and a black Mercedes both stalled and had to wait for tow trucks.

So as the South Florida Water Management pumps chugged away Wednesday, Brenda Gleason, a judicial clerk at the 15th District Court, telecommuted to get her regular job done.

Western Palm Beach County residents go stir-crazy waiting for water to recede

Those cracked and leaky countertops in Des Plaines Public Library bathrooms will soon be replaced.

The library board voted Tuesday to approve a $37,600 bid from L & M Builders in Des Plaines to spruce up the downtown library buildings eight public restrooms, according to Heather Imhoff, head of public information.

Seven companies bid on the project to replace the countertops and back splashes. All also submitted an optional bid to replacing the existing stainless steel hand towel dispensers with hand dryers.

The budget for the countertop replacement was $25,000 and only L & M submitted a bid below that amount. They were also the lowest bid for the overall project, including the optional hand dryers.

Imhoff said the dryer installation will include patching walls, necessary wiring, and actually installing the dryers.

The existing laminate countertops in the bathrooms have become nasty, Imhoff said. They will be replaced with a solid surface that should not leak. The library is saving some money by refusing the faucets and tubing already in the bathrooms.

Work is expected to begin soon and should be done before the year is over.

GRAFTON ARCHITECTS from Dublin have won a Silver Lion award at the Venice Architecture Biennale for the impressive presentation of their plans for a university campus in Lima, Peru, which is on show here.

It is the first time such a prestigious award has been won by Irish architects since Ireland came to the architecture biennale in 2000. It was described as an incredible honour for us, our team and for Irish architecture in general, by Graftons Yvonne Farrell.

Grafton Architects have followed up on winning World Building of the Year at Barcelona in 2008, and in Italy, of all places, said architect and critic Shane OToole.

Founders Farrell and Shelley McNamara were invited to the biennale by director Sir David Chipperfield, who chose its theme of Common Ground and gave Grafton a premier position in the main pavilion.

Exploring architecture as the new geography, they were inspired by the work of Brazilian architect Paulo Mendes da Rocha and drew on striking similarities between Skellig Michael and Perus Machu Picchu. The jury, chaired by Dutch architect Wiel Arets, said the conceptual and spatial qualities of Graftons installation demonstrate the considerable potential of this architectural practice in reimagining the urban landscape for Limas technical university.

The Golden Lion for the best project embodying the Common Ground theme went to Swiss-based Urban Think Tank, architecture critic Justin McGuirk and the people of Caracas, Venezuela, for creating a new community in the skeletal frame of an office block.

The Torre David project was represented by a pop-up Venezuelan restaurant with neon signs. Sharing a meal is the best way to establish common ground for a discussion, Urban Think Tank said.

The Golden Lion for the best national pavilion went to Japan for an exhibition co-ordinated by Japanese architect Toyo Ito, which shows how shattered trees and other detritus from last years earthquake and tsunami could be used to make new homes.

Grafton win Venice architecture prize

The police officer involved in a foot chase of a Niagara Falls teenager who jumped over a retaining wall and fell to his death into the Niagara Gorge will not be charged.

A news release from the Special Investigations unit states that director Ian Scott has concluded there are no reasonalbe grounds to charge suject officer Const. Jacob Smits with any criminal offence in relation to the death of 18-year-old Ryan Dube.

The SIU, an arms-length body that probes reports involving police in cases where there has been a death or serious injury, assigned seven investigators and two forensic investigators to probe the circumstances surroundign the incident. In all, four witness officers and 17 civillian witnesses were interviewed.

The release also notes Const. Smits did not participate in an SIU interview, nor did he provide investigators with a copy of his duty notes, as is his legal right.

The investigation looked into the events of the evening of July 24, and the news release provides a detailed accounting of what the investigators determined happened.

The investigators found that shortly after 5 p.m., Const. Smits was dispatched to check an address for Mr. Dube who was wanted on an outstanding warrant for breach of probation. This was in contrast to reports This Week received that the officer was responding to a disturbance call at Nightlight group home, where Dube was staying. Representatives from Boys and Girls Club of Niagara, which operates the group home, maintained there was no disturbance.

Const. Smits found Dube walking with a friend in the area of Ontario Avenue and Otter Street and told Dube about the warrant. Const. Smits went back to his cruiser to grab a pen and paper and to radio in that he had Dube in custody and that no other assistance was needed.

According to the investigation, Dube took this opportunity to run away, with Const. Smits in pursuit, first in his cruiser and then on foot. Dube ran across River Road, down an incline to a retaining wall separating the road from the Niagara Gorge.

The wall is between three to four feet high and made of stone. On the other side, the ground juts out about five feet on a decline, and then there is a big drop-off into the gorge.

When Dube reached the wall, he put his hands on top and propelled himself over. Const. Smits ran to the wall, hesitated for a brief moment and then also propelled himself over.

Just the other day I was listening to the radio and I heard a commercial for a bathroom remodeling service that says they are passionate about bathroom remodeling. We live and breathe this stuff, the fervent voice proclaimed.

For a fleeting moment, I had a vision of bathroom remodelers joyously breathing in plaster dust as they replaced old rotting drywall with fresh new green board. And I asked myself, Who, for crying out loud, is passionate about bathroom remodeling? A person might be passionate about playing Rachmaninoff on the violin, or about windsurfing, or about collecting 19-century pre-Raphaelite prints but bathroom remodeling?

Then I thought again. In fact, I think there are many people who are deeply committed, even passionate, about the simple and ordinary work they do in the world. Teaching students how to use punctuation correctly so their writing makes more sense. Fixing broken cars so people can get where they need to go. Maintaining lawns and gardens so people get more enjoyment from their home landscaping. Repairing computers so people can do all the things people do on computers. Taking care of kids ones own or other peoples so they grow up to be decent and responsible human beings.

We all love to read stories about people whose work is glamorous, exciting, challenging or unusual, and many of us feel envious of them. But in reality, most of the work of the world is rather humdrum and unglamorous but still important. Having had a bathroom remodeled in my house, I know how much more pleasant life is without the moldy, old caulking, the rusty fixtures, the crumbling plaster, the rotting woodwork.

Savage Community Association meeting

Because of the Labor Day holiday, the Savage Community Association will meet on Tuesday, Sept. 4, instead of Monday. The usual meeting day is the first Monday of the month. The meeting starts at 7 p.m. at the Carroll Baldwin Hall, 9035 Baltimore St., in Savage. All residents of Savage and nearby areas are welcome to attend. The group will be planning its upcoming fall food drive and other community activities.

I dont think Toronto has said so many positive things about Yonge Street in a very long time, she said Tuesday. Early observations from the BIA indicate the pedestrian count is up, and vehicle count is down, said Ms. Wong-Tam. She said consultants will be measuring vehicle volume, rather than speed, on a narrower Yonge, and how traffic patterns are affected. I think those who are looking for flaws in the festival will find them, she said, but the road is functioning better I think for most users.

Good for business Celebrate Yonge will also measure its success based on sales, the media response and public feedback. The best way to revitalize any commercial area is to change the experience for those who are coming to visit, said Ms. Wong-Tam. Her feedback says it has been good for business: restaurants with patio extensions report a bump in revenue two to three-fold, she said. Keshev Kulkarni, a host at The Pickle Barrel, attests to a jump; David Stansbury, a manager at Adult Novelty and Video, said his store is busier, too. It gives a little more personality to Yonge Street, said Mr. Kulkarni.

Depends on who you ask Not everyone is smitten with the event, however. That patio thing is only good for the restaurants, Ahmed Patel, proprietor of the Toronto Sports Shoppe, said last week. He usually sees a panhandler by his shop every day. This morning I saw him collecting money on the street settled in a Muskoka chair he said. His wife, Hafsa Patel, disagreed. She likes the new feeling on the street. My granddaughter, when she went to England for the first time I asked her what did you like about London. And she said, you know, they closed off the street and we could walk around. Thats the only thing she told me.

Not about selling One retailer who did not want to give his name was disappointed he could not claim some of the real estate in front of the store to sell products. Abigail Gamble, a spokesperson for the Downtown Yonge BIA, said it did not want this event to become about selling. Its about experiencing the street and creating new public spaces, like ING Directs urban park, with real grass, logs and trees. Thats the woodsy scene that Amanda Confalone came upon on her lunch break. Its a nice little retreat. Its a great little people watching area, which is always fun in Toronto, she said.
