When youre on the hunt for startup office space, the number of factors surrounding the search for a suitable working environment can make the process daunting.
You need to satisfy your startup business current needs while also looking to the future, making sure that wherever you choose is cost-effective and good for team morale, as well as accurately reflecting your brand image.
A good location helps build trust with your clients and enhances your brand image.

Theres a laundry list of things to be considered there, but location is one of those decisions you really want to make thinking long term, said John Martin, principal and vice president of brokerage for real estate firm Newmark Moses Tucker Partners.
Naturally, youll need to provide employees with access to basic welfare facilities but there are other factors.
Sufficient parking, including wheelchair accessible spots, or an adequate number of power outlets, can play a major role in employee happiness.
If your company has a lot of meetings make sure you have conference space to spare. If you intend to use your office to meet with clients, you will want a comfortable waiting or reception area.
Do a head count and consider how many bathrooms would be adequate. Think about a comfortable kitchen setup and breakroom and space that can be used for company functions that enhance unity.
Make a list of must-have items versus a list of those youd like to have.
Consider not just if the space is adequate now but if it is flexible enough to accommodate growth. Maybe 1,500 SF is enough now, but a successful young business might find it needs 3,000 SF in just a couple years, Bentley said.
I often look for opportunities for them to grow with the building were moving them into, Bentley said.
Of course the price has to be right. You dont want to bankrupt your business before you start with a weighty lease. Make sure that terms dont slow your businesss growth in other areas.
Think about costs like parking, internet access, utilities, furniture, potential maintenance and other bills hidden in the operation.
Avoiding calculating cost per person and focus on how much youre willing to spend overall on a monthly basis.
Remember price, availability and variety of available spaces vary depending on your location needs. Plan at least three to four months before making a move. Being deliberate can keep you from jumping into a space that looks good up front only to learn its inadequate later.
Its your companys home, so make sure your office suits your companys culture.
Your office should have the space to accommodate breaks and group activities while also making a positive impression on visiting clients. Appearances do matter.
What is the nature of your business? Does your office need to accommodate any heavy equipment? Is there room to stock essential supplies and provisions?
You dont want to end up with cramped spaces, inadequate lighting or substandard break space and facilities that can harm productivity. Find space that motivates your staff and embrace the image and reputation you want to build when choosing your office.
Dont rush to sign a lease even after inspecting the space and confirming it is a good fit for your business. As much as you desire the place, dont sign before reading all the terms and clarifying any cost implications of each clause and beware of hidden charges hidden in the fine print.
Finding representation and expert help for this process is a smart move, if feasible, Martin said.
Having an accountant, having an attorney, having a realtor, people who have been through it, done it, understand it, so when those types of things are presented to you youre not sitting there wondering what all this means, Martin said.
Consider the lease period. Moving your business from one place to another can negatively affect profits over time, Bentley said.
Calculate the total costs of moving your business to the new space and factor in the cost of renovations and installations. If at all possible, work a tenant remodel allowance into the deal, Bentley said.
What they find is not going to be perfect and theyre going to need to do some remodeling, he said. Each tenant really needs to produce a nice remodel allowance from the building landlords, otherwise you cant get done what you need done to the space.
As the traditional, cubicle-and-desk setups give way to more organic, versatile and free flowing spaces, communication, collaboration and harmony become just as important as schedules and resources.
When considering your dream office, consider the primary factors your employees feel are most important. One size office space does not fit all.
Its fluid, Martin said. The environments always changing. So now were kind of more in the environment of open office spaces, particularly on the corporate side.
Think about the value of open space to collaboration, flexible space to accommodate teleworking, hoteling allocating certain office space to certain employees during certain times of the week and activity-based design that allows space to be set aside for specific uses via private enclaves, shared desk spaces, open tables, conference spaces and cafes.

Wildfire season is not going to wait for the COVID-19 pandemic to subside. After a winter of lackluster rainfall, Northern California is facing a worse-than-average outlook.
Preparing for these inevitable fires is extra important right now. First responders and emergency managers this year will not only have to cope with the already difficult task of addressing wildfires that have burned increasingly out of control in the age of climate change, but also do it in the midst of a public health emergency the nation has not seen the likes of in 100 years
In a sign of the increasing difficulty that fire protection now poses, Cal Fire is asking people to self-certify their compliance with defensible space requirements. "With COVID-19 restrictions limiting Cal Fires ability to conduct annual defensible space inspections this year, property owners are urged to conduct a Defensible Space Self-Assessment," the agency said in a press release.
Anthony Gossner, chief of the Santa Rosa Fire Department, during a virtual town hall stressed the importance of self-sufficiency. He said that during emergencies residents should not assume local governments can handle all their needs, because there's just not enough of us to do it. So we really rely on folks to be in a position to help their neighbors and help themselves... ."
Fire preparedness is multifaceted. Here are some guidelines and advice to get you ready.
Prepare the Outside of Your Home
If you live in a fire-prone area, sometimes called the wildland urban interface, creating whats called defensible space is an important way to slow the spread of fires, increasing the chance of your homes survival. Think of defensible space as a buffer zone, free of anything likely to catch fire.
Cal Fire asks homeowners to think about two zones of defensible space. The first extends 30 feet from homes, outbuildings and decks:

One thing people don't think about a lot is to make sure their home address is clearly visible. You should; that way, if you call for emergency help, responders can find you.
Harden Your Home Against Wildfire
Many homes that burn in a wildfire are never in the path of flames but ignite from flying embers and firebrands that can accumulate in eaves or drift into vents. Hardening homes against fire can be as inexpensive as installing screens over vents and as pricey as installing new windows, roofing or siding.

Proposed legislation from Assemblyman Jim Wood, D-Santa Rosa, aims to provide financial assistance for home hardening by establishing a $1 billion fund to distribute rebates and low-cost loans to Californians for home retrofits. But Gov. Gavin Newsom has not committed to the measure.
Have a Go Bag Ready
There are three reasons people tend to put off preparing for a disaster, says Karen Baker, co-chair of the Listos California Emergency Preparedness Campaign. "They either find it scary, expensive, and/or time consuming," she said.
Listos tries to overcome those qualms with a simple readiness guide, available in English and Spanish.
The organization recommends packing up some items in advance so you can get out of the house quickly if you need to. If cost is a concern, you can assemble the kits over time.

Expect Smoky Days
With fire comes smoke. That's a special concern this year as air pollution has been associated with an increased risk of death from COVID-19.
You can get smoke advisories, forecasts and current fire conditions through the federal governments AirNow website.
How to protect yourself from wildfire smoke:
These devices can be a few hundred dollars and hard to obtain during bad fires, so think about buying one in advance of fire season. In California, few resources exist to help low-income people afford these devices, other than an asthma intervention program in Fresno, which provides enrollees with air cleaners for a year. In years past, some counties have set up clean air shelters during smoky days, and this year those have to take into account social distancing. The Centers for Disease Control and Prevention has issued guidance for clean air shelters with the prevention of COVID-19 transmission in mind, but youll probably find it easiest if you can shelter at home.

One theme running through the advice of fire and emergency officials this year: Your social network is one of your most important safety tools. "Really, when it comes down to a no-notice' event, like a fast-running wildland fire through your neighborhood, it really is neighbor helping neighbor, said Santa Rosa Fire Chief Gossner.

That means its time to think about who in your neighborhood might need help getting ready for fire season. Maybe they're elderly and could use some help trimming vegetation. During an evacuation order, who will you check on and who will check on you? Write down their names and contact information, pack the list in your go bag, and share it with others for back up. At least one person on your list should live outside your area to ensure youre not relying on someone who also might be affected by the fire.
Even if this feels overwhelming or scary, the time to do it is now. Every step you can take toward preparedness makes you, your family, and your community a little bit safer.

HARARE (Reuters) - Zimbabwe's police arrested five senior officials of the main opposition party on Friday after they attempted to enter the party's Harare headquarters, which is being occupied by a rival faction.
The Movement for Democratic Change (MDC) has been divided since Zimbabwe's Supreme Court ruled on March 30 that Nelson Chamisa was not its legitimate leader and installed Thokozani Khupe, head of one faction inside the party, to lead it in the interim.
Most MDC members still regard Chamisa as their leader and accuse President Emmerson Mnangagwa's government of siding with Khupe's faction in the battle for control of the movement.
Supporters of Khupe seized control of the party's offices at Harvest House late on Thursday while police watched, a video of the incident circulated by the MDC showed. Anti-riot police on Friday cordoned off the building, which has stood as a symbol of the MDC's fight against Mnangagwa's ruling ZANU-PF party for the past two decades.
Some MDC officials, led by party vice president and former finance minister Tendai Biti, then tried to enter Harvest House.
"We are the rightful owners of the building and you have had no court order to stop us from entering," Biti told the police officers blocking their way.
He and four other MDC officials were arrested and transported to a police station in a lorry. It was not immediately clear what charges they would face.
Police spokesman Paul Nyathi said he had no details of the arrests.
Chamisa says his party is different from Khupe's outfit after it contested elections in 2018 under the name MDC Alliance while Khupe's ran as the MDC-T party.
Chamisa, 42, narrowly lost those elections to Mnangagwa. He says he is being persecuted for refusing to recognise the president's disputed victory while Khupe accepted the results.
Chamisa's MDC accuses Mnangagwa's government of eroding political rights under the cover of Zimbabwe's coronavirus lockdown, which includes a ban on political protests.

After the statewide shutdown in March due to COVID-19, Carson City area casinos are preparing to return to business this week, joining dozens of casinos in northern Nevada as they are set to resume operations on Thursday, June 4, the first day gaming establishments are allowed to reopen.
New promotions, improvements, cleanings and safety guidelines have been established by the Center for Disease Control and Nevada Gaming Control Board to keep customers and employees protected.
Arriving guests may see new additions to several casinos around town. The Carson Nugget has remodeled its entire facility with new slots, games, televisions and more for customers to enjoy.
CEO Dean DiLullo has been quite pleased with the recent improvements.
Were very excited to get back into business, weve spent a lot of time and money improving our staff and our casino," he said. "We want to make this an enjoyable and safe experience for everyone here.
As casinos gear up for a return to business, here is a rundown on the openings and safety guidelines from each establishment.
Carson NuggetThe Carson Nugget, located on 507 N. Carson St., will reopen June 4 at 8 a.m to celebrate its 66th year.
Several additions and games have remodeled the entire casino for guests to enjoy. The Nugget has put in new slot machines, video blackjack, sports books, Winners Club entry, flat-screen televisions, table game areas and restaurant concepts.
Parking areas have been cleaned and re-striped for a new-look entrance. All bars, restaurants, emporiums, hotels and classic Bingo halls will be open. To celebrate The Nuggets 66th anniversary, it will host a $66,000 Gold and Silver Giveaway.
DiLullo said that all Carson Nugget staff are following the CDC guidelines and Nevada Gaming Control Board to practice social distancing.
Employees will wear gloves, masks and sanitize to keep a safe distance from others. Masks and gloves are optional for customers and will be available on site.
Casino FandangoThe Casino Fandango, located on 3800 S. Carson St., is set to reopen June 4 at 8 a.m. New precautionary efforts followed by the CDC will be put in place to help keep customers and employees safe.
These safety measures include non-invasive temperature checks using infrared thermometers at entrances, hand sanitizing stations and reinforced cleaning guidelines. Team members are required to wear masks and gloves while they are both optional and available for guests.
A physical distance of at least six feet is also required at games, restaurants and all other venues. Floor distancing markers will be used in areas with lines. Plexiglass shields will be set up to protect customers and employees. Slot capacity will hover around 50 percent.
Casino Fandango manager Court Cardinal emphasized the importance of safety inside the casino.
Its crucial to know everyone is safe as we get things in order, he said. Those guidelines help all of us do just that.
All six restaurants will be open within The Fandango, excluding the buffet. Its headline establishment, Dukes Steakhouse, has remained open since May 22.
During the COVID-19 pandemic, The Fandango has put in new improvements including kitchen floors, bar countertops and a deep cleaning of the entire kitchen and facility.
Each piece of equipment is almost brand new, Cardinal said. It was a long process to clean, but one that had to be done and we couldn't be more excited to show it.
Max CasinoMax Casino, located on 900 S. Carson St., is reopening June 4 at 6 a.m. It will kick things off with a Tears of Joy hotseats and seven-time point multiplier events.
Senior Day will be held every Wednesday of the month along with Midnight Madness, where gamers receive $5 of free play for every 500 base points. The Wyndham Garden Hotel is set to open June 5.
The Black Bear Diner is open daily from 8 a.m. to 8 p.m. Weekly early bird specials will be available Monday through Friday from 2 p.m. to 5 p.m. Beverage service will be held inside the Cabaret Lounge.
Hand sanitizing stations have been set up throughout the casino for employees and customers to use. Health signage will be posted to keep guests informed on important safety measures.
Bodines CasinoBodines Casino and Restaurant, located on 5650 S. Carson St., is set to reopen June 4 at 7 a.m.
According to a statement on their official website, the Bodines staff has been sanitizing, preparing and training by the guidelines set by the CDC and Nevada Gaming Control. It plans to put procedures in place for the safety and protection of employees and customers.
Along with a selection of slots and games, The Bodines Restaurant will reopen with everyday food specials.
SlotWorld CasinoSlotWorld Casino, located on 3879 US Hwy 50 East, is reopening June 4 at 6 a.m. The staff has been following the guidelines enforced by the CDC to ensure the safety of employees and guests.
Betsys Big Kitchen will open June 4 with daily specials and menu items for breakfast, lunch and dinner.
Gold Dust West and Comstock CasinoGold Dust West-Carson City, 2171 E. William St., and Comstock Casino, 3680 Goni Rd., are scheduled to reopen June 4 at 8 a.m. There is no official word on if the bowling alley will be open inside Gold Dust West.
Dottys CasinoAll five Dottys Casino locations in Carson City are planning on reopening June 4. An official opening time has not been announced.
Jackpot Crossing was reopening Thursday, according to its Facebook page. Cactus Jacks was to open Thursday morning, according to its Facebook page.

Actor Rohit Bose Roy had a "therapeutic" Sunday.
Posing with his bike in his latest photo, Rohit tweeted: "Sunday ride done right!! So after almost 4 months, I went on a ride and I wish I had words to express that feeling one feels when the wind hits your face..it isn't just exhilaration, it's a mix of LIFE and FREEDOM! It's therapeutic.. wish you all love and good health! #RideMore."
He has often taken to social media to share how much he loves riding bikes and that it's one of the things that he misses during the ongoing lockdown.

The Indian FTR 1200 that Roy was spotted posing with is one of the latest additions in his garage. The bike was launched in the Indian market in 2019 and is currently being sold at huge discounts.
At the heart of the FTR 1200 sits a 1,203 cc V-Twin engine which is also shared with the FTR 1200 S/RR and the recently revealed FTR 1200 Carbon. It is a liquid-cooled unit which is known to deliver 126 PS of power and 120 Nm of peak torque. As per the company, this engine has been tuned to deliver an exhilarating low-end/mid-range torque delivery.

Hera Pheri (2000)
The story of this laugh riot is adapted from the 1989 Malayalam film Ramji Rao Speaking which was based on the 1971 television film See The Man Run. A sequel Phir Hera Pheri was released in 2006. The comedy revolved around a wrong number being answered which leads to all kinds of misadventures. Babu Bhaiya (Paresh Rawal), a kind-hearted garage owner has two tenants, Raju (Akshay Kumar), who is indulging in get rich quick schemes all the time and Shyam (Suni Shetty), who has come to the city to get a job in place of his deceased father. One day Kabeera (Gulshan Grover) gives a ransom call to the owner of Star Fisheries, Mr Devi Prasad (Kulbhushan Kharbanda). The call, however, gets connected to Babu Bhaiya. Kabeera, informs that his granddaughter Rinku is kidnapped and asks for a ransom. When Raju gets to know this, he calls Devi Prasad pretending to be Kabira and asks for an even bigger amount. This leads them to all kinds of mayhem but in the end, they thankfully end up rescuing Rinku and also get rich in the process.
Mujhse Shaadi Karogi (2004)
Sameer Malhotra (Salman Khan) has anger management issues. He keeps getting in trouble because of that. He even sours his relations with Colonel Jugraj Singh (Om Puri), the father of Rani Singh (Priyanka Chopra), the woman he loves. Sunny (Akshay Kumar) enters at this stage. He too likes Rani and taking advantage of Sameers condition, deliberately sets traps that portray him in a bad light. Sunny wins everyones heart with his good behaviour while Sameer falls down further in everyones esteem. Later, its revealed that Sunny is actually Sameers childhood friend Arun who did all this to cure his friend of his anger issues. He helps Sameer get reunited with Rani and all ends well.
Garam Masala (2005)
It is a remake of Priyadarshans Malayalam film Boeing Boeing (1985). Akshay and John play rival photographers who are always looking to put the other down. Akshay becomes engaged to three girls simultaneously in Johns absence. When John returns, hes at first consumed by jealousy but later tries to help his friend keep the three women apart and becomes romantically entangled with them. All hell breaks loose when Macs actual fiance comes visiting. How the two friends defuse the situation forms the crux of the story. This raunchy comedy had John facing off Akshay Kumar in the hot bod department. Their rivalry was the main attraction of the film. Paresh Rawal and Rajpal Yadav too shone in their respective roles.
Phir Hera Pheri (2006)
Neeraj Vora took over the directors reins from Priyadarshan and Bipasha Basu and Rimi Sen were the new additions to the film. The central plot takes inspiration from the Hollywood film Lock, Stock and Two Smoking Barrels. Raju is conned by Anuradha (Bipasha Basu), to invest his money in a 21-day double your money scheme. He also convinces Babu Bhaiyya (Paresh Rawal) and Shyam (Sunil Shetty) to invest in it. They even sell their lavish bungalow for that. He even asks a small-time goon, Pappu (Rajpal Yadav) to contribute 20 lakhs towards the scheme. They are asked by Pappus boss Tiwari (Sharat Saxena), to cough up the money soon otherwise theyll be killed. They come across a drug consignment and go to a middleman Kachara Seth (Manoj Joshi), who arranges to unknowingly sell it to same mafia guys whom the drugs were meant for. The whole shebang ends in a circus where Raju, Shyam and Babu Bhaiyya escape with three ancient guns worth crores. The film ends just when Raju is poised to throw the guns in a river.
Bhool Bhulaiyaa (2007)
This thriller-comedy is a remake of the 1993 Malayalam film, Manichitrathazhu. Siddharth (Shiney Ahuja) and Avni (Vidya Balan), the son and daughter-in-law of Badri's (Manoj Joshi) elder brother, return to their native village from the US and decide to stay in their ancestral palace. Badri is against this as the palace is said to be haunted. What Badri fears, happens. Avni gets possessed by the spirit of Manjulika, a Bengali classical dancer. Siddharth calls his friend, psychiatrist Dr Aditya Shrivastav (Akshay Kumar) from New York, to sort things out. Dr Aditya initially feels Siddharth's childhood love interest Radha (Ameesha Patel), who is Badri's adopted daughter, is behind all this but later finds his beliefs shaken when he himself experiences a supernatural encounter. Later, he solves the problem with the help of an elaborate charade.
Welcome (2007)
Dr Ghunghroo (Paresh Rawal) wants his nephew Rajeev(Akshay Kumar) married to a good girl belonging to a decent family. Mafia dons Uday (Nana Patekar) and Majnu (Anil Kapoor) con him into thinking that theyre law-abiding citizens as they too want their sister Sanjana (Katrina Kaif) married to a person who belongs to a good family. Rajeev and Sanjana meet and fall in love. All seems to be going well when Ghungroo comes to know of the subterfuge. He sends his niece Ishika (Mallika Sherawat) as Rajeevs sweetheart in a bid to break off the marriage but both Uday and Majnu get smitten by Ishika. Rajeev meanwhile inspires Majnu and Uday to give up their life of crime. However, another mafia Don, RDX (Feroz Khan) and his son Lucky (Shereveer), too get embroiled in this madness. The film ends with a hilarious climax, inspired by the Charlie Chaplin film The Gold Rush (1925), where all parties are trapped in a cliff-facing house which starts collapsing.
Singh Is Kinng (2008)
Happy Singh (Akshay Kumar) is sent along with his friend Rangeela (Om Puri) to bring Lucky (Sonu Sood) back to Punjab. However, his tickets get mixed with those of Puneet (Ranveer Shorey) and he ends up going to Egypt, where he meets Sonia (Katrina Kaif) and falls in love with her. He eventually reaches Australia and finds out that Lucky is the uncrowned king of the Australian underworld. Owing to circumstances perpetuated by Happy, Lucky gets paralysed and somehow Happy gets his throne. Happy sets about reforming Luckys gang by making them help a distraught woman (Kirron Kher), who happens to be Sonias mother. Slowly, the gang gets reformed and want to give up their life of crime. It marked the directorial debut of Rohit Dhawan. Jignesh 'Jerry' Patel (Akshay Kumar) and Nikhil 'Nick' Mathur (John Abraham), live together in London. Jerry does odd jobs for a living while Nick has a proper corporate job. Both find themselves jobless due to recession. Jerry wants to look after his nephew who has lost his parents and Nick wants to marry his girlfriend and give her a good life. To work towards that aim, both join a male escort service and become extremely popular. However, Nicks girlfriend leaves him when she finds out hes an escort. And even Jerry is on the verge of losing the custody of his nephew. The duo, who have fallen off initially, unite to sort out their lives together and succeed in it. Again, the big draw of the film was Akshay and Johns male escort act, which literally set the screen on fire.
Jolly LLB 2 (2017)
Akshay Kumar plays a small-town lawyer who, ridden by guilt, takes up a case involving false encounters by the police. He has never undertaken a case before, his knowledge of the courtroom proceedings is scratchy and hes up against one of the best defence lawyers in the city. But his persistence does pay off and he not only ends up uncovering the unlawful activities of the police, but he also ends up nabbing the real culprit. Fake encounters by the police are indeed a sad reality of our country. Hats off to director Subhash Kapoor for making a bold, sensitive film on such a hard-hitting subject. While the film is given a comedic treatment, its intentions are anything but. What the film is trying to say is that its become the practice of sorts to give the police a clean chit in sensitive cases. The judiciary tends to take a lenient view of things where extra-judicial killings of terrorists are involved. But care should be taken that no innocent gets harmed while taking action against insurgents. That the police shouldnt overstep their authority nor should it falsify facts. Akshay Kumar does full justice to his role as an inexperienced lawyer who nevertheless isnt short on courage. Annu Kapoors one-liners keep you in splits and Saurabh Shukla too is in fine form as the judge.
Good Newwz (2019)
Good Newwz is a comedy revolving around pregnancy. Varun Batra (Akshay Kumar) and Deepti Batra (Kareena Kapoor Khan) are an urban upper-middle-class couple from Mumbai trying hard to become pregnant. Honey Batra (Diljit Dosanjh) and Monika Batra (Kiara Advani) are another rich couple from Chandigarh who are also trying to have a baby. They both end up at a high-end IVF clinic run by Dr Joshi (Adil Hussain) and his wife (Tisca Chopra). Due to a similarity in their names, there is a mix up in the clinic and Deepti gets incubated with Honey's sperm and vice versa. The Mumbai Batras can't come to terms with the loud ways of the Chandigarh Batras. Thinking that the yuppie Batras might abort their baby, the rustic couple flies down to Mumbai and buys a house in the same building as Varun and Deepti. Whether the couples end up as friends and would get to reconcile their differences forms the crux of this comedy.

Shopping, outdoor dining to resume, bars remain closed
BOSTON Massachusetts restaurants, retail shops, child care facilities and hotels got the green light Saturday to emerge from their government-induced slumbers beginning on Monday, though every business that reopens will have to follow mandatory safety regulations and industry-specific guidelines for keeping workers and customers safe as the highly-contagious coronavirus continues to circulate.
Gov. Charlie Baker said Saturday afternoon that the public health data the state uses to track the COVID-19 pandemic has been trending in the right direction and that the virus has receded enough to allow another measured step towards what used to be normal. As of Friday, Massachusetts had seen 102,557 confirmed cases of COVID-19, and likely many more, and had lost 7,235 people to the virus.
"This terrible virus and the terrible toll that it takes will be with us until there are medical breakthroughs with respect to treatments or vaccines. But thanks to your hard work and your sacrifices, we're bringing the fight to the virus. So we're moving forward and Massachusetts is continuing to reopen," the governor said, commending residents for practicing social distancing and covering their faces in public.
Not all of the Phase 2 businesses will be allowed to reopen on Monday, however. Housing and Economic Development Secretary Mike Kennealy said the phase will have two "steps" to it, the first of which will begin Monday and the second of which will be allowed to start at a point "determined based on continued improvements in public health metrics," the secretary said.
Here's what can resume starting Monday, June 8: in-store retail, with occupancy limits; outdoor dining at restaurants; child care centers and day camps; hotels and other lodgings; warehouses and distribution centers; youth and adult amateur sports; house cleaning, photography, window washing and other personal services that do not require close contact; funeral homes; outdoor recreation at pools, playgrounds and driving ranges; and professional sports team practices.
Health care providers on Monday can resume in-person elective, non-urgent procedures and services, including office visits, dental visits and vision care, though elective cosmetic procedures and in-person day programs will remain prohibited until Phase 3.
Later in Phase 2 these businesses and activities can resume: indoor dining at restaurants, and personal services that require close contact, like nail salons, tanning salons, tattoo parlors and body piercing, personal training, massage therapy, hair removal, and hair replacement or scalp treatments.
Though the state's reopening plan calls for the limit on gathering size to be "determined based on trends," an executive order Baker signed Saturday did not increase the 10-person limit on gatherings indoors or in enclosed outdoor spaces.
While business will begin to reopen and consumers will have greater freedom, the governor and others on Saturday cautioned that things will be a little unusual as employers, workers and customers all get used to the safety measures required to be in place.
"In a world where COVID-19 exists, everything looks little different. We're asking people to follow new safety protocols, to change how they interact with customers, to stagger work schedules and to work remotely," Baker said. He added, "Since the middle of March, we've asked a lot of everybody here in the commonwealth -- every family, every business, every employer, every government agency, every individual -- to get to this point, but so far we've made tremendous progress. We've been successful in bending the curve on COVID-19 and the metrics reflect that."
Since mid-April, the seven-day average of the positive COVID-19 test rate is down 82 percent, the three-day average of hospitalized patients is down 55 percent and the number of hospitals still relying on their COVID-19 surge capacity is down 76 percent, Baker said.
"We are clearly on the path to beat the virus. But as I said earlier, until there are medical breakthroughs, we have to continue to take the fight and play our part in fighting the virus. COVID-19 is still very much with us and it's incredibly contagious, and in some cases, merciless to those that are affected by it," Baker said. "And while we should all feel a certain sense of relief and progress with respect to the start of Phase 2, we should also keep in mind that we have a way to go to get to what we would call the permanent new normal."
Indeed, bars, movie theaters, entertainment venues, gyms, museums and casinos remained closed and will stay that way for at least three more weeks. The four-phase reopening plan Baker and Lt. Gov. Karyn Polito detailed last month requires a minimum of three weeks between phases, meaning the absolute earliest possible date that Massachusetts could move into Phase 3 is Monday, June 29.
Though some have slammed Baker for being too slow to reopen the economy, others said this week that the state is not yet ready to move into Phase 2. The Massachusetts Public Health Association and other groups came together to produce a set of criteria that they insist should be met before further reopening. The demands include a significant boost in testing activity and a demonstrated decline in infection rates among populations for which the state has incomplete or zero data on the spread of the coronavirus.
Several of the group's benchmarks would have precluded Baker from reopening the next group of businesses by Monday.
"Today, Governor Baker chose to ignore these basic standards and instead to put Massachusetts residents at increased risk of illness and death, with little in the way of data to track impact on Black and Latinx residents, no meaningful protections for low-wage workers, testing that falls dramatically short of the Governor's own goals, and, adding insult to injury, no seat at the table for the very communities that stand to be most impacted," Carlene Pavlos, executive director of MPHA, said. "The Governor claims to always 'follow the data' and to 'listen to the experts,' but today he did exactly the opposite. For these reasons, we strongly oppose the Governor's decision today."
On the other end of the spectrum, the Massachusetts Fiscal Alliance criticized the governor Saturday for splitting the second reopening phase into two steps and delaying the return of some businesses.
"Seems like the Governor is moving the goal post again," spokesman Paul Craney said. "Phases now have parts. For part 2 businesses, they have to wait even though they thought they could open. It's tone deaf and out of touch to the concerns of business owners. Cruel to start to introduce parts when it was never originally disclosed on day one."
As businesses reopen, they can only be successful if consumers feel comfortable venturing out to shop or dine.
"It will be up to consumers to decide with their $'s when & how they will again buy on #MainStreet. But they should be assured that they can shop locally safely," Jon Hurst, president of the Retailers Association of Massachusetts, tweeted Saturday afternoon. "Consumers=70% of economy. How we spend our $'s in months to come will truly determine futures of countless #SmallBiz."
Polito, who led the state's reopening advisory board alongside Kennealy, implored people to shop locally.
"When you buy from the local and small businesses that make up the fabric of your community, you support our Massachusetts economy. You may decide enjoy to enjoy outdoor dining, or visit a local or family-owned restaurant in your neighborhood, one of your favorites," she said. "Make sure you visit and enjoy some of that experience, I think it will be a lot of fun for all of us. Go to the corner stores and shops in your town centers, they need you."
Baker, who has been relatively quick on the take-up as businesses and services have returned (he got a haircut in the first few days barber shops were reopened and recently took advantage of new outdoor visitation regulations to visit his father in a long-term care facility), said Saturday that he might dine al fresco next week.
Asked if he plans to take First Lady Lauren Baker out for an outdoor dinner, the governor said, "Maybe. We'll see what happens."
