    AUSTIN, Texas While some Austin restaurants aren't ready quite yet to welcome in patrons, other local eateries are ready to have some life back in their dining rooms.

    On any given Friday night, El Arroyo is packed to the brim with hungry customers. While that can't happen quite yet, on Friday, dozens of families ate on the patio for the first time in weeks.

    "It's just awesome to have the human interaction, other than the humans we've been working with, you can tell everybody else is happy because there's a lot of restaurants staying closed right now," said El Arroyo employee Kaela Barrientes.

    Parties of no bigger than five were seated in separate areas on the patio. Employees are required to be checked for symptoms and wear masks during their shifts.

    Austin resident Justine Meyer said she initially stopped in to pick up her to-go order but saw that the patio was open so she decided to dine in.

    "Just seeing other people enjoying themselves also I think that was the main thing, just a good atmosphere instead of the fear we've been feeling," said Meyer.

    El Arroyo is open from 11 a.m. to 11 p.m. for lunch and dinner.

    Go to the store or you can start DIY project and make a small and charming table for your balcony patio. Put some comfy chairs around and you will have a strong base to build up your dream outdoor space even if you live in an apartment. You cant imagine a patio without a table, but you should be careful that it wont take too much space on your terrace. Choose your balcony furniture wisely, because it will stay outside for a long time, so it should be weather-resistant.

    You can install palette benches instead of chairs, because they take less space and can easily be built near the walls. Built-in palette benches are cheap and effective and they wont fill up the whole balcony, leaving space for more creative ideas. Use protective coat so the weather wont destroy your on-budget project in a few days.

    Protect your cozy place from the direct sunlight and the rain by installing retractable cover over the improvised patio. You can use it as sun protection and shade. Visit retractable awnings to find what suits the best for the space you own. You cant build a proper balcony safe place if you dont invest in protective cover, that will also protect your privacy while you spend your outdoor time there.

    Patio season on the way as Manitoba restaurants hustle to get ready for physically distanced opening – CBC.ca

    Winnipeg restaurant owners are looking forward to a patio season that is perhapsmore anxiously anticipated than any other they've experienced.

    As of Monday, customers can sit down at arestaurant provided they're outside for the first time in more than a month, as the province loosens restrictions on the non-essential businesses forced to close during a global pandemic.

    Properly distanced customers can be seated on patios starting Monday, but indoor dining rooms must remain closed for now.The province will still permittakeout and delivery services.

    Jay Kilgour, who runs the twoFionn MacCool'slocations in Winnipeg, said hiscustomers didn't waste any time when they heard the news Wednesday morning.

    "I started getting a bunch of text messages. I pulled over and it was friends excited about patio weather," he said.

    "Some people wereasking already if they could have a reservation."

    Only moments earlier, Premier Brian Pallister announcedrestaurants will be allowed to open their patios beginningMay 4, as part of a multi-phase plan to reopen businesses and service providers.

    Restaurants still face a number of restrictions, though, including a requirement that they operate at no more than half their normal capacity.

    Restaurants with anoutdoor terracescrambledimmediately to make sense of the new rulesand, if possible, begin preparingfor an influx of sun-starved but physically distanced diners.

    Within the hour, Kilgour called one of his employees into work to scrub the floors and dust off the patio furniture.

    It will be tougher to make money with half as many seats, Kilgour said, but he won't squander the chance.

    "I owe it to the staff that we have that are laid off right now to make sure they have a job to come back to," he said.

    "So as long as they're putting this in place for us to capture a little bit of revenue, that'll go towards the common goal of getting back open, then I owe it to everybody to try."

    Among the other rules for restaurants are a requirement to clean tables and chairs between customers.

    Buffets and drink refills aren't allowed, and anything on tables such as napkin dispensersor condiments must also sanitized between customers.

    Customers will also have to be seated at least two metres apart, except for "brief exchanges," the rules say.

    Restaurant dining rooms will be allowed to reopen at a maximum 50 per cent capacityunder Phase 2 of the province's plan, but that won't happen before June 1. And provincial officials warned plansmay change if there's an unexpected rise in COVID-19 cases.

    Rhea Collison, managing partner at Bar Italiaon Corydon Avenue, was a tad surprised to hear Wednesday that patios can reopen in under a week.

    She heard provincial officials repeatedly saytheeconomy would reopen slowly and cautiously.

    "Inside, I'm the most excited that you can imagine," Collison said.

    "My staff is excited and I know my customers are. We've had tons of texts and messages on Instagram, people are really excited to be able to come down and be outside."

    Her establishment thrives on sunny weather, whether it's the crowds that pack her patio onwarm summer nights or those coming to her recently opened takeout window which was previously apatio door.

    She was trying to ramp up business before she's allowed to welcome customers back inside.

    "Beggars can't be choosers right now," she said. "We're happy to have anything in terms of an outdoor business."

    In fortuitious timing, Collison found out Wednesday her patio railings, which she sent off for repairs two months ago, are ready for use. She'll have those in place byMonday, she said.

    Bobby Mottola cannot help but feel optimistic by the province's plans.

    "When we talk about the patio opening up, there's a light at the end of the tunnel;it's exciting," said Mottola,who runs a number of restaurants under the Academy Hospitalitybanner, including the Merchant Kitchen and Pizzeria Gusto.

    "And at the same time, itmakes us look internally to make sure that we're going to take the right steps to ensure [the] health and safety of our guests andthe health and safety of our staff as well."

    He figuresa number of restaurants won't open their patios for May 4 the start of patio season often coincides with the May long weekend.

    But even still, he saidthe reintroduction of outside dining,along with takeout and curbside pickup, will inspire confidence in those customers reluctant to gatherfor a meal.

    Restaurants will have to cope with a new normal regardless,said JoelBoulet, owner of Cafe Carlo. Fewer customers will mean less work for his staff.

    "Is that going to be enough for them to want to continue to work?" he asked.

    He started curbside pickup last weekend and said his staff are"over the moon to have something to do."Customers have signed up in droves.

    "Maybe we don't make money for the first little while, but if we're breaking even and with an eye forthe future, certainly we'd be quite happy with that."

    4 Bells on Loring Park Has Closed, Permanently – Eater Twin Cities

    It has been a wild ride for 4 Bells, the Southern-leaning eatery at the edge of Loring Park that first officially opened in 2015. The restaurant replaced the former occupant of the address, Joes Garage after undergoing a massive renovation. The construction took long enough that the opening chef and business partner departed between announcing the plan (and an original name of The Triton) before finally opening with three dining levels, front and rear patio space, two kitchens, and a gorgeous year-round rooftop space.

    Begun as a partnership between the ownership of Butcher and the Boar, Tim Rooney and Doug Van Winkle along with Joes Garage owner Joe Kaplan, the restaurant was described as, a seemingly endless series of welcoming spaces. The menu was Southern styled with plenty of Lowcountry nodes, seafood, and a much beloved fried chicken.

    Sadly, Rooney passed away in 2017.

    More recently, chef Scott Pampuch had taken over the kitchen in 2019 and revived life into the menu with hearty brunches, a chefs counter, and the return of the fried chicken - that had inexplicably been taken off the menu.

    Today Mpls/St. Paul Magazine made note that all of the restaurants social media pages have been deleted, and that the restaurant will not return to business after the coronavirus restrictions are lifted. The restaurants website says it has closed indefinitely and that any outstanding private events should contact management.

    Police: Man who crashed twice in Rogersville had four grams of meth in car – Kingsport Times News

    Shortly before 11 p.m., Rogersville police responded to a residence on Park Boulevard Circle on a report of a man beating on the door asking to come in.

    By the time Officer Wesley Seals arrived, the man was gone, but Seals located a gold 1999 Toyota Camry wedged between a back porch of the residence and a retaining wall.

    The alleged driver, Eric William Squirrel Rector, 37, of White Pine, was located in the nearby Hardees restaurant parking lot by Hawkins County Sheriffs Office Deputy Casey Carter and taken into custody.

    Seals stated in his report that video surveillance from the ABB plant at 100 Baldor Drive revealed that Rector was the driver of a gold Toyota Camry that was being sought by police that evening after it passed through the plant security checkpoint without stopping earlier that night.

    Rector then allegedly exited the site by crashing through a locked metal gate at the opposite end of the property.

    When police searched the Camry, they reportedly observed a syringe on the drivers side floorboard and a glasses case under the seat that contained meth in two separate baggies as well as two more syringes, a Buprenorphine pill and other drug paraphernalia.

    A pill bottle with four more Buprenorphine pills was found in the center console.

    Rector, whose license has been revoked since 2010, was charged with two counts of failure to give immediate notice of an accident, possession of meth, possession of Schedule III narcotics, possession of drug paraphernalia, driving on a revoked license, and no insurance.

    As of Friday, he remained held in the Hawkins County Jail without bond pending arraignment in Sessions Court Monday morning.

    PORTLAND, Maine An anonymous, spray-painted mural appeared on a retaining wall beneath the sewage treatment plant on the East End this week. The yards-long image is a thank you card to essential workers still on the job amid the global coronavirus pandemic.

    Dedicated to the helpers and the heroes, it simply reads thank you in 6-foot-high letters on a purple background. On the sides of the written words are cartoon depictions of some of those heroes and helpers.

    A mural thanking essential workers adorns a retaining wall below Portland's sewage processing plant on the East End on Tuesday.

    The 100-foot wall is a city-sanctioned surface for spray-can graffiti artists. In 2016 it bore a controversial depiction of then Gov. Paul LePage in Ku Klux Klan regalia. The city refused to remove it citing the First Amendment, but it sparked a controversy over the wall that spilled into 2017. Ultimately the city and the Portland Water District, which operates the sewage treatment plant, decided to keep the wall open to artists.

    For The Knicks, Retaining GM Scott Perry Is A Step Backwards – The Knicks Wall

    New Knicks President Leon Rose decided to exercise leftover GM Scott Perrys option for next year, which was a mistake.

    The New York Knicks took another plunge in renovating their front office after the reassignment of Steve Mills and the hiring of Leon Rose to the role of President of Basketball Operations. Last week, the Knicks hired Cavaliers salary cap expert Brock Aller to a high-ranking role, which was met with praise due to Allers role in some of Clevelands salary cap maneuvers to re-acquire LeBron James.

    The latest move, however, will be met with confusion from the basketball world and the Knicks fanbase.

    On Wednesday, Newsdays Steve Popper reported that the New York Knicks would retain General Manager Scott Perry for the 202021 season, amidst front office turnover. There were concerns that the new team president, Rose, would move on from Perry after replacing Mills, who was reassigned to a non-basketball role on February 4th.

    It feels as if the Knicks are wasting another chance to make a true change among their front office and roster.

    Since hiring Perry to the GM role on July 14, 2017, the Knicks have failed to win more than 30 games in any of his three seasons there. While their draft pick selections have been buoyed by the selection of Mitchell Robinson in the second round of the 2018 draft, Kevin Knoxthe eighth overall pick of the same draftremains one of the worst players in the league.

    Under Perry and Mills watch, the Knicks have failed to develop two lottery picks and 2019 first-round pick R.J. Barrett during his abbreviated rookie season. That, and the 2019 offseason, remain an abomination to team construction, as the Knicks spent close to $70 million on new players, winning just four more games than the previous campaign.

    SNYs Ian Begley suggested that the move was based more on the relationship between Perry and Leon Rose, leading back to the Carmelo Anthony trade of September 2017.

    Take a closer look at Perrys track record and the question looms larger: Why are the Knicks saving a front office member who has lacked success in any of his previous two tenures?

    With Perry as the second in command to Rob Hennigan, the Orlando Magic hit on two of their four draft picks (Victor Oladipo and Aaron Gordon) and the former didnt truly develop until his departure from the franchise. In his three-month stint in Sacramento, Perry oversaw the selection of franchise point guard DeAron Fox but clogged the roster with failed veteran moves like Vince Carter, Zach Randolph, and George Hill.

    Its hard to divvy up the blame among front office members, but while Scott Perry has been the second-in-command in his previous stops, theres no track record over the last decade to suggest that he should be in charge of anything outside of being a voice in the draft room, where his success has been hit or miss recently. Placing him in a GM role, even with Rose at the top of the food chain, is a lackluster move.

    The bigger, underlying issue here is the lack of initiative by New York, Leon Rose, and ownership in truly revamping this front office. Instead of conducting an actual search and loading up on talented front-office members, the Knicks remain aloof, continuing to eschew a true talent search for hiring people based solely on past relationships.

    The general manager position is important to the team presidents role because of Roses inexperience. Rose needs to solidify his front office with experienced front-office members who have succeeded in multiple aspects. Aller has had success as a salary cap expert, which will assist in rebuilding the roster around a group of young talent. The decision to retain Perry doesnt do much for that. Even his recent draft record has been spotty at best.

    The New York Knicks have an important offseason ahead of them and so far, mistakes have been made when it comes to renovating the front office. The decision to offer Leon Rose the job before interviewing anyone else was puzzling at the time, but one can justify it based on the trend of former agents-led front offices and Roses power during his tenure as an agent. The decision to retain and extend Scott Perry after one of the worst seasons in Knicks history is confounding.

    Deciding to keep Perry as the GM after a dubious free-agency haul this past offseason and lackluster draft selections is a puzzling move from Leon Rose and the New York Knicks.

    After weeks of getting creative to stave off cabin fever backyard grass skiing, living room campouts, retaining wall rappels, neighborhood trip reports Washingtons outdoor adventurers finally have some good news. On May 5, some state parks and public lands will reopen for day use, with a list expected by the end of this week, Gov. Jay Inslee announced at a Monday news conference, where he also signaled that hunting, fishing and golf can resume.

    Outdoor recreation is one of the best things people can do to promote their health, both mental and physical, during this time of isolation, Inslee said.

    But as hikers lace up their boots and mountain bikers pump up their tires, this early experiment with resuming everyday activities in the midst of a pandemic will look and feel different. For starters, outdoor events and camping remain prohibited. Dont expect to roast smores over a fire at Deception Pass State Park or compete in a trail running race at Moran State Park for the foreseeable future.

    There were also no new announcements Monday about national forests and national parks, where most of Washingtons most prized outdoor destinations are located.

    Catherine Caruso, a spokesperson for the Pacific Northwest unit of the U.S. Forest Service, said, We dont have a timeline we can announce today but indicated that Inslees announcement would allow the federal agency, which oversees most of the hiking terrain in the Cascades and some in the Olympics, to begin putting in place its own plans to reopen trailheads that have been closed since March 27. (Gifford Pinchot National Forest closed so-called developed sites on April 9.)

    Washingtons three national parks also closed shortly after Inslees March 23 stay-at-home order. Decisions on a phased resumption of operations will be made on a park-by-park basis and regularly monitored, said North Cascades National Park chief of visitor services Denise Shultz. Olympic National Park spokesperson Penny Wagner referred The Seattle Times to President Trumps Opening Up America Again plan but offered no specifics. Mount Rainier National Park officials did not immediately return a request for comment.

    On the county level,We have been working through phased-in reopening scenarios for some King County Parks locations, likely starting with natural lands and regional trails, said Logan Harris, a spokesperson for King County Parks, which include popular trail destinations like Rattlesnake Mountain and parts of the Issaquah Alps.

    How should hikers, bikers and equestrians behave on the public lands that will soon open? Largely the way we were asked to behave in March, when public health measures like physical distancing were brand new. On Monday, Inslee encouraged Washingtonians to stick with day trips with household members and not to meet up with hiking buddies.

    Be prepared has never been more important: Pack extra hand soap, hand sanitizer and toilet paper. Dont expect bathroom facilities to be open. Skip the aprs-hike brewery stop and bring your own food and drink to avoid visiting businesses far from home. That recommendation is a bitter pill for local economies, but another public health necessity to minimize the risk of viral transmission between communities. The face mask or at least a bandana that can be pulled over your face may become the 11th essential on the trail.

    The Washington Trails Association (WTA) was out in the lead during the confusing days of late March when state residents struggled to parse how they should apply Inslees Stay Home, Stay Healthy order to their everyday lives. With the impending reopenings, they are ready to lift the lockdown rule of thumb that if you have to drive to the trailhead, its too far.

    The real challenge is going to be showing that we can use our trails safely and responsibly, said WTA director Jill Simmons.

    Overcrowding on trails, once just an annoyance, is now a public health liability that could lead to public land access being shut down again.

    The good news, Simmons said, is that we now have a much better understanding of the importance of social distancing and what that looks like than we did early on. Expect to see downhill hikers stepping aside when its safe to do so without trampling fragile vegetation to allow uphill hikers to pass at a 6-foot distance and for hikers to pull bandanas over their faces when passing. Above all, Simmons said, communication is key. Now more than ever, verbally signal to another party how you intend to pass on the trail.

    Im hoping folks will get the hang of what its like to hike with social distance, she said. Its going to be a tough balance.

    WTA hopes its extensive trail library will encourage hikers to get creative beyond the usual, crowded suspects.

    If youre walking down the road quite a ways to get to a trailhead, thats probably an indication the trail is too full, Simmons said, adding that personally, she is anxious to return to Dosewallips State Park and eventually the Olympic National Forest, to get lost in mossy dales far from the crowd.

    Crowding at the few remaining outdoor recreation options drove Bellingham-based professional mountain biker and Olympic medalist Jill Kintner indoors to train. She curtailed her riding in nearby Galbraith Mountain Bike Park, which did not close, to off-hour sessions solo or with her husband.

    Opening more land access to keep people apart will be great, she said. It was a bit of zoo, [everyone] flocked to the very few things that were open.

    Kintner has been sticking to easy trails. Ive dialed it back because some of my favorite trails are pretty aggressive and technical, but its not worth having to go to the hospital, she said. I dont mind keeping it chill for a while.

    That same mindset will apply at higher elevations for Tom Vogl, CEO of The Mountaineers, who was eager to make a ski ascent of Mount Baker this summer but is prepared for that goal to be off the table. Under normal conditions, if the weather and overall conditions were good, you might take some additional risks to meet a given objective, he said. This is one of the times where stepping back our level of risk is more prudent.

    The Mountaineers had to cancel all in-person classes and trips and restrict use of its well-equipped Seattle Program Center. The 114-year-old outing club continues to adjust its offerings holding knot tying seminars via videoconference and will continue to incorporate safety measures for instance, individual tents instead of share tents on overnight trips when in-person activities finally return.

    Were going to try and be as creative as we can while maintaining our focus on safety, Vogl said. Were all going to have to be patient with our land managers and government officials.

    Similar adjustments will be necessary for trail work, which takes advantage of spring, summer and fall to maintain existing trails and build new ones.

    The Evergreen Mountain Bike Alliance is already a month behind on planned work to build new trails at Port Gamble Heritage Park, Tiger Mountain State Forest, Raging River State Park, and No. 2 Canyon outside Wenatchee. The statewide organization hopes to restart these volunteer efforts next month with smaller crews of one to two people.

    How we introduce that back in a sustainable and safe way has taken some thought, executive director Yvonne Kraus said. Engaging volunteers for work parties is no doubt going to look different than how it has been in the past, from group size to shared food to carpooling.

    Among the most controversial outdoor-activity restrictions lifted Monday was a statewide ban on recreational hunting and fishing, which prompted Let Us Fish rallies across the state, including one Sunday on Lake Union.

    Twisp resident Carmen Vanbianchi, a board member of the Washington chapter of Backcountry Hunters and Anglers, was more patient. Its been disappointing for people to have those activities restricted, she said. Everyone has to make sacrifices in this weird time.
