    Who Must Register All builders of owner-occupied new homes, including single family, townhouse, duplex (two-family), cooperative, condominium, factory-built, and modular residences are required to register with the New Home Warranty Program. A builder is any individual or organization in the business of constructing new homes, including anyone who constructs a new home for sale, acts as prime contractor to construct a new home for himself/herself or for another person, contracts with a general contractor for construction of a new home, or sells or transfers title to land and then participates in the construction of a new home. It does not include a person who constructs a new home for his/her own personal use, a licensed architect, engineer, or attorney, or someone who contracts with a licensed architect, engineer, or attorney to provide professional services related to the construction of a new home.

    Each new home building business is required to register separately. The name of the company which is transferring title to the new home is the entity which must register and warrant the new home.

    If approved, a builder is issued a registration card, which must be shown to the local construction official when construction permits for the new home are obtained. Registration is valid for two years from the approval date.

    Builders who fail to register or maintain a current registration are subject to fines up to $2,000. Each home sold during the time the builder remains unregistered is considered a separate offense.

    A builders registration can be suspended or denied if the builder fails to enroll, warrant, or continue to participate in the State Plan or an approved private plan, fails to correct or settle a claim after responsibility was established through the dispute settlement process, has officers, partners, stockholders, or directors who were involved in unregistered, suspended, or revoked new home building businesses, incurred or was responsible for incurring an award against the New Home Warranty Security Fund and the Fund has not been compensated, or failed to participate in the dispute settlement process. A builders registration can also be revoked for repeating any of the above violations set forth in this paragraph.

    During the first year of a new homes warranty, warranty coverage extends to defective systems, workmanship, materials, plumbing, electrical and mechanical systems, appliances, fixtures, and equipment, and major structural defects. From the commencement date of the warranty up to two (2) years from that date, the mechanical, electrical, and plumbing systems and major structural defects are covered. The builder is responsible for warranty coverage during the first two years. During the third through tenth years of coverage, only major structural defects are covered.

    If, for at least 10 years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.17;

    If, for at least seven years but less than 10 years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.213;

    If, for at least five years but less than seven years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.255;

    If, for at least two years but less than five years, there has been no payment made, and no final determination that a payment must be made, under either the State Plan or an approved private plan, as a result of a claim against the builder or a major structural defect, the contribution percentage shall be 0.298;

    While vinyl siding is not for everyone, millions of American homeowners have decided that it's exactly right for them. And if the substantial cost could be reduced, legions of others would surely follow. The truth is, the price of a vinyl siding installation can be cut nearly in half if you're willing to do the work yourself. Vinyl siding is sold by most home centers and comes with fairly complete instructions. The tool requirements are also modest.

    While vinyl can be a great alternative to regular house paint, and it does a good job of dressing up problem walls, there is a tradeoff. Although it looks like conventional siding from a distance, the illusion falters at corners, windows, doors and wall-mounted utility equipment.

    Part of the design dilemma is that vinyl expands and contracts a good deal with changes in temperature. A standard 12-ft. length can be 1/2 to 5/8 in. shorter on a very cold day as compared to a very hot day. For this reason, vinyl must be cut short and nailed loose. In fact, you should be able to slide every full length side to side at least 1/2 in. after it's installed. The trimpieces made to conceal the ends accommodate these variations quite well, but not without some compromise in appearance.

    Materials and tools

    While you can expect differences among manufacturers, siding systems generally include 12-ft. lengths of siding, window/door trim channel, J-channel, utility channel, corner moldings and metal starter strips. In addition, vented and unvented soffits, as well as fascia covers, are available.

    The siding must be installed over a flat surface, so unless you're siding a new home, or have removed the old lap siding, you'll need to line the wall with sheets of rigid-foam board, usually 1/2 in. thick. While rigid foam offers some insulation, its primary function is to provide a flat nailing surface. Both the rigid foam and siding can be nailed in place with galvanized shingle nails.

    Vinyl siding comes in several styles and in a variety of colors. We chose a Dutch lap style, which has the look of tongue-and-groove car siding, because of its distinctive profile.

    All vinyl siding and vinyl soffit and fascia can be cut with tin snips, a circular saw with a plywood blade or by scoring it with a knife and breaking it.

    Starting with the soffit, nail lengths of J-channel against the inner edge of the fascia board. This channel conceals the cut edges of the soffit lengths as they meet the fascia. All siding and soffit pieces have nail slots. Nail at the slot centers to allow for expansion and hold the heads out 1/32 to 1/16 in. Don't nail anything tight.

In some cases, a new level can be a big money-saver; in others, the real payback is something you can't put a price on: the ability to stay in the neighborhood you've lived in for years or to continue enjoying a setting that couldn't be duplicated elsewhere.

    There are at least three ways to expand vertically during your home renovation. One is to literally tear off the roof and build a whole new upper level from scratch. Another is to sever the existing roof around the edges and lift it off temporarily, then put it back in place after the new level has been framed in. A third tactic for your house addition is to expand an upper level out across an existing one-story section, such as a flat-roof garage or porch.

    If you need to add a sizable amount of space (several rooms rather than just one or two) but are faced with a tight budget, adding up may be your smartest option. One reason your remodeling costs may be lower is that you won't have to do any foundation work'one of the more costly portions of any remodeling project'because you'll be building on your existing foundation. (You'll need to have the foundation checked, however, to make sure it can support the additional weight.)

    Second, you may be able to save a bundle on roof construction by lifting off the existing roof with a crane in one or two large sections, and then reinstalling it on the new second story. Renting a crane is expensive, but much cheaper than building a whole new roof from scratch.

    Third, adding a new level that fits on top of your home's existing footprint means you'll double its square footage in a matter of days (the length of time needed to frame and "weather" in an upper level). After that, you can finish off the new space all at once or room by room, as your budget allows. And if you're handy, you might be able to do most of this work yourself. If the new rooms are simple spaces and you use inexpensive finishes, the total cost for these types of house additions could be about half that of a conventional ground-level addition of the same size.
