ALLENTOWN, Pa. -

Allentown officials plan to rezone part of a mid-city block to pave the way for construction of a 61-unit apartment building.

Called Sacred Heart Senior Residences, the four-story building is proposed to be built at the northeast corner of Fifth and Turner streets in the city.

A total of 15 properties containing 28 residential units now are in the project area. Developers said some of those homes are vacant and in bad shape.

One mixed-use property, a former laundromat, is at the corner of Fifth and Turner.

All those structures will be torn down.

City Council has scheduled a public hearing on the proposed zoning change for 6:30 p.m. May 20 in City Hall.

Council may adopt the amendment to the zoning ordinance at its regular meeting, which will begin at 7 p.m. on the same night, immediately after the hearing.

The proposed change would rezone an area bounded by North Fifth Street to the west, North Penn Street to the east, West Turner Street to the south, and the northerly property lines of 215 N. 5th St and 218 N. Penn Street.

The zoning would be changed to High Density Residential from Medium High Density Residential and Institutional/Government.

The construction sector in Australia expanded in March,driven by a solid increase in house building activity, the latest survey from the Australian Industry Group and the Housing Industry Association showed Thursday.

The Ai Group/HIA Australian Performance of Construction Index,or PMI, climbed by 6.2 points to 50.1 in March from 43.9 in the previous month.

A reading above 50 indicates expansion in the sector, while any score below 50 suggests contraction in the sector.

The improvement in March was largely driven by a solid increase in house building activity, with the corresponding index rising by 10.4 points to 55.8.It was the strongest rate since October 2014.

Apartment building activity also strengthened in March while mining related engineering construction weakened further and commercial construction again declined.

New orders increased solidly by 12.1 points to 50.8 in March. It was the first expansion since October 2014. Employment level in the construction sector stabilized, with the sub-index rising to 50.0 in March from 47.6 in February.

"It is therefore important that new home building activity does not end up being stifled by the unhelpful policy settings in place, both for the sake of economic growth in the short term and Australia's housing requirements over the longer term," HIA Senior Economist, Shane Garrett, said.

"In this regard, the RBA's decision not to reduce interest rates this week adds to uncertainty across the economy and represents a lost opportunity."

The obvious thing would have been to convert the baptismal into a hot tub all their friends suggested it but Joel and Lauren Hope Harsin figured they needed a pantry more than they needed a hot tub, so the baptismal became a pantry.

Plus, said Lauren, "We might have had a problem with humidity." And on top of that: "When we have kids, we'd worry about safety."

Such practicality would seem at odds with the 30-something couple's earlier decision to pay $85,000 for a raccoon-infested, century-old church building that had sat vacant since the early '90s then put some $400,000 more into it.

"Well, we both like projects," explained Joel, "and we both had experience."

In fact when Joel and Lauren met, in 2009 on Match.com, it was renovation that brought them close. He, a firefighter with the Indianapolis Fire Department, was fixing up a 1918 house in Irvington. She, an interior designer, was doing the same to an old house in the Kennedy-King neighborhood.

They married in 2011 and soon after bought the old Second Christian Church building on West 9th Street in the Ransom Place neighborhood. The seller was the preservation group Indiana Landmarks.

Landmarks had acquired the African-American landmark in 2007, saving it from court-ordered demolition by agreeing to stabilize it to the tune of $200,000. It then put the church up for sale.

For four years the property sat. "Not everyone sees residential potential in a historic church," Landmarks' Mark Dollase said. "The Harsins have imagination and a creative approach."

The project naturally has dominated the Harsins' spare time. They left the framing and the drywall to others but did about everything else themselves. She ran new electrical wiring, an electrician checking her work. He painted and assembled a faux stone fireplace. She installed toilets and faucets. Her father made stair railings. She found antique objects an organ, closet doors with help from her mother, who owns the home furnishings shop Chatham Home.

A 2,100-space garage going up at Valley Fair mall will feature a digital navigation system to aid memory-challenged drivers in finding their vehicles. Punch in your license plate number at a kiosk and, voil, a screen will reveal the floor, aisle and stall number of your car. That's not all. When you're driving into the garage amid weekend rush, green lights will signal how many stalls are open in each row and show which ones are available.

The "smart" garage is part of a $600 million expansion of Valley Fair, which plans to add Bloomingdale's, high-end retail and restaurants. The remake will feature the first Northern California location of the celebrated Taiwanese dumpling shop Din Tai Fung and a 12-screen ShowPlace ICON movie theater that will offer advanced cinematic technology and an adults-only section with leather armchairs and cocktail service.

Although much of the retail additions won't open until 2017, the high-tech garage is expected to be ready in November. It will have 1,000 slots more than the parking structures it's replacing, on North Monroe Street alongside southbound Interstate 880. It will be accessible from the new I-880 offramp. The garage also will feature photo- and motion-sensors to turn off lights when people aren't around, bicycle parking, electric-vehicle charging stations, Wi-Fi and parking stalls for drivers with young children.

But those befuddled drivers who've misplaced both their vehicles and their license plate number may just be out of luck. Surely a tech aid will come along to help, but they might have to wait for the garage's 2.0 version.
