More than three years after a pitched civic battle over the future of the Old Town Alexandria waterfront, the vision of a new front yard for this historic city is beginning to take shape.
The City Council last year adopted a $120million landscape design and project plan created by Olin Studios. But it may be years before residents and tourists see the lush parks and fountains in operation; Alexandrias plan is to focus on infrastructure and development first.
Residents told city officials over the winter that they wanted a solution to the notoriously flood-prone streets adjacent to the Potomac. The council will determine March3 what funding to allocate to flood mitigation. Storm-sewer work is underway, and planning officials are studying how to raise the grade of streets on the southern end of the waterfront area and build the bulkheads necessary for a waterfront walkway.
We have to get funding in place, we have to get the design done and we have permitting processes to complete, all of which could take three years, said Emily Baker, Alexandrias acting deputy city manager.
Meanwhile, the development plans of private parties who own several large pieces of land along the waterfront are working their way through the permitting process.
First to build probably will be the Old Dominion Boat Club, which last year accepted a $5million buyout offer from the city for its clubhouse and parking lot at the foot of King Street.
The boat club will move a few hundred feet south, to the site of the vacant Beachcombers building, which it will raze and rebuild as a three-story, 12,000-square-foot club with a roof deck and boat launch.
The old clubhouse will be demolished and will form part of a city park, dubbed Fitzgerald Square. The boat clubs architect told the citys waterfront commission last week that he hopes the facility will open in 18 months.
Designed to incorporate maritime touches such as outdoor stairways, the clubhouse probably will be built before the city creates the waterfront promenade, a walkway intended to connect the entire area. A fenced parking lot will be directly south of the clubhouse, and a temporary boat ramp will be used until the promenade is built and a permanent ramp is installed.
Five blocks north, the retail-residential-hotel project at 500 N. Union St. could be under construction by late 2016. It is on the site of the old Robinson Terminal North. City Interests LLC bought the property from The Washington Post Co. in late 2013.

The above image is a new type of landscaping called a xeriscape. This history of this type of landscape is from Arizona and New Mexico where regular plants and mulch cannot be used. So instead of mulch for this landscape there is a type of stone, and drought tolerant plants are used. AN INTERIOR designer from the South West has been awarded the title Businesswoman of the Year and now has her sights set on achieving national industry accolades.
Louise Mitchell, owner of Idesign Interiors, was awarded the Vickie Brett Memorial Award for Businesswoman of the Year in the Weston Business Awards 2015.
She and her business partner Adam Wood, were also highly commended by judges for Outstanding Customer Service within the Weston Business Improvement District.
Idesign Interiors specialises in designing and installing quality bespoke kitchens, bedrooms, bathrooms and interiors across the South West region.
One of their renowned creations is the interior design of one of Weston-super-Mare's most iconic structures, Tutto Restaurant, which sits proudly on the resorts seafront.
Idesign has been operating for four years in the High Street and this is Louise's first industry award, but she says she now feels inspired to further raise her goals and aspirations.
Louise adds that she has come a long way since starting out back in secondary school producing hand rendered images from plan for local kitchen companies as pocket money.
She said: "I feel honoured to have won the award particularly as nearly 300 different businesses were nominated across the eight award categories.
"The Businesswoman of the Year title is a memorial award, which is very personal and I feel extremely proud to have been nominated by customers and the community as a whole.

COUNTY councillors from all parties have formed a united front to fight for a better deal for Hampshire.
They will send a cross-party letter urging local government secretary Eric Pickles to stop cutting the authoritys funding.
Councillors fear further cuts could damage frontline services, including safeguarding some of the countys most vulnerable children and adults.
The authority has lost 51 per cent of its Government funding in the last six years.
As previously reported, library funding has been slashed, neighbourhood wardens axed, bus subsidies removed and hundreds of council jobs lost.
Funding has also been stopped for gardening and handyman services at sheltered accommodation and frail pensioners' homes.

The sharing economy might be getting lots of buzz, but Kevin Hipkins thinks its just creating a culture of tax cheats.
Hipkins, president of Molly Maid, a Mississauga-based cleaning services company, says these new disruptive tech companies like Handy and Homejoy, funded through the deep pockets of venture capital, are not playing by the rules.
Because these companies consider the cleaner, handyman or furniture assembler to be independent contractors, theyre not employees, and therefore not subject to significant employer contributions for items such as employment insurance or Canada Pension Plan.
If we could wave a magic wand, we could bring down our costs by about 30 per cent, said Hipkins. And avoid all this messy tax stuff.
Molly Maid, with about 1,200 employees, operating in all provinces except Quebec, ends up at a disadvantage when it comes to its profit model, compared to these new companies, he said.
Taxation is a moral responsibility, Hipkins argued. I think we are creating a culture of tax cheats.
He concedes that cleaning services and cleaners have long represented a huge chunk of the underground economy some estimates peg it at more than $3 billion a year in Canada.
However, Hipkins believes theres a difference when its a small under-the-table arrangement between a client and individual cleaner, versus a large U.S. company, with millions in market capitalization.
He argues that the big company should be required to play by the rules.
Handy, which launched in Toronto last April and in Vancouver in June, says it is absolutely not evading taxes.
