Hanover Town leaders are proposing the installation of video cameras and extra fencing at Hanovers wastewater reclamation center, based on a state Department of Safety assessment that the facility is vulnerable to tampering.
State officials have conducted audits of every critical facility in New Hampshire deemed as potentially high risk, including many wastewater plants, and are offering the town $12,500 to install cameras that the towns dispatch center could monitor, Town Manager Julia Griffin said. She hopes to fund the cost of the modifications using state and federal grants.
Griffin said the towns water systems carried some risk, however small without proper security, someone could conceivably fly over our three open reservoirs.
Asked what risk there was of an attack on Hanovers water supply, Griffin said, I wish I knew how likely any terrorist attack is ... but certainly open water systems like our three public reservoirs are particularly easy targets if someone opted to try to contaminate a local water supply. Mind you, water supply contamination could be initiated by anyone, whether a member of an organized terrorist group or a single individual with a desire to wreak havoc by contaminating an open reservoir.
Hanover already has cameras in its parking garage and in its water treatment plant, among other places.
After Department of Safety officials made a visit to the water reclamation facility, located off South Main Street near Pine Knoll Cemetery, they submitted a document to the town recommending the security additions. Hanover dispatch coordinator Doug Hackett declined to share a copy of the report.
Clearly this document is not a public document, or it would show everyone what our vulnerabilities are, Hackett, who is also chief of police in Cornish, wrote in an email earlier this month.
He cited a provision of the 2002 Critical Infrastructure Information Act, a federal law that allows infrastructure owners and operators to share proprietary information with the government without having to later disclose that information through records requests under the Freedom of Information Act.
Upper Valley water systems have proven themselves prone to disruption in the past.
In August 2013, Norwich residents were forced to cut back on their water use for several days after a fire damaged the pump system that filled the towns reservoir.

A $1 billion-a-year bill moving through Congress would add miles of roads and fences along the border and waive more than a dozen environmental laws within 100 miles of the border even though top immigration officials say thats not needed.
The proposed bill requires the Department of Homeland Security to achieve operational control of the U.S.-Mexico border. That means that all illegal entries are stopped, which top DHS officials have said is unrealistic.
But Martha McSally, Southern Arizonas newly elected Republican U.S. representative who co-sponsored the House bill, said setting an ambitious standard is the best way to achieve success.
We have to set a very high goal to understand how important it is to get this job done, McSally said. Arizonas U.S. senators Republicans John McCain and Jeff Flake co-sponsored the Senate version of the bill.
The House bills author, Rep. Michael McCaul, R-Texas, calls it the toughest border security bill ever set before Congress, but neither the Border Patrol union nor local environmentalists think its needed.
We dont address the underlying issues, said Roger McManus, a biologist who is president of Friends of the Sonoran Desert. People keep coming here for jobs, and drugs keep coming through over the border because theres a demand for them, he said.
Groups on both sides of the immigration debate also have spoken out against the bill either because they say it doesnt do enough to stop illegal immigration or because it wont lead to comprehensive immigration reform.
Perhaps the strongest rebuke of all came Friday from Secretary of Homeland Security Jeh Johnson, who issued a statement saying the bill is extreme to the point of being unworkable; if enacted, it would actually leave the border less secure. The bill sets mandatory and highly prescriptive standards that the Border Patrol itself regards as impossible to achieve, undermines the Department of Homeland Securitys capacity to adapt to emerging threats, and politicizes tactical decisions.
Among other things, the Republican bill would:
Add 48 miles of new double-layer pedestrian fencing.

The next step in installing drywall is covering the nails and joints, called taping.
Step 1: Use a 5-inch-wide drywall taping knife to spread joint compound into the slight recess created by the tapered edges of the drywall sheets. Smooth the compound until it is even with the rest of the board surface.
Step 2: Center the drywall tape over the joint and press it firmly into the compound. Because some compound will squeeze out, make sure that there is still a good bed underneath. When you get the tape embedded into the compound all along the joint, smooth it with the taping knife. At the same time, fill all the nail dimples with compound.
Step 3: When the compound is completely dry (usually 24 hours later) apply a very thin second coat of compound that extends out a few inches to either side of the first coat. After the second coat dries completely, apply a third coat, this time with a 10-inch-wide taping knife, extending the compound about 6 inches to either side. When the third coat is dry, feather all the edges with a sanding block covered with medium-grit sandpaper.
To tape inside corners, including the spots where the walls and ceiling meet, cut the tape to length and fold it in half. After laying the bed of compound, press the folded tape into the compound and feather the compound out at least 1 1/2 inches to each side. The corners require three coats, and the last coat should extend about 8 inches to each side. Sanding is required here, too.
To finish the outside corners, install a metal corner (from your building-supply store), then apply three coats of compound that taper up to the bead. The last coat should extend the compound on each wall to about eight inches wide. Sand as with other drywall joints.
Let the walls dry for up to five days, following the recommendations of the joint compound manufacturer. Give the surface of the drywall a coat of primer made for paint or wallpaper. When the primer is dry, sand the drywall surface lightly with fine-grit sandpaper on a sanding block. Be sure to sand between each additional coat of paint with fine-grit sandpaper. New drywall should receive at least three coats: a sealer, primer, and finish coat.
After that, it will be time to get painting.
