With robust historical districts as well as several new developments, Cumberland County is an amalgamation of both classic and new construction.
When it comes to fire incidents, all these types of construction, from new to old, have their benefits and drawbacks.
Trooper Eric Keebaugh, fire marshal for the Pennsylvania State Police Carlisle barracks, said fires can strike both older and newer construction, but building materials and safety codes are making structures more and more safe for individuals, giving them greater fire protection and the ability to get out of the homes.
Jeremy Wright, project manager with Cumberland Design and Building Co., said building codes have developed over the past few decades to make home significantly safer regarding fires.
There are two major ways that the building codes and builders have accomplished that, he said. One is the creation of fire ratings and the different separations that the building code requires you to have, and the second is requiring sprinkler systems in a lot of different types of buildings.
Balloon framing
According to information complied by Carlisle Borough Building Inspector Mike Landis and Bruce Koziar, Planning/Zoning/Codes manager, quite a few of the buildings that were built prior to the 1950 time frame were wood construction and framed using continuous lumber floor to roofline. This is referred to as balloon framing.
This type of construction constitutes a major problem, since there is no fire stopping installed between the floor to roofline, according to Koziars information.
There is no fire block that prevents the fire, if the fire starts in the basement, from traveling up to the attic, Keebaugh said.
Mike Rugh, former state police fire marshal and firefighter for Union Fire Company in Carlisle, said fire in these types of structures spreads very rapidly.

A 1970s-era relic in downtown Dayton soon will be history the elevated pedestrian walkway from a city-owned parking garage to what used to be the Elder-Beerman Department store and to Courthouse Square.
If you want to preserve the memory, you have this week to take photos because starting Monday, Feb. 2, workers from ORourke Wrecking Company of Cincinnati will begin dismantling the deteriorating enclosed walkway. Theyll start with the Courthouse Square portion that includes a staircase and elevator shaft.
The reason? The walkway just isnt being used much anymore, and its in pretty poor shape, too.
The job will cost $495,000 and is being paid for by the city, which owns the walkway.
Ludlow Street will be closed to traffic over a number of weekends to accommodate the work, but its unclear how many weekends will be required, said Steve Finke, Daytons city engineer. Hes hoping it goes quickly. The wrecker has up to 90 days to finish the job. During the work week, at least one lane on Ludlow Street will remain open.
The walkway at one time featured a direct entry into Elder-Beerman. The building is now the home to CVS and the Area Agency on Aging.
Plywood now covers the entrance to the staircase in Courthouse Square. The adjacent elevator is closed off by a metal gate and padlock. The portion of the structure that connects the Dayton municipal and Leigh building parking garages will remain intact and in use.
The Dayton Regional Transit Authority will begin rerouting buses for the demolition. Routes 5, 7 and 8 will reroute to Main Street between Monument and Third streets. Temporary bus stops will be located on southbound Main Street at First Street at the existing shelter and at Third Street midblock at the cross walk light. Regular service for Routes 12 and 43 will continue on Ludlow Street.
The routes may need to move to Main Street intermittently to allow for crane use, RTA said.

THE plight of the residents who will be booted out from their houses as the impending demolition nears is in the hands of the City Council, as the National Housing Authority (NHA)-Northern Mindanao waits for the legislative bodys resolution that would ask the court to defer the issuance of the writ of demolition that would leave more than 50 families homeless next week.
Ramon Medrozo, NHA-Northern Mindanao community relations officer, said once the councilors would issue the resolution, they could take action on the concerns of barangays Puntod and Macabalan residents who are members of Cagayan Integrated Landless Residents Association Incorporated (Cilrai).
The group wants NHA to consider its demand of putting off temporarily the implementation of the demolition order and provide an onsite relocation area for those who will be affected.
It has been learned that the writ of demolition will be enforced on January 28, and not today, January 24, as earlier reported.
Medrozo said they could not make any action yet if there is no resolution yet from the city council.
He said he could not give out the details of the resolution, but there were cases the demolition was delayed due to the request from the local government unit to the issuing court.
Cilrai president Basilio Lobino said they have been aware that the City Government has no more relocation site for displaced residents, and that is why their only hope is for the councilors to pass the resolution.
Lobino said the area that would be affected by the looming demolition is only about a hectare of the 12.5-hectare that Cilrai members are occupying but they could not allow some of them to lose their homes.
