Following new Taipei mayor Ko Wen-je's war against illegally constructed housing, the city's Construction Management Office released the positive results of former mayor Hau Lung-bin's term in office: around 80 per cent of illegal structures reported have been torn down.

Barely a week in office, Ko began his own offensive against illegal structures in Taipei after two young girls were burned to death in the extra stories their father built illegally on top of their building.

After inspecting the burned house thoroughly, Ko announced on Tuesday an ultimatum for 226 illegal rooftop additions, saying that the government will be removing the structures if the owners do not do so by March 20.

The owners and tenants' rental issues are included in the deadline as well, and if the problems are unable to be straightened before the appointed day, "then we will tear them down directly, no arguments," said Ko.

According to the Taipei City Construction Management Office, a total of 4,268 illegal structures have been torn down or improved by their owners among the 5,114 reported cases during Hau's last year in office.

An official in the Construction Management Office stated yesterday that the office was only allowed a budget of 8 million new Taiwan dollar (US$252,700) for illegal structure reporting and removal, and there were only 84 people reporting back to the office.

Student numbers will need to add up

School District 47 received a Christmas gift from the provincial government this yearnotice of an audit.

The ministry of education will be performing a student enrolment audit at Brooks Secondary School and Westview Learning Centre, an alternate high school program which operates out of the district administration building on Ontario Avenue.

Actually its good news, said Jay Yule, superintendent of schools for the district. He explained that enrolment audits are much less complicated compared to those done for other programs offered by the district. He described it as an audit to ensure the students reported to be there are actually there. Its quite straightforward, something were quite comfortable with.

There are currently 2,026 students enrolled throughout the school districts various programs with 785 at Brooks and 33 at Westview Learning Centre.

Bus money

They are smaller buses, said Steve Hopkins, secretary treasurer, and would augment our small fleet for out-of-town transportation and special ed field trips within the school district.

The two buses have capacities of 24 and 30 students and include areas for cargo. Drivers need a class four licence to operate them.

Henderson update

Seismic and building upgrading work at Henderson Elementary School continues to be ahead of schedule. While the bulk of the work is already complete, by the time school resumes there will only be a few miscellaneous things left, Hopkins reported to the board at its December public meeting. Almost 70 per cent of the siding has already been installed in the upgrade to the buildings envelope, but some painting and window coverings have yet to be completed, Hopkins said.

An early morning residential alarm call on Tuesday has prompted Cosumnes Community Service District (CSD) fire officials to send out a word of caution about carbon monoxide.

The Cosumnes Fire Department was dispatched to a home in Galt due to an activated residential alarm. Upon arrival, the fire department found a vacant home with an alarm sounding and no signs of fire.

Once the homeowner returned, access was made to the house to investigate the cause of the alarm. It was determined that the alarm was activated by the carbon monoxide detector in the home, which was monitored by an alarm company. The alarm company alerted the fire department. Crews used gas detectors to determine if there was a leak. The investigation revealed elevated levels of CO and immediately began ventilation of the home.

The homeowner stated that recent work had been performed on the gas water heater due to a pilot light issue. Gas was shut off to the residence until the gas company could confirm the actual cause of the elevated carbon monoxide levels.

In this case, the homeowner was fortunate to be out of the house at the time of the incident and to have a working and monitored carbon monoxide detector in the home.

With weather changes, home heating becomes a priority, often with gas appliances. During the winter months, doors and windows are often closed, limiting fresh air ventilation. Be sure to have working carbon monoxide alarms installed in your home where you have gas-powered appliances, such as water heaters, furnaces and stoves.

Here are some other tips for CO alarms:

CO alarms should be installed outside each sleeping area. Install alarms on every level of the home. It is best to use interconnected alarms. When one sounds, all CO alarms in the home sound.

Follow the instructions on the package to properly install the CO alarm.

Test CO alarms at least once a month.
