    EPA aims to protect public from harmful lead exposure.

    WASHINGTON The U.S. Environmental Protection Agency (EPA) today announced 62 enforcement actions that require renovation contractors and training providers to protect people from harmful exposure to lead dust and debris, as required by EPAs Lead-based Paint Renovation, Repair, and Painting (RRP) standards.

    The enforcement actions include 55 settlements and six complaints issued between February and October 2014 for renovations performed on pre-1978 homes and child-care facilities. All of the settlements require that the alleged violators certify their compliance with RRP standards and, in most cases, pay civil penalties. In two of the settlements, the violators agreed to fund voluntary lead abatement supplemental environmental projects, which require the removal of lead-based paint and post-construction testing to ensure that no hazardous conditions remain. The settlements led to $213,171 in civil penalties and the violators coming into compliance with federal law. These recent actions are in addition to EPAs settlement with Lowes Home Improvement in April 2014, which included a $500,000 civil penalty as well as implementation of a corporate-wide RRP compliance program.

    "Children are most vulnerable to the dangers of lead paint exposure, especially those in predominantly minority and low-income communities, where housing is more likely to contain lead-based paint, said Cynthia Giles, assistant administrator for EPAs Office of Enforcement and Compliance Assurance. These cases to enforce the RRP rule are vitally important to improving compliance among companies that handle lead-based paint. This leads to safer communities, healthier children and a level playing field for companies that follow the law."

    Lead dust and debris from improper renovation activities on properties built prior to 1978 is a major source of lead exposure that can cause lead poisoning. Although using lead-based paint in dwellings was prohibited after 1978, it is still present in more than 30 million homes across the nation, in all types of communities. The RRP Rule provides important protections for children and others vulnerable to lead exposure. Even low levels of lead in the blood of children can result in behavior and learning problems, lower IQ and hyperactivity, slowed growth, hearing problems and anemia. In rare cases, ingestion of lead can cause seizures, coma and even death.

    The RRP Rule, which is part of the federal Toxic Substances Control Act, is intended to ensure that owners and occupants of pre-1978 target housing and child-occupied facilities receive information on lead-based paint hazards before renovations begin, that individuals performing such renovations are properly trained and certified, and that renovators and workers follow specific lead-safe work practices during renovations to reduce the potential for exposure to lead.

    The penalties in the settlements address the cited violations. Enforcement penalties also help deter violations by others in the regulated industry, and level the playing field for complying companies, since the fines help eliminate the financial advantage a violator may derive from non-compliance which, otherwise, would allow the violator to underbid its complying competitors.

    Contractors that are certified under EPAs RRP standards are encouraged to display EPAs Lead-Safe logo on workers uniforms, signs, websites, and other material, as appropriate. Consumers can protect themselves by looking for the logo before hiring a home contractor, and by being generally aware of whether a renovator is following lead-safe work practices when working on their property. Those practices, such as what a renovator must do to minimize lead dust dispersion, are outlined in EPAs Renovate Right lead hazard information pamphlet, available at http://www2.epa.gov/sites/production/files/documents/renovaterightbrochure.pdf

    Renovators are required to give the pamphlet to property owners and occupants within 60 days before starting any renovation.

    Between mid-February and September 30, 2014, EPA settled enforcement actions with, or issued complaints against, the companies below. In the following settlements, the companies paid civil penalties in excess of $10,000, respectively:

    Student Works Painting, Inc. d.b.a. College Works Painting (CA) paid a $39,532 fine for violating work practice and recordkeeping requirements.

    An incandescent light bulb, incandescent lamp or incandescent light globe is an electric light which produces light with a wire filament heated to a high temperature by an electric current passing through it, until it glows (see Incandescence). The hot filament is protected from oxidation with a glass or quartz bulb that is filled with inert gas or evacuated. In a halogen lamp, filament evaporation is prevented by a chemical process that redeposits metal vapor onto the filament, extending its life. The light bulb is supplied with electrical current by feed-through terminals or wires embedded in the glass. Most bulbs are used in a socket which provides mechanical support and electrical connections.

    Incandescent bulbs are manufactured in a wide range of sizes, light output, and voltage ratings, from 1.5 volts to about 300 volts. They require no external regulating equipment, have low manufacturing costs, and work equally well on either alternating current or direct current. As a result, the incandescent lamp is widely used in household and commercial lighting, for portable lighting such as table lamps, car headlamps, and flashlights, and for decorative and advertising lighting.

    Incandescent bulbs are much less efficient than most other types of electric lighting; incandescent bulbs convert less than 5% of the energy they use into visible light[1] (with the remaining energy being converted into heat). The luminous efficacy of a typical incandescent bulb is 16 lumens per watt, compared to the 60 lm/W of a compact fluorescent bulb. Some applications of the incandescent bulb deliberately use the heat generated by the filament. Such applications include incubators, brooding boxes for poultry,[2] heat lights for reptile tanks,[3]infrared heating for industrial heating and drying processes, lava lamps, and the Easy-Bake Oven toy. Incandescent bulbs typically have short lifetimes compared with other types of lighting; around 1,000 hours for home light bulbs versus typically 10,000 hours for compact fluorescents and 30,000 hours for lighting LEDs.

    Incandescent bulbs are gradually being replaced in many applications by other types of electric light, such as fluorescent lamps, compact fluorescent lamps (CFL), cold cathode fluorescent lamps (CCFL), high-intensity discharge lamps, and light-emitting diode lamps (LED). Some jurisdictions, such as the European Union, China, Canada and United States, are in the process of phasing out the use of incandescent light bulbs while others, including Colombia,[4]Mexico, Cuba, Argentina, Brazil or Australia,[5] have prohibited them already.

    In addressing the question of who invented the incandescent lamp, historians Robert Friedel and Paul Israel[6] list 22 inventors of incandescent lamps prior to Joseph Swan and Thomas Edison. They conclude that Edison's version was able to outstrip the others because of a combination of three factors: an effective incandescent material, a higher vacuum than others were able to achieve (by use of the Sprengel pump) and a high resistance that made power distribution from a centralized source economically viable.

    Historian Thomas Hughes has attributed Edison's success to his development of an entire, integrated system of electric lighting.

    The lamp was a small component in his system of electric lighting, and no more critical to its effective functioning than the Edison Jumbo generator, the Edison main and feeder, and the parallel-distribution system. Other inventors with generators and incandescent lamps, and with comparable ingenuity and excellence, have long been forgotten because their creators did not preside over their introduction in a system of lighting.

    In 1802, Humphry Davy had what was then the most powerful electrical battery in the world at the Royal Institution of Great Britain (with the possible exception of another one made in the same year by Vasily Petrov in Russia[citation needed]). In that year, Davy created the first incandescent light by passing the current through a thin strip of platinum, chosen because the metal had an extremely high melting point. It was not bright enough nor did it last long enough to be practical, but it was the precedent behind the efforts of scores of experimenters over the next 75 years.[10]

    Over the first three-quarters of the 19th century many experimenters worked with various combinations of platinum or iridium wires, carbon rods, and evacuated or semi-evacuated enclosures. Many of these devices were demonstrated and some were patented.[11]

    Some air hazards can be difficult to identify. But one obvious hazard is cigarette smoking. Quitting smoking does not have to be the very first removal of unhealthy exposure, but it is good to consider it an eventual goal. When you feel ready to quit smoking, you can work closely with your Holistic Healthcare practitioner (e.g., Oriental Medicine practitioner) and/or use the Ideas presented on the Smokefree Home Page. The main area of the Smokefree Home Page contains tools for clearing up problems with second-hand smoke exposures at work, school, home, and restaurants.

    Since exposure to low levels of toxic chemicals at work can contribute significantly to chronic illness, it is important to learn about what chemical hazards might exist for you at work and then eliminate or protect yourself from those hazards. For example, if you work in a photography lab or make pottery, or work as an undertaker, or in a lab making circuit boards, or .... you may be exposing yourself to significant levels of toxic chemicals and are not aware of it.

    "Sick schools" -- schools where students are exposed to hazardous or unehealthy air are becoming more common. In fact, several Massachusetts schools have recently closed because of asbestos hazards (information that was kept from parents, by the way). Asbestos is definately not the only hazard at schools. To learn more about air hazards at schools, please see the proceedings from the 1996 Allergy and Environmental Health Association of Canada (AEHA) Conference. Some school districts in the U.S. will be getting grants from the Federal government for building new schools, but they may end up building more "sick schools" unless they are closely supervised by Environmental Medicine specialists.

    Indoor air pollution in homes is common. This can happen from building materials, carpeting, and furniture outgassing chemicals, poor ventilation, cleaning products, pesticides, biological pollutants (e.g., mold, bacteria), radon, smoking, and a numer of other situations. One of the best resources for building a healthy home or fixing current (and sometimes undetected) air quality problems in a home is the Healthy House Institute.

    Sometimes working with the medical office or the Indoor Air Quality (IAQ) office in your place of work or school can help identify potential hazards. Keep in mind that IAQ and medical offices may rely on government standards for hazardous chemicals. Such standards are often useless because industry lobbying changes the levels said to be "safe". But these offices can at least help you identify chemicals you (or your children in schools) are being exposed to.

Fortunately, most of the hazards are obvious and relatively easy to avoid.

    Smoking, use of hard drugs such as cocaine, and excessive alcohol consumption are well known pregnancy hazards. One simply should avoid these hazards to the extent possible during pregnancy.

    Common food substances that should be avoided include artificial sweeteners, MSG (including hydrolyzed proteins, autolyzed yeast, yeast extract), fake foods such as olestra/olean, foods with alot of additives or preservatives, and non-organic dairy foods. To the extent possible, shop for organic foods even if it costs a little bit more. Fluoridated water and fluoridated toothpaste should definately be avoided since low-level fluoride exposure has been shown to increase perinatal deaths and hyperactivity in young animals. It is best to stick with spring water for cooking and drinking.

    Avoid getting work on mercury amalgam fillings or placement of composite fillings (or sealants) while pregnant. If a filling must be placed, use the composite filling, not the mercury filling. If work on a mercury filling must be done, it is crucial to use the IAOMT protocol to prevent significant exposure to mercury.

    Traffic collision results in power outage

    A traffic collision that occurred Sunday evening resulted in a four-hour power outage in Garden City.

    The accident happened around 8:38 p.m. near Riverside Drive when police were dispatched to check on a disoriented driver near Navaho Street and Strawberry Glen Road. A witness said a red Ford truck struck an Idaho Power transformer box and then drive off toward Riverside Drive, said Garden City Police Sgt. Abe Blount.

    The truck stopped in the front lawn of a residence in the 9300 block of Riverside Drive and the the driver, a 53-year-old Garden City man, was suffering from a medical ailment. He was transported to St. Alphonsus Hospital for treatment and then was released last night.

    Damages were estimated between $8,000 and $10,000, said Blount, and the case remains under investigation. No citations will likely be issued.

    In the world of the NFL, the landscape is constantly changing. Head coaches are treated like a revolving door while myriad players wind up in new homes at the end of every offseason.

    This year is no different with the regular season finally coming to an abrupt end on Sunday. Coaches are already left looking for new homes and teams have to decide what they will do with current superstars on the roster in the coming months.

    With Black Monday in the NFL already underway, here's a look at the most notable rumors around the league.

    Jim Harbaugh

    All Jim Harbaugh did during his tenure with the San Francisco 49ers is lead the team to two NFC titles, three playoff appearances and an NFC Championship during his four years.

    In return, the two sides decided to mutually part ways after his lone non-winning season, per the 49ers' official release.

    With Bleacher Report's Jason Colereporting that Harbaugh has already been linked to the Michigan head coaching job, the Oakland Raiders haven't stopped their efforts to land him. According to Alex Marvezof Fox Sports,Oakland still made a strong push for his services:

    A source tells FOX Sports that the Raiders were truly in the mix to sign Harbaugh as their new head coach. Harbaugh, though, ultimately chose to return to the college ranks as the new head coach at the University of Michigan. That deal could be officially announced as early as today.

    Daniel Libeskind Unveils Renderings for New Lithuania Ski Center

    Daniel Libeskind, AIA, founder and principal of Studio Daniel Libeskind, and the City of Vilnius, Lithuania, have revealed renderings for the Vilnius Beacon ski center. The complex is sited at Liepkalnis Ski Hill, which is the highest point in southeast Lithuania and is conveniently located between the citys historical center and airport. It will provide a wide range of activities through all seasons and offer a program of recreational and cultural entertainment for all ages.

    The proposed site plan features a circular plaza at its center with a large open arena and sports center. The two main buildings, housing ticketing and retail outlets, are located at the sites perimeter and are connected by winding canopies. The ski centers main entrance is a three-story lodge with a curved exterior and a sloped roof, which extends the landscape and provides picturesque views. The lodge also has porches and is wrapped with windows capturing views of the city center and natural landscape.

    Construction on the site is set to begin in 2015 and it is expected to be complete in 2016.
