    Now, the question becomes: What kind of candidate and, possibly, president would Bush be?

    A good way to assess Bush today is to look back on his record as a two-term governor. A narrow defeat in a gubernatorial election in 1994 and eight years as Floridas chief executive have done much to shape his political philosophy.

    But the way Bush is viewed now does not always jibe with his record as governor.

    For example, criticism from Tea Party conservatives that Bush is too moderate is at odds with those who remember him as one of Floridas most conservative governors, cutting taxes for the wealthy, embracing anti-abortion and gun-rights legislation, privatizing state services, battling teachers unions and expanding school vouchers.

    He personally inserted himself into the Terri Schiavo right-to-die case. He was a bilingual governor with a Hispanic wife who drew controversy for ending affirmative action programs.

    Although he had a friendly Republican Legislature, he wasnt afraid to use his veto pen on pet projects and bills from lawmakers. He was tested in a crisis as a governor who had to face an unprecedented eight hurricanes in two years during his second term.

    Bush was a proud policy wonk, delving deeply into issues and programs. He brought in national policy makers, leaders and writers to address his staff. He introduced Floridas first e-budget. His official portrait has his Blackberry within his reach.

    Former state Sen. Dan Gelber, a Democratic legislative leader during Bushs tenure, said he and the conservative Republican governor were diametrically opposed on most of the major issues facing Florida, including education policy, abortion rights and tax cuts. Gelber said while Bush did not necessarily seek a challenge, he seemed to enjoy a lively exchange on his proposals.

    I liked the give and take, Gelber said. I think he felt you wanted to test and challenge ideas.

    Some homeowners dodge transient room taxes

    Whether a hotel room or an extra bedroom in a house, proprietors must pay taxes. But a website lists several locations in the region that arent in compliance with paying taxes, which could lead to problems for renters and guests.

    Airbnb.com is a website where people can post extra rooms, homes or other spaces for travelers to view and book a stay. At present, there are two postings in Bowling Green and one each in Alvaton, Smiths Grove, Scottsville and Franklin.

    Although Airbnb encourages hosts to research any taxes, permits or regulations that may apply, a nationwide issue with Airbnb is that hosts try to dodge such taxes, permits and regulations, saidVicki Fitch, executive director of the Bowling Green Area Convention & Visitors Bureau.

    Beginning June 1, 2005, a new section of Kentucky Revised Statutes Chapter 142 created a transient room tax a lodging tax at the rate of 1 percent of the rent on every occupancy of any suite, room, rooms or cabins charged by all persons, companies, corporations, groups or organizations doing business as motor courts, motels, hotels, inns, tourist camps or like or similar accommodations businesses (excluding campgrounds).

    The tax revenue goes into theTourism, Meeting and Convention Marketing Fund administered by the Commerce Cabinet, and its used for marketing and promoting Kentucky tourism.The transient room tax is assessed in addition to the 6 percent sales tax and any locally imposed room tax.

    Fitch said hosts who dont pay taxes knowingly or unknowingly are hurting Kentucky.

    The state is always in need of money, and this looks like a situation where they could get some, Fitch said. State sales tax is missing out on what looks like quite a bit of money.

    Airbnb operates in 34,000 cities in 192 countries and has 1 million listings and 25 million guests, according to its website.

    The way (Airbnb) is set up, theres nothing that gets you signed up with the city of Bowling Green. Theres nothing that gets you signed up to pay transient room taxes to the city or the state, Fitch said. This is not good for our state because were missing out on tourism with the structure in place.

    When the visitors bureau learns that someone is renting a space and not paying taxes, the host is usually cooperative, Fitch said. Most of the time they realize the advantage of being part of the CVB system because we promote our lodging, Fitch said.

    Washington County: Group sees room for growth at fair's site

    The organization that runs the Washington County Fair is focusing on far more than sheep and rabbits and cows and quilts.

    The Washington County Agricultural Society is trying to lure the Taste of Minnesota and is discussing plans for a park-and-ride and a new access point off Manning Avenue.

    It also recently added 23 acres to its 89-acre property in Baytown Township.

    "We're going to keep our tradition, but we've opened the fairgrounds up to a lot of new things," said Dan Dolan, president of the agricultural society.

    One of the biggest new things could be Taste of Minnesota 2015.

    Ag society officials will be at the Baytown Township board meeting Jan. 5 to discuss the possibility. The summer festival, held for the past few years at Harriet Island in St. Paul, was forced to move to the Carver County Fairgrounds in Waconia last year because of Mississippi River flooding.

    "They came to us last year, but Washington County couldn't respond quick enough," Dolan said. "We're hoping to get it this year. We have a denser population to draw from."

    Taste of Minnesota organizer Linda Maddox said the festival still is exploring venue options for 2015 and hopes to make a final decision within the next few weeks.

    The 275-space park-and-ride would be run by Metro Transit, which would like to start a weekday, rush-hour express bus route in the Minnesota 36 corridor to serve eastern Washington County's growing population and traffic from the new St. Croix River bridge. The route would run to downtown Minneapolis.

    The area currently is served by an express route between downtown St. Paul and the St. Croix Valley Recreational Center in Stillwater, where there are 100 park-and-ride spots.
