K-9 unit gives demonstration at school
La Habra police Cpl. Nick Baclit, Officer Amsony Mondragon and canine Prinz recently conducted a K-9 unit demonstration for students at Meadow Green Elementary School.
The demonstration was requested by La Habra resident Amy Hoffman, who is a longtime supporter of the La Habra Police Department canine program and whose son is a student at the school.
After the demonstration, Baclit, Mondragon and Prinz posed for pictures with several Meadow Green students, and, understandably, Prinz was the star of the show.
For more information about the LHPD canine program or to learn how you can lend your support, contact the Police Department at 562-383-4300.
The countys Public Works Department will soon begin a project to repave a short stretch of North Palm Street between Brookdale Avenue and Madonna Lane.
This portion of North Palm Street is in an unincorporated county island.
Expected to last about 30 working days (depending on the weather), the project is scheduled to begin Monday. The project includes removal of the existing pavement, raising the street grade, installation of curb/gutter/sidewalks and street paving.
To learn more about the project, contact the county agency during normal business hours on weekdays at 714-667-8800.
It is with sadness and a heavy heart that I report the recent passing of three people who were part of the extended La Habra Family.

Lawrence city government news Have a story idea? Contact Journal-World reporter Chad Lawhorn:
Lawrence officials have shed more light on how they have evaluated whether taxpayers got a good deal on about $11 million worth of infrastructure work at Rock Chalk Park that did not go through the citys normal bid process.
The new report paints a mixed picture, with some costs coming in below similar work elsewhere in the city that was bid, and other costs at Rock Chalk Park significantly higher. But Chuck Soules, the citys director of public works, said the numbers give him confidence the city was charged a fair price for the work.
The costs for infrastructure at Rock Chalk Park are generally found to be in line with other projects bid by the city, Soules wrote in the report, which looked at items like the cost of concrete, waterlines, sewer lines, light poles and other such items.
The report comes as city commissioners have opened the door to hiring an outside auditor to examine the costs of the infrastructure work, which was built by a firm led by Lawrence businessman Thomas Fritzel, who is the key private partner in the public-private partnership that built Rock Chalk Park.
The new report provides a glimpse at the difficulty an auditor might have in comparing costs for the project and others that were bid. The report calculated that the cost to build roads at Rock Chalk Park was about $151 per lane mile. It then compared that to the costs to build roads at VenturePark, the new industrial park on the east edge of Lawrence. That construction, which was similar in nature and was bid through the citys normal process, cost $160 per lane mile.
But upon closer review, Soules said the VenturePark figures include work to install storm sewers and also includes the contractors costs to mobilize equipment on the job site. The Rock Chalk Park project does not have those costs included. It wasnt clear what the comparable VenturePark number would be if the storm sewer and mobilization costs were removed from the total.
Soules department was responsible for reviewing many of the costs at Rock Chalk. He said his department sought to ensure that the city was getting a fair price based on what his engineers know about bid prices that are coming in for projects throughout the city. But he said the process is an inexact science because no two projects are exactly alike.
It is not meant to be apples to apples, Soules said. It is meant to give you a ballpark feel.
Heres a look at several of the figures included in the report:

Ho-Ho-Kus voters rejected a referendum seeking $2.17 million in bonding to upgrade the track and field on Lloyd Road during a special school district election on Dec. 9. Voters cast 930 "no" votes to 355 "yes" votes.
Ho-Ho-Kus residents largely rejected a referendum seeking $2.17 million in bonding to upgrade the track and field on Lloyd Road during a special school district election on Dec. 9.
Just 355 residents voted to fund the project with 930 casting "no" votes. The district intended to replace its grass field and cinder track with a synthetic turf field containing organic infill - not crumb rubber, which has been widely debated due to health concerns - and an all-weather track. Officials have said the track and field are both in disrepair and "hazardous," as well as being difficult and expensive to maintain.
"The Ho-Ho-Kus Board of Education and administration wish to thank Ho-Ho-Kus residents for expressing their thoughts through the ballot box," a statement from the district said. "While we did not receive enough yes-votes to proceed with the field and track project, we do appreciate all those who supported the process of researching the possibility of a new field."
The board had been discussing the potential project for over a year before deciding to put the issue to a vote. While many residents felt the price tag for a new facility was too hefty, the board did receive debt service aid to cover approximately 40 percent of the synthetic turf field portion of the project, amounting to around $700,000 from the New Jersey Department of Education.
Still, it appears that the tax increase of $118 per the average-assessed home in the borough over a 10-year bond was a factor for many casting their vote, as expressed by residents at meetings and in letters to the editor. Other issues heavily debated throughout the process included the safety and aesthetics of a turf field.
Many wondered why the board didn't choose to address just the track, which is of particular concern for safety reasons according to school officials, and leave the grass field. But the board said the grass would need to be addressed and replaced either way during construction and they felt putting grass or sod in the infield would be "throwing good money after bad," since the field cannot be properly maintained due to excessive use. The school district owns the only two fields in the borough - North Field and the Lloyd Road field. Lloyd is used daily during physical education classes, for school sports and for the borough's Recreation Department sports.
"We are unable to sustain a grass field because of the near constant use of the field, which results in a surface that is comprised of hard, compacted dirt and thin, patchy grass areas soiled by goose droppings," Board President Colleen Federer said in a letter to residents before the referendum. "We would all like to have 'Yankee Stadium' grass on our field. That is not realistic. Our school field could never be regularly and extensively rested, generously and daily watered, and fertilized and chemically treated, all of which are required to achieve a lush grass athletic field surface. It would be imprudent to install a sod field knowing that we would be unable to protect that investment."

Neeko and Cezar 1-year-old German Shepherds with the Ross Police Department bounded over walls, through windows and up steps.
Their handlers shouted commands, in Dutch for Neeko, German for Cezar.
Los, Officer Don Sypolt said, and Neeko dropped his toy from his mouth. The dogs are trained in different languages so they don't confuse commands when working together.
Neeko and Cezar are new to the job, and last week Sypolt and Officer Pete Chuberko, who works with Cezar, guided the dogs through an agility course to familiarize them with what they'll encounter on the job.
The nine-obstacle course is the only one like it in the North Hills, said Sgt. Matt Grubb, head of the Ross K9 unit. And while the Ross department likely would have spent $3,000 to build the course, he said, Thomas Zegar, whose father is a Ross officer, did it for no charge.
It was his Eagle Scout project.
I know with my projects, K-9s will be trained to do what they are supposed to do and be able to help anyone in need, said Thomas, 17, of Hampton.
Eagle Scout projects in Western Pennsylvania help communities, churches, schools, state parks and police departments. The projects have honored veterans, raised money for local food banks, cleaned up rivers and sent soccer equipment to Uganda.
The Laurel Highlands Council of the Boy Scouts of America honored 444 Eagle Scouts this year, the largest number of scouts to attain the organization's highest rank in a single year.
Those Scouts completed projects that took a combined 90,000 hours of work and cost nearly $2.6 million, said Brian Tedeschi, the council's vice president of membership and marketing. Those projects built bridges and benches, fixed gazebos and gardens and put up fences and flagpoles that communities and organizations could never afford.
