    Landowner tracked down for tree removal

    ONTARIOOntario Police Departments code enforcement officers have removed the leaning tree at the intersection of Southwest Fourth Avenue and Dorian Way.

    The tree, which was deemed a hazard by the department, has been removed despite confusion as to who was responsible for the tree.

    New Alexandria tree cutter accused of theft, fraud in work scam

    A New Alexandria tree trimmer, who appeared for a hearing Friday for allegedly scamming an elderly Hempfield couple out of $1,800, left in handcuffs after Westmoreland County detectives charged him in connection with five other theft cases involving home-improvement fraud.

    Eugene C. Askey, 39, was arraigned before Jeannette District Judge Joseph DeMarchis on multiple charges of theft by deception, deceptive business practices and violations of the home-improvement consumer protection act.

    He was jailed when he failed to post a $25,000 cash bond on the five new cases filed by Detective Randy Gardner.

    It's a shame, but all of these victims are elderly. Once we began investigating this, we continued hearing from more people who were victims, said Detective Thomas Horan, who filed the original complaint.

    Askey appeared for a scheduled hearing on the original case before Hempfield District Judge Mark Mansour. Askey, who is accused of taking $1,800 in June for tree removal work that never was never done on a couple's property on Route 136, waived his right to a preliminary hearing.

    Afterward, Gardner arrested Askey on nearly identical complaints involving an alleged scam in Penn Township, two in Latrobe, one in Unity Township and one in Hempfield.

    Detectives said Askey collected about $14,000 between June and October for promised work that was never completed.

    We think there may be more victims out there who we haven't heard from, Horan said.

    In some cases, Askey would accept deposits for tree removal, but they were never removed. In other complaints, Gardner alleges that the victims would contract for stump removal, but Askey would only cover up the stumps with debris he left behind from the tree trimming.

    In another case, Askey removed two trees from a residence and returned a few days later to tell the consumer that 11 other trees needed to be removed because they were infested with ants, Gardner reported in an affidavit of probable cause.

    The Washington Post A Look At Early Immigrants Under Amnesty Program

    Walter Torrez and Tomas Villalta share some history. In the early 1980s, they both paid coyotes to hurry them across the desert and into the United States illegally. In the late 1980s, both became legal residents and eventually U.S. citizens after President Ronald Reagan signed the Immigration Reform and Control Act of 1986, the program often cited as the last mass effort to legalize undocumented aliens.

    But the two men went on to vastly different lives in the Washington region, illustrating the mixed results of the 1986 program for 2.7 million participants and the arguments it offers for both sides in the current immigration debate.

    President Obamas recent executive action temporarily shielding an estimated 4 million immigrants from deportation is not as dramatic as the permanent legal residency offered by the Reagan-era initiative. And comparisons are further complicated by the lack of research on the beneficiaries of the 1986 amnesty.

    Even so, the fates of Torrez and Villalta provide a glimpse at how differently the new protections could play out for those just now able to, in the presidents words, come out of the shadows.

    After getting his green card, Torrez, 46, went on to college, started a series of small businesses and now owns La Nueva 87.7 FM, a Spanish-language radio station broadcasting from Silver Spring. The Bolivian native lives a comfortable suburban life in Prince Georges County and is driving his seventh Mercedes-Benz. He credits becoming a legal citizen with setting him on the path to American success.

    Without it, maybe I would still be painting houses, said Torrez, taking a break from the morning radio show in which he regularly exhorts his largely immigrant audience to seize the opportunities available in their adopted country. Hes been a vocal advocate for legalizing todays undocumented residents and offers on-air advice to those navigating the immigration system.

    By contrast, Villalta remains on the lowest rungs of the regions economic ladder 26 years after getting his first residency card. Even unskilled work dried up after the Georgetown restaurant where hed washed dishes for 16 years closed in August. Villalta, 65, who became a U.S. citizen a year ago, recently found himself in a Home Depot parking lot, hustling for work with undocumented day laborers.

    The Salvadoran-born Villalta is proud of his new blue passport. He was thrilled last month to cast his first vote in the D.C. mayoral election (por Muriel!). He knows he is better off in Northwest Washington than in the poor mountain village in El Salvador where he was born. But he has begun to question the value of a legal right to work in a country where no one wants to give him a job.

    Now I see all the young guys getting work who dont have papers just because they are young, he said in Spanish. He has never learned more than a few workplace phrases of English.

    Fire breaks out at the American Museum of Natural History

    Several artifacts at the American Museum of Natural History suffered minor damage when a fire on the outside of the building sent smoke circulating inside, activating the emergency sprinkler system, officials said.

    The blaze started when maintenance workers were using a blow torch to repair an AC unit on the outside of the buildings first floor around 3:30 p.m.

    One of the units filters caught fire, sending clouds of thick, black smoke circulating into the hall of Northwest Coast Indians, the FDNY said.

    The pall activated the halls sprinkler system, which sent water raining down of priceless artifacts including several totem polls and other native American artifacts.

    [The smoke] was pretty thick. I couldnt see across the room, said FDNY Deputy Chief Joseph Schiralli.

    There was a lot of water that spilled into that area, so the damage was all water damage. Schiralli said three or four thousand people self evacuated from the Museum while firefighters went to work extinguishing the blaze.

    The extent of the damage to the waterlogged artifacts was not immediately clear but museum staff insisted the they would be open for business as usual on Saturday.

    We are very hopeful that the damage was minimal since the response was so quick and it was just smoke, said the museums senior vice president, Ann Canty. Were going to be assessing the extent of the damage.

    Sprinker system credited with containing kitchen fire

    A fire that started on the stove of a Walnut Grove townhouse on Thursday might have done far more damage than it did, if not for the presence of a working sprinkler system.

    Pat Walker, assistant fire chief with the Township of Langley said the blaze started after a pot used to sterilize rubber nipples for baby bottles was accidentally left heating on the stove when the family went out.

    "They left the house and thought they had turned (the burner) off, but it boiled dry," said Walker. Eventually the nipples caught fire and ignited plastic components inside the stove's hood.

    The flames had also melted a cabinet door and a plastic kettle on the counter before being doused.

    "It would have been a totally different scenario without the sprinkler," said Walker.

    Firefighters from halls 4, 6, and 8 responded to the blaze at the townhouse in the 8000 block of 209 Street just before 6:30 p.m. Finding no one home, crews broke a window to get inside, where they encountered heavy smoke.

    "It smoldered for a long time," said Walker.

    Although it is a tough time of year to be out of their home, Walker said the family will likely be able to return in a couple of weeks, once restoration work has been completed.
