GADONG, BRUNEI-MUARA: The Institute of Engineering and Technology (IET) organised a technical talk on Intelligent Outdoor Lighting Technology at the SEAMEO VOCTECH yesterday.
The talk was presented by Gabriel Chen, Systems & Services Specialist (Lighting) at Philips, in which he briefed on the need of intelligent outdoor lighting, lighting control propositions such as Standalone system (Dynadimmer), group control (AmpLight), individual control (SSRF), comparison and applications of these systems; and details of CityTouch Software (system features).
One of the interesting topics discussed was the CityTouch Software - a web-based ICT solution and a lighting management platform that links all the lighting assets in the city with a range of different programmes that can be used to manage and control lighting from one's desk at one touch.
Gabriel revealed that the CityTouch gives street lighting service companies detailed and real-time insight into the status of the lighting to enable them to respond quickly to the changing needs of the city - a seamless way to balance city ambiance with the challenges of sustainability and safety.
"The software offers advanced architecture of lighting management consisting of different elements including CityTouchLightPoint, an asset lighting management system, and CityTouchLightWave, a remote lighting management system," explained Gabriel.CityTouchLightPoint is a sophisticated tool for data and maintenance management which brings transparency over the assets and workflows.
The CityrouchLightWave, on the other hand, acts as the control centre for adjusting and monitoring the public lighting in the city, where it communicates with various assets of the lighting system via the public mobile communications network - simply, interactive and reliable.
Philips revealed that with the instinctive user interface, map-based visualisations, and simple charts and diagrams, CityTouchLightPoint gives user the visibility into every single asset in their lighting infrastructure, offering total clarity and maximum data security.
This level of transparency leads to important insights that can significantly improve lighting operations.
It also facilitates workflow-based maintenance, allowing user to conveniently and efficiently manage system faults.Gabriel shared that LightPoint asset management's main directions include the lighting data management which enables increased transparency in maintenance operations, comprehensive and deep insights in all lighting assets and improving user's decision-making process by having control over their lighting data; as well as the lighting maintenance management, which enables predictive maintenance and reactive failure handling, accelerated planning and replacement activities, thus improving user's operational performance and reducing costs by continuous monitoring, documentation and reporting of their lighting data.
"Whereas CityTouchLight Wave gives users the power to make the lighting. in their cities dynamic, intelligent and totally flexible being a remote lighting management system that connects light points and cabinets with advanced lighting management applications," marked Gabriel Chen.

The Dade County Board of Commissioners held its final meeting of the year last Thursday, Dec. 4, at the Dade County Administrative Building.
The Commission held a work session before the regular meeting where they heard a proposal from Rob Staples of MUSCO Outdoor Lighting for concrete base and electrical work for future lighting of the soccer fields and the new baseball field at the Dade County Recreation Complex.
Staples explained to the Commissioners that the latest technology is used on lighting now and the savings as well as quality of light has improved tremendously over the past few years.
GED Program Coordinator Rhonda GoreDennis addressed the Commission on the need for transportation for GED Students. We have a lot of outstanding students but many of them have a hard time getting to class due to where they live, Dennis said.
She stated that other counties support the GED program in various ways including vouchers for public transportation for students. She pointed out that Dade County provides no support for the program but urged Commissioners to look at ways to support it primarily through transportation. Currently the program has 20 students, all from Dade County.
David Dunn with the Public Defenders Office presented his proposed budget for the upcoming year and brought the Commissioners up to date on how his office operates, case loads, etc. Dunn also pointed out he had been fortunate in being able to keep employees for long periods of time which makes them much more efficient.
Paula Duvall discussed with Commissioners the bids received for providing the Personal Property Audit that the State of Georgia is requiring the county to do. She recommended going with the low bidder as all those who had bid were checked out and all got good recommendations.
Several resolutions were discussed and the financial report was given by Don Townsend before the work session ended.
After a short break the regular meeting of the Dade County Board of Commissioners was called to order by County Executive Ted Rumley.
During the Commissioners reports Commissioner Mitchell Smith thanked his fellow citizens for their support during his first term and their vote of support for a second term on the Commission. He also reported that the 911 Center handled 1,945 calls during November.

DENVER As long ago as 1907, when merchants put green and red bulbs in street lights along 16th Street, Denver has been known for outdoor holiday flair.
But in 1914 when D. D. Sturgeonfounder of Sturgeon Electricwanted to give his ill son some Christmas joy, he wrapped his pine trees with electric bulbs, which were dipped in red and green paint.
For many historians who keep track of such things, they refute the idea that New York City may have had outdoor lighting before Denver.
If they had lights before 1907, then maybe they were first, said Dr. Tom Noel (Noel get it) aka Dr. Colorado. But from all we have found lights first went outside in Denver.
The neighborhood around the old Sturgeon homestead on West 34th Avenue continues to hold the tradition near and dear, and as was the case 100 years ago, many in metro Denver seem to go Chevy Chase when putting up displays for the holidays.
And remember, dont take your lights down until after the Stock Show, as we like to keep em up til the cowboys ride into the sunset!

Techniques now used to reconstruct 3D models based on multiple photos of a building, object or scene can also be leveraged to automatically estimate illumination conditions depicted in a collection of photographs, scientists at Disney Research and Universit Laval report.
Everyone knows that objects can look markedly different depending on lighting conditions, the physical characteristics of the objects and the angle at which they are viewed. That makes it difficult for photo editors to insert 3D objects into imagery and make them appear as if they are reflecting light or casting shadows naturally. But knowledge of the lighting conditions in an image could greatly simplify such efforts, according to Iain Matthews, principal research scientist at Disney Research in Pittsburgh.
Matthews and Jean-Franois Lalonde, an assistant professor of electrical and computer engineering at Universit Laval, found that structure-from-motion (SfM) algorithms, which are now widely used to create 3D models based on multiple photographs, could be a key to estimating those illumination conditions. They first used SfM techniques to create 3D models based on collections of photos that all focused on the same landmark; they then used an inverse rendering approach they developed to recover the lighting conditions for each of the photos.
They will present their findings at the International Conference on 3-D Vision, Dec. 8-11, in Tokyo.
Lalonde noted that the knowledge of lighting conditions gleaned from this method not only would permit editors to realistically insert objects into one of the photos in a collection but, almost magically, all of the photos.
"If one adds a virtual statue in front of a building in one of the photographs from the collection, the same statue can now be inserted in all the other photos with the correct illumination for each image," he said.
To develop the lighting estimation technique, Lalonde and Matthews used a novel database that included collections of photos of 22 different landmarks for which the actual conditions - brightness, position of the sun, sky conditions - were recorded for each photo. Knowledge of the actual conditions provided a check on their ability to estimate those conditions.

They dont have wings and they dont wave wands, but the volunteers with Fairy Godmother Project are no less magical to the families they assist at a time when help is most needed.
The mission of Fairy Godmother Project is to ease the burden of everyday life for local families who have a child in treatment for a form of pediatric cancer by providing things like cooked meals, house cleaning, lawn care, gas cards, grocery cards or a much-needed parent or family night out.
Imagine what those things would mean to you if you were traveling every day to a treatment center hours from home because there is no local pediatric oncology treatment facility here, said Vicki Quade Hoffman, chapter coordinator of the Southern Maryland Fairy Godmother Project. Parents are missing work and struggling to raise their other children as normally as possible while watching a child fight for their life. We provide day to day support that allows them to better focus on their family.
Hoffman became involved with Fairy Godmother Project through its executive director and her friend, Andrea McConnell, who cofounded the organization in her Virginia community.
I knew it was something I wanted to bring to Southern Maryland, said Hoffman, full-time mom and former teacher.
Using social media to spread the word, a general interest meeting was held in March 2013 and just two months later, the groups initial fundraiser raised over $5,000, enabling them to begin supporting their first family. Embraced by the local community, they went on to raise more than $18,000 and were quickly supporting four families.
It was October 2013 when we were devastated by the loss of our first godchild to this awful disease, Hoffman said. Were still serving the other three families.

CLUBS and groups using Warrnambools recreation reserves could face increased fees as the city council looks to recoup more of the $635,000 it spends annually on maintenance and management.
An audit of council expenditure has revealed recreation reserve user fees offset the cost by about 10 per cent, which is below the industry benchmark of 15 per cent.

About 45 representatives of 30 user groups met last night at the Lighthouse Theatre where councils recreation and culture manager Russell Lineham aired the possible increase.
The contentious issue will be bounced around by user groups before feedback goes back to council to be incorporated into decisions on its next annual budget.
Two options here are either the clubs take more responsibility for certain things or the council increases fees, Mr Lineham said earlier.
We think theres room for negotiation. In the 2013-14 financial year council spent $635,000 on sports ground maintenance and received $68,000 from income which represents a return of just over 10 per cent.
Across all reserves under council control the average expenditure on each is $42,000 while the average return is $4900.
