    Electricity companies given power to charge over tree removal

    Electricity companies have been given the power to remove or cut trees on private land and charge the owners for it, if the company decides the trees may be a bushfire risk.

    Network providers can take the steps if a property owner fails to remove a tree the company has told them to chop.

    The move comes as the state government has been forced to review controversial new laws allowing landowners to remove any tree within 10 metres of their homes, if they are near bushfire-prone land.

    Those laws have been criticised as being an overly blunt instrument that has allowed the clearing of trees in coastal areas to improve water views.

    The latest law, also in the name of bushfire risk mitigation, would give electricity companies the power to override environmental protection, threatened species or national parks laws.

    Power companies will not need permission to enter private land on a particular day, and they will not be liable for any additional damage done to the property while acting under this power.

    The definition of bushfire-prone land is the same as under the previous new tree clearing rules: fire risk maps approved by the Rural Fire Service. These maps mostly describe areas that are indisputably bushfire-prone, but have been criticised for quirks that include some coastal areas that have never burned, such as parts of Mosman and beachside Gerroa.

    Under the new laws, passed with the help of the Opposition last week, electricity companies can now identify trees they decide could make the network operators electricity works become a potential cause of bushfire. They then direct the landowner as to the works required, and give them 30 days to perform it to the companys specifications.

    Newcomer adds glass works to local art scene

    Newcomer to Bismarck, Charles Van Zee, has merged his education experience and passion for glass art into an opportunity for local North Dakotans.

    Originally from Seattle, Van Zee has been creating glass art since 2007 after taking two weekend seminars at the Pratt School of Design.

    Van Zee was exposed to a similar art from an early age by his mother, who owned a ceramics studio.

    He uses the same method of using a kiln to make glass art that his mother used for her art.

    Ive always wanted to work with glass, and I grew up around kilns, so it was natural to me, Van Zee said.

    After spending the early years experimenting with different artistic styles, Van Zee developed his own.

    His work replicates nature with geometric patterns and various texturizing techniques.

    Most of his nature-inspired works come from the landscape of Washington, but, since moving to North Dakota, he has fashioned one piece that replicates the rolling plains and another piece that resembles tangled underbrush.

    Its 50 percent artistic and its 50 percent technical, Van Zee said. Depending on how you program your kiln, the glass can have different texturizing.

    His traditional pieces include sun catchers and bowls, which are on display at Impact Gallery on Broadway Avenue.

    Future of Three Mile irrigation system sparks controversy

    LONE ROCK - Back in the late 1970s, nearly everyone thought it was a good idea to get irrigation water out of leaky ditches and into gravity fed pipelines on farmlands in the vicinity of Lone Rock School.

    To do that, the Bitter Root Irrigation District and irrigators in the Three Mile Area came together to get the financing to build a gravity fed sprinkler system that would both conserve water and cut down on the amount of silt running into the Lee Metcalf National Wildlife Refuge.

    For 30 years, irrigators on the system have paid $16 extra an acre to pay off their $1.18 million share of the $3 million system.

    Through those same three decades, BRID has taken care of all the maintenance and operations of the system.

    Unfortunately, the forward-thinking crew that put the deal together 30 years ago didnt make it perfectly clear what should happen when the bond was paid.

    That lack of foresight is now setting the stage for a fight between some of the nearly 400 irrigators on the Three Mile Gravity System and the Bitter Root Irrigation District (BRID) that already has lawyers talking back and forth.

    The trouble began to brew after BRIDs board of directors let irrigators on the system know that it believed once the system was paid for, it would become a private system belonging to the water users.

    If the water users wanted BRID to continue maintaining and operating the system, they would need to form a subdistrict. Once that district was formed, irrigators on the system would be required to pay an additional $10 an acre for the first two years to cover BRIDs expenses.

    To form a district, 60 percent of the users have to sign a petition that BRID is currently circulating. The petitioners have to own 60 percent of the impacted lands.

    BRID officials contend that if the water users opt not to form a subdistrict, then once the system is paid for, it will become their responsibility to operate and maintain. The irrigation district will only be responsible for delivering water to each inlet structure.

    Residents in Bristol urged to check sheds and garages for missing woman

    PEOPLE in the Bishopworth area of Bristol are being urged to check their garden sheds and outhouses for a missing woman.

    Police say concern is growing for missing 60-year-old Alison Gardiner who was last seen on Saturday morning.

    A spokesman for Avon and Somerset police said: As Alison faces her second night away from home, we are urging people to check garden sheds, outbuildings and garages.

    We believe she may be sheltering in an outhouse building in the Bishopsworth or the surrounding area and would urge people to check outside buildings and sheds before it gets dark.

    Alison was last seen in the Eastridge Drive area at about 9am on Saturday.

    She is white, about 5ft 6ins tall of large build. She has short dark brown hair and wears glasses. When she went missing she was wearing a beige coloured coat with fur trim and indigo (blue/purple) coloured jeans and black shoes.

    Concern is growing for Alison because she has not taken medication she requires since Friday.

    She has not been well recently and may appear a little withdrawn or depressed.

    The spokesman added: We believe because she is walking she may still be in the Bishopsworth area and are urging people in that area to check sheds, garden outbuildings and garages.

    North Wales Police warn Conwy and Denbighshire residents to secure their sheds this winter

    POLICE have issued a warning for North Wales residents to secure their sheds ahead of winter.

    As people pack away their garden furniture and equipment for another year, officers in Conwy and Denbighshire rural are urging residents to ensure their sheds are secure and not as risk of potential thefts.

    District Inspector Gareth Jones, of North Wales Police, said: Generally people will use their garden sheds to store a range of items including lawn mowers, strimmers, tools and sometime bikes - goods which collectively are worth a considerable amount of money.

    Check the buildings regularly and remember to security mark all valuable items. Should you become a victim of burglary it will be harder for the offender to pass or sell on your goods if they are security marked so you will stand a better chance of being re-united with your property.

    While the need to tend gardens generally decreases as winter approaches, the changes in season can often make no difference to the opportunist thief who will look to steal anything of value particularly items that are easily portable.

    Id encourage anyone who sees any suspicious activity in the area to please contact police immediately on 101, added DI Jones.

    Cancer Center remodel doubles patient accommodations

    When the first sketch of the upcoming addition to Great Bends Heartland Cancer Center (HCC) was finalized, it seemed to represent enough room to accommodate all patient and family needs. But things are not always as they seem. The leaders of HCC soon discovered the original estimate should be doubled. So, the plans have grown from 5,000 to 10,000 square feet to accommodate patients, families and additional services. We started looking even more closely at the architectural drawings and realized that patient comfort would still be lacking, HCC Director Becky Troyer said. And patient comfort is a priority. In addition, once the project is completed next fall, new and expanded services will be available. For example, Troyer noted, the chaplaincy offerings will grow, and a dietitian and social worker will be added to the staff. A larger conference room also is included in the plans to accommodate expanded interactive televideo (ITV) programming. We understand that patients sometimes want a chaplain for spiritual guidance, and dietary services are crucial because many patients have nutritional deficiencies that affect their overall health, Troyer explained. And in some cases, a social worker can guide families to a number of community resources. The large conference room will be important to our connection with the Midwest Cancer Alliance (MCA), she continued. Its ITV capabilities will help us expand our MCA clinical trials and presentations, and the conference room will provide ample space for support groups and medical continuing education. MCA is the outreach arm of The University of Kansas Cancer Center. Coonrod & Associates Construction Co., Wichita, will begin work soon; it will take about a year to complete the project. This firm will be seeking bids from local subcontractors for a variety of services, including electrical and plumbing, Troyer noted. We also will be looking to local companies for furniture and other dcor needs. The changes will be dramatic.
