The prospect of new commercial construction looks pretty dim in the Albuquerque metro areas office and industrial real estate markets, which continue to sputter along in step with the stagnant local economy, according a panel of local experts at a NAIOP luncheon on Monday.
For that to change, Debbie Harms of NAI Maestas & Ward said, Something is going to have to happen.
Harms was one of three speakers at the annual analysis of office and industrial property by the New Mexico chapter of the Society of Industrial and Office Realtors. Their update sounded a lot like the one the society gave last year at the commercial real estate development associations November luncheon.
After three straight quarters of improvement, the local industrial market is showing increased stability with fewer tenants downsizing and closing, said panel moderator Dan Newman of CBRE.
The theme in the industrial market, where the biggest parts of the building inventory are warehouses and distribution centers, is that finding modern space larger than 10,000 square feet is becoming harder, said panelist Erick Johnson of Johnson Commercial.
The average asking lease rate for a warehouse is $5.88 a square feet, roughly where its been for four straight years. The average asking rate is too low to cover the cost of building a new warehouse, Johnson said. The rate will have to increase 25 percent to 30 percent before new construction is justified, he said.
At a 22 percent vacancy rate, Albuquerques office market is clearly in the doldrums, Harms said. In a typical pre-recession year, about 700,000 square feet of office space would be leased annually, she said. That threshold has been reached only twice in the past six years.
There is activity in the office market, but Harms described it as companies that are already here trading spaces. As with the industrial market, demand for office space is focused on well-maintained buildings with modern amenities at good locations, she said.
The societys market update is an annual event at NAIOP. Membership in the society is based largely on experience and performance, rather than completion of an education curriculum. There are only 21 members in New Mexico.

Berkeleys precious historic fabric is eroding before our eyes, and the City is doing nothing about it.
Designated landmarks, legally protected by the Landmarks Preservation Ordinance, are routinely mutilated with no official scrutiny or counter-measures.
Take the case of the John Woolley House at 2509 Haste Street. Built in 1876, this Italianate-style Victorian is the second oldest structure on the Southside and a City of Berkeley Landmark.
After many years of neglect, the Woolley House found guardian angels in John Gordon and Janis Mitchell, whose plan to preserve and relocate it to their lot at Dwight Way and Regent Street was approved by the City. Acquired from Ken Sarachan, the Woolley House is to be moved this Saturday and will join the landmark Blood House, which was moved from 2526 Durant Avenue in mid-August.
John Gordon, of Gordon Commercial Real Estate Services, is known for having rescued many historic structures in Berkeley. He spent over seven years waiting for the Woolley House and hired architectural firm Siegel & Strain to document it. Preservation architect Burton Edwards created the plans for restoring the two houses at the new site, and Kaufman Construction, experienced in rehabbing old structures, is the general contractor.
Gordon is away until December 1; his supervisor tells us that the firm took care to save all the trim from the Woolley House. Nevertheless, nobody was on site to observe when Sarachans crew dismantled the large west-facing bay windowan important character-defining featureand discarded the materials on the ground as trash.
Its not clear whether Gordon or his consultants ever photographed the Woolley House or made detailed drawings that would enable them to replicate the lost window. When the Blood House was delivered without its roof, Gordon confessed to not having any drawings of the discarded roof.
Meanwhile, contractor Marty Kaufman determined that the tiny Bonnet Box shop building at 2506 Dwight Way could not be moved whole to its intended new location behind the Blood House. It is not clear whether the City was alerted before Kaufmans crew dismantled the Bonnet Box, saving only the siding. When reconstructed, this 111-year-old (or older) structure will be brand new. If all goes well, it will wear an old coat, but I wouldnt place any bets on this happening.
The City of Berkeley has a lengthy and costly permit process. On paper, at least, it requires projects involving historic properties to apply the Secretary of the Interiors Standards for the treatment of such properties.
The Secretarys second standard states: The historic character of a property will be retained and preserved. The replacement of intact or repairable historic materials or alteration of features, spaces, and spatial relationships that characterize a property will be avoided.

The affluent and cosmopolitan neighbourhood of South Delhi - Chittaranjan Park, Kalkaji DDA flats and Alaknanda - might soon be upgraded in social and physical infrastructure with a better planning process.
In order to upgrade urban environment and social infrastructure based on policy of urban renewal, the Delhi Urban Art Commission (DUAC) has conducted a detailed study of ward 190, which includes the three areas, and found the need for bridging the disconnect between the Zonal Plan and Local Area Plan.
Ward 190 is surrounded by a mixed urban fabric such as Kalkaji, Greater Kailash and Nehru Place; unplanned areas such as Govindpuri; and green areas like Jahapanah forest. The land use as per the Master Plan 2021 is residential.
In its site-specific ward design study, the commission has found that the major issues faced by the residents of the ward relate to transportation, parking, urban design, parks, stormwater and solid-waste management under the Local Area Plan.
The study analysed each of these issues and made recommendations for urban renewal of the area.
The ward, the DUAC said, lacks healthcare facilities and AIIMS is the nearest hospital. There is lack of basic amenities like drinking water and public toilets.
Lack of lane division for motorised and non-motorised vehicles and inadequate footpaths were noticed in the ward.
Absence of facilities for the differently-abled and senior citizens, no dedicated lanes for cyclists and pedestrians, no signage and streetlights, and grating at the base of trees were some negatives. Absence of organised hoardings and dirty back lanes of the houses and absence of dustbins at regular intervals were some of the issues taken up in the study.
The DUAC also found the Right of Way (ROW) designated in the Master Plan not available on site and was either encroached upon due to vehicular parking, by street hawkers or by rampant construction leading to traffic congestion during peak hours.
The DUAC recommended clearing of all encroachments, proper lanes for motorised and non-motorised vehicles, well-designed footpaths keeping in mind the needs of the disabled and the elderly, a dedicated lane for cyclists, proper signage, and segregated waste bins at regular intervals.

The Tar River Legacy Plan and improvements to Greenvilles Town Common are on the agenda for discussion at tonights City Council meeting.
The meeting will be held at 6 p.m. in council chambers on the third floor of City Hall.
In December 2013, the City Council approved a $184,000 proposal from a consultant team to study the seven-mile stretch of the river within city limits. The goal of the plan, according to staff, was to address enhanced recreational use of the river, ecotourism and associated economic development in an environmentally sustainable manner. The plan has been completed and includes a vision and strategies to enhance the rivers potential as a local amenity and regional attraction. The council will discuss the plan at tonights meeting.
Also tonight, the council will discuss recommendations for improvements to the Town Common.
The citys 2014-15 budget includes $150,000 for improvements. Staff assembled a series of possible projects for the funds, and the council requested that the Recreation and Parks Commission weigh in on the suggestions.
At its Oct. 8 meeting, the Recreation and Parks Commission ranked its preferred projects. The eight highest, in order, were a walkway from the parking lot to the amphitheater, ornamental benches, a floating fishing pier, vinyl-coated picnic tables, dumpster relocation with pad and PVC screening, recycling bin/trash can combination, water fountains with a pet fountain and decorative park entrances.
The commission voted to direct staff to adjust quantities of ranked items so all eight could be completed within a $150,000 budget.
The council will consider those suggestions and could vote on them tonight.
