    With decks cleared for assembly polls in the state, Delhi Bharatiya Janata Party (BJP) president Satish Upadhyay on Wednesday asked Aam Aadmi Party (AAP) chief Arvind Kejriwal to identify the seven good deeds that his government had achieved during its 49 days in office.

    Upadhyay maintained that Kejriwal had done nothing of note during his 49 days in office except staging protests, speaking lies, posting wrong tweets, climbing on the secretariat wall and cheating the people.

    "He used to talk about providing 700 liters of water, but the poor don't have water connections inside their huts. He also talked about reducing electricity bills, but he gave subsidies after taking money from the plan head, that too not permanently, and even if it was permanent, then why did he run away," he said.

    Upadhyay further said that it is the Municipal Corporation of Delhi (MCD) which came up with various pro-people schemes, and added that Kejriwal did nothing except talking.

    With the Union Cabinet recommended the dissolution of the Delhi Assembly and setting the stage for fresh elections in the days to come, the political parties have begun finalizing their poll campaign strategy to grab power here.

    The BJP, which was single largest party in the last polls here, is pinning its hope on Prime Minister Narendra Modi who will be their star campaigner in the forthcoming polls.

    President's rule was imposed in Delhi since February after Kejriwal-led AAP government stepped down after remaining in power for 49 days. (ANI)

    Manville Public Library to hold mold remediation workshop, Nov. 8

    The first of two free mold-remediation workshops will be offered this Saturday, Nov. 8, from 10 a.m. to noon at the Manville Public Library on South 10th Avenue.

    Pre-registration is preferred, though walk-ins will be accepted. To register contact Medical Reserve Corps (MRC) Coordinator Eileen Allen, RN, at the Somerset County Health Department at 908-203-6069 or allene@co.somerset.nj.us

    All pre-registered households will receive a free mold-mitigation kit worth $55.

    Mold has been a serious issue in many communities that were hit by flooding during the past two major storms, said Freeholder Deputy Director Mark Caliguire, health department liaison. This free workshop will help answer many questions residents may still have.

    The program is co-sponsored by the Somerset County Department of Health, the MRC-Manville Board of Health Unit and the New Jersey Department of Health. A second workshop has been scheduled for Dec. 6 from 10 a.m. to noon at Manville Fire House No. 3 on North Eighth Avenue.

    Presenter at both workshops will be Claire T. Galiano, an experienced health and safety trainer from the New Jersey Work Environment Council and the International Chemical Workers Council for Health. She also is OSHA-authorized to teach mediation pertaining to disasters, general industry and construction. She will address what homeowners can do to safely deal with the challenges of identifying and removing mold.

    Mold can cause staining of walls and ceilings and can affect building components, causing property damage. Exposure to mold can cause nasal and throat irritation, coughing or wheezing, eye irritation and in some cases skin irritation. Individuals at highest risk include those with pre-existing health conditions such as allergies, lung conditions, asthma or emphysema, as well as infants and the elderly. Anyone who suspects he or she might have mold exposure-related health issues should contact a physician.

    Slow mold-fix concerns tenants

    Last week, some residents in the East Village said they welcome Western Illinois Universitys recent efforts to fight mold problems in their apartments but remained concerned that not enough is being done.

    The issue of mold in the student-family housing complex publicly surfaced Oct. 7 when several tenants complained about the conditions during a Student Government Association (SGA) meeting.

    Western officials have since committed additional staff to mold remediation. Nevertheless, some close to the situation said issues escalated due to slow initial response.

    It accelerated fast and (Facilities Management) ramped up the number of people when they learned it had accelerated, said John Biernbaum, associate vice president for student services at Western.

    Since the issue was made public 28 days ago, university officials said maintenance and cleaning staff logged more than 19,000 hours in overtime at the complex.

    Some residents believe something should have been done about the mold prior to the SGA meeting.

    You know its a lot of chaos going on now, said Shavonya Williams, an East Village resident who attended the meeting. I feel like thats the only reason they did something about it.

    In days following the meeting, 27 (of 36) mold-infected apartments were disinfected and assessed for potential hazard. Facilities Management, University Housing and Dining Services (UHDS) and Physical Plant employees managed a routine to contain the problem in each affected apartment.

    Our guys are spread all through them, said Scott Coker, Westerns Director of Facilities Management. If an insulator is in there working on insulation, then we cant be painting yet. Its a very sequential operation.

    While staff evaluated the extent of the problem in each apartment and rated them based on severity, some, like Williams, questioned those assessments. She said employees deemed bleach sufficient to clean affected areas in her apartment.

    Oak Bluffs business owners question wastewater department policies

    At a recent meeting of the Oak Bluffs Wastewater Commission on October 15, members of the Oak Bluffs Association (OBA), several of them among the towns largest users, expressed their unhappiness with the current rate structure. They also charged that the town had, over a six-year period, mistakenly drawn over $650,000 from the wastewater enterprise fund, money that should have been used to defray system costs, and as a result the largest users paid more than their fair share.

    A closer examination of their complaints revealed that several years ago the confluence of dire financial times and the untimely death of town treasurer Paul Manzi contributed to an accounting oversight, in which a one time emergency transfer from the wastewater enterprise fund repeated for an additional four years.

    A look across the state reveals that Oak Bluffs has one of the highest sewage rates in Massachusetts. As the town considers additional sewering to address the rapidly declining health of water bodies, business owners who contend theyve already shouldered an inordinate amount of the town sewering costs want to see changes in the departments operation and rate structure.

    Punitive rates Oak Bluffs wastewater customers are billed on an ascending scale, meaning the price per gallon goes up as usage increases. OBA board director Terry McCarthy said the ascending scale places an undue burden on the larger businesses, especially restaurants and hotels, that already contribute considerable excise tax revenue to town coffers. From a big users point of view, the ascending scale is punitive, Mr. McCarthy, a former state representative who has harborside commercial interests, told The Times. They say its to make people conserve, but I think that argument is a little specious. With a flat rate, you pay more if you use more, so that incentive is still there. This is particularly hard on restaurants and hotels. If you run a large hotel, what do you do? Make people take shorter showers?

    The ascending rate structure is endorsed by Department of Environmental Protection because it encourages people to save water, wastewater commissioner and selectman Gail Barmakian told The Times. Some very big users have saved considerable amounts of water, and saved themselves a lot of money, so it does work. Also, you have to consider that being hooked up to wastewater has allowed some businesses to expand and become more profitable. Thats a service to the town as well, but it gives them an advantage. About one third of Massachusetts communities bill on an ascending scale, according to the 2012 Tighe and Bond Massachusetts sewer rate survey.

    Oak Bluffs property owners are charged a penny a gallon for the first 40,000 gallons used per annum and the rate goes up in 40,000 gallon increments until it tops out at 2.8 cents a gallon for 360,001 gallons and above. There is no difference between commercial and residential rates. Usage rates have not increased since the system went into operation on April 1, 2002.

    According to the Tighe and Bond survey, the average yearly charge for sewage in Oak Bluffs was $1,020. The state average was $646. Only 12 percent of communities in the survey averaged $1,000 or more per year. Comparatively, the Edgartown annual average was $520, with an additional $65 per drain charge. Tisbury, was not listed in the survey, but according to the town website, the department of public works charges a flat fee of 3.1 cents per gallon.

    Sludge is costlyLisa Merritt, an Oak Bluffs wastewater department administrator and lab technician whos been with the department since its inception, told The Times there are many reasons why Oak Bluffs sewage rates rank among the highest in the state. We have to ship our sludge off Island, which costs over $80,000 a year, she said. We run a sequencing batch reactor plant (SBR), which is expensive because it requires over 300 grinder pumps, working 24/7, and they need maintenance 24/7. An SBR plant has the smallest footprint and its the cheapest to build, but its also the least cost-effective in the long run. Another reason is our effluent the treated water is pumped under Ocean Park, which is extremely expensive. Edgartown uses open pits.

    Ms. Merritt said that the Edgartown system is almost entirely a gravity collection system, which is more expensive to install but is much cheaper to operate in the long run. Less than a quarter of the Oak Bluffs system operates on gravity collection. Additionally, Edgartown has a filter press, so the sludge they ship is dewatered andless expensive to sendoff-Island. They also have a septage receiving component which generates ancillary revenue from septic pump-outs from septic haulers from all over the Island.

    Burdensome bettermentsIn addition to usage fees, Oak Bluffs wastewater customers pay betterment fees, which cover the actual cost of installing the sewering and thereby bettering their property. Betterment fees were initially $10,000 for residences and $20,000 for businesses. In 2007, betterment fees were recalculated based on usage, again hitting the biggest users the hardest.

    It was yet another landslide vote in the City of Falls Church to authorize school construction bonds this week. In this Tuesdays election the vote in favor of a $15.4 million bond issue for the expansion and improvement of the Mt. Daniel Elementary School was by more than a whopping 2-to-1 margin.

    It proved that once again, education is a top priority of not only the schools and students, but of voting citizens in the City, even when the economy is flagging.

    In the other big news, acting City treasurer Jody Acosta won more than two-thirds of the vote to gain election to fill the unexpired term of treasurer Cathy Kaye, who resigned for health reasons earlier this year.

    In June 1991, citizens in Falls Church approved the issuance of a $12.3 million bond to renovate George Mason High School, and when the margin was 62 percent to 38 percent, a banner headline in the then-new News-Press declared, Landslide!

    But that margin was nothing compared to the 77 percent yes votes on a $25 million bond referendum for the construction of the Mary Ellen Henderson Middle School in November 2003.

    This weeks margin split the difference between the other two at 68 percent yes, and it came as a mild surprise to many in the City whove been hearing a lot of noisy grumblings from certain quarters in the community.

    F.C. School Superintendent Dr. Toni Jones told the News-Pressshe is delighted for the children, the staff and the community for the vote. This project is greatly needed, and weve planned for a long time. Still there were many questions as the voting approached.

    Now the real work begins, she added. Weve already reached out to Grunley, our selected construction firm and will be meeting with them next week. We will be working to cement plans for packing up classrooms this summer and fine-tuning design choices so that construction can begin in the fall.
