SAFETY HARBOR In a city where trees large or small are considered prized possessions, city commissioners have imposed a temporary ban on all new tree-removal permits.
Commissioners voted 4-0 Monday to approve a moratorium that will extend until April 1, if needed. The temporary ban gives commissioners time to revamp their existing tree ordinance to protect more of the citys tree canopy and to bring all tree permitting in-house.
Safety Harbor adopted a grand tree ordinance in 2007, which protects trees that meet certain requirements. Through an interlocal agreement, all tree permits other than grand trees currently are processed by Pinellas County. But city commissioners decided last spring that what they have isnt enough. They want the city staff to draft a new tree ordinance that:
Expands the definition of grand trees.
Charges higher fees for tree removal.
Imposes stiffer fines for violators.
Requires removed trees to be replaced with like species of similar size.
Approves hiring or identifying a city employee to handle education, enforcement and permitting.
The proposed revisions to the tree ordinance picked up steam in September after the privately owned Safety Harbor Resort and Spa removed some 14 trees on its property for a planned parking lot. The tree removal was permitted through the county, officials said.
But that didnt stop infuriated residents from picketing the resort, then marching up Main Street to attend the commissions workshop meeting regarding the tree ordinance.

SPRINGFIELD, Mo. A Springfield hotel was evacuated after fire officials deemed it unsafe due to a sprinkler and fire alarm system that doesnt work.
According to the City of Springfield, the American Inn near I-44 and Hwy 65 was evacuated Monday.
Fire officials say fire code requires buildings that have sprinkler systems must maintain those systems in working order for the safety of the occupants and the protection of the building, but the American Inns systems are inoperable.
Assistant Fire Chief David Pennington said a sprinkler system company notified the Springfield Fire Department that the sprinkler system in the three-story building was not working.
The American Inn provides pay-by-the week accommodations and about 8-10 residents were displaced to a shelter coordinated by the American Red Cross.
The American Red Cross also gave the displaced residents with a card that will pay for food and lodging for three days, with expenses to be paid by American Inn.
The management of the American Inn is cooperating with us and is focused on the safety of the residents, Pennington said in a statement.
The Fire Chief says the building will not be occupied until cleared by a fire marshal.

Springfields Building Development Services has also revoked the buildings certificate of occupancy until the safety issues are addressed. It is unknown at this time how long it may take.

West Dublin residents have called on Irish Water to compensate them for damage to cars, the contents of garden sheds and garages after their homes were hit by flooding caused by a burst water main.
A number of residents in the Ashwood, Fonthill Road and Alpine Heights area of Clondalkin said the first they knew of the flood was when garda knocked on their doors at about 6 am.
While no homes appear to have been flooded, the water flowed inside a number of garages and parked cars at Ashwood Drive and flooded several garages and garden sheds at Ashwood Lawns which backs on to a green area where the water main burst.
The green between Ashwood and Alpine Heights was also flooded extensively.
Paul and Margaret Hanlon who live at Ashwood Drive said packaging on Christmas presents stored in their shed was damaged. But the presents were intact and the water did not flow into their home.
At Ashwood Drive cars belonging to Stephen and Bernie Lawlor were flooded. Ms Lawlor said she had mopped out a lot of water from the 2012-registered Renault, but seats were wet and a floor space was full of water.
Mr Lawlor said his Honda sports car had been badly affected by the water and he had jacked it up in an attempt to elevate the engine above the flood. Electrical equipment including a circular saw in the garage was yet to be tested as they were waiting for it to dry out, they said.
The Lawlors said the ground had appeared to bulge during the flood, with cracked pavements shifting and the garden wall moving. Garden gates no longer fitted and they said they would be looking at their insurance policy. But they insisted it should be Irish Water which compensates them for the clean-up and repair bill.
Water supply was restricted to a large part of Clondalkin for much of the day.
