    HVAC replacements looked at for Susquenita schools

    Susquenita School Board is considering replacing HVAC systems that are nearing the end of their projected life spans in several of its buildings.

    During a special Oct. 20 meeting, the board heard presentations from Michael Rader, a vice president of Barton Education Consulting Engineers, and Brad Remig, managing director of Public Financial Management Inc.

    Bardton Education conducted a full review of the district's systems concluding that the HVAC systems at both the elementary and high school, both installed in 2000, were near the end of their useful life, and starting to break down, Rader said.

    Brad Howard, director of buildings and grounds reported that the district has 17 heat pumps in the high school and 11 in the elementary that are out of service or not functioning properly. Parts are hard to come by, and often connections need to be reworked to accommodate replacement units, Howard said. He also noted several rooftop units are out of commission.

    Board member Robert Finnen agreed that the units are at the end of their expected life, especially when factoring the system was put under a great deal of stress several years ago due to a power surge.

    The estimated cost for replacement of the 121 geothermal heat pumps and 12 rooftop energy recovery units at the elementary school is $2-$2.2 million.

    The estimated cost for the high school was higher, $2.5-$2.75 million, because that building has 158 heat pumps and 16 rooftop units.

    In addition, Rader also recommended replacing the electric boiler at the middle school with a high efficiency propane one for roughly $100,000.

    Rader also recommended upgrades at the administration building totaling between $325,000 and $357,500, and at the alternative education and facilities building ranging from $180,000 to $198,000.

    Rader said both major projects could be done over the same summer or they could be done separately. The board needs to decide how to proceed at their Nov. 11 meeting in order to have the work completed in 2015, he said.

    Window washers shun new bylaw

    Window washers are being accused of increasingly aggressive tactics at South Auckland intersections.

    They continue to man traffic lights across the city despite a new bylaw banning their activities. As cars stop at the lights, the cleaning starts.

    Gordon Ward, a wheel clamper with Private Carpark Enforcement, told ONE News the problem of window washers has got much worse.

    "When it first started it was only three or four people, but now on any given day there can be 11 to 15."

    Mr Ward, who has annoyed a few people himself in his time as a wheel clamper, says the shops he works for are fed up by the window washers.

    "They intimidate the people. They go into the toilets and use the liquid soap intended for the people, with the water. They turn on all the water and they don't turn it off. They're a nuisance."

    Nearby businesses confirmed to ONE News that some customers do feel intimidated by the washers, but say it's a small minority causing problems.

    Those working the intersection say they get picked up by police and accrue fines that are converted to community work.

    ONE washer says she has been arrested or taken away over 70 times. But she still keeps coming back for more.

    City officials said building permits for the two 300-foot oceanfront towers at the eastern tip of Oakridge Boulevard, the most expensive beachside development in the citys history, are expected to be OKd within the next few weeks. Site work could start as early as February or March, officials involved with the project said Friday.

    Construction will take at least two years, setting up an opening date around spring or fall of 2017 about two years behind earlier hopes for the projects unveiling.

    The property owner and developer and other key players say the slower pace doesnt reflect any problems with the project, which includes 501 hotel rooms and 100 condos.

    Its a big, complicated process, said City Planner Rich Walton.

    Its two major structures and theres a lot of things going on, said Paul Momberger, whos serving as the project manager and planner on the hotel-condo development.

    Theres nothing out of the ordinary at this point, said Momberger, director of planning and landscape architecture at Zev Cohen & Associates in Ormond Beach.

    Local attorney Rob Merrell, whos been guiding the 1.1 million-square-foot project the past few years, agreed and said he cant wait to see cranes in the air.

    Its looking good, Merrell said. Sometimes the process takes longer than you anticipate. Theres no real problems or issues.

    Alexey Lysich, whose family-run business owns the 4.5-acre project site south of Seabreeze Boulevard, said he has a letter of intent to partner with Preferred Hotel Group to make his property a franchise hotel.
