CITY council cabinet members have signed off on proposals to close a specialist youth advice centre in York, but offered some hope of another future for the service.
The cabinet met last night to discuss changes in childrens services including the Castlegate centre as well as the recommendations of the Royal Society for the Prevention of Accidents on river safety and the plan to extend Fulford School.
Fifteen members of the public spoke at the beginning of the meeting, many objecting to the plans to close the Castlegate centre, and to urge councillors to postpone the plans until Castlegate staff had had more time to come up with alternative proposals.
Carol Pugh warned the cabinet that closing the Castlegate centre would affect not just those young people who use the service now, but those who might need its help in five years or more.
She added: There are many good services out there, but the services offered at Castlegate are not offered anywhere else. When services are offered holistically, they just work better.
Cllr Janet Looker, the cabinet member for childrens services, said the proposals were being considered with a heavy heart.
She said the services as Castlegate had been successful because of the people and the staff providing them.
Cllr Looker also addressed concerns that a move to West Offices for the youth services Castlegate provides would put young people off.
She said if the offices were uncomfortable for vulnerable young people, they would be uncomfortable for vulnerable families and adults as well, and the council should improve that for the sake of everyone in the city.
Speakers also told the cabinet members that staff wanted to talk to them about alternative ways of delivering the service like staff co-operatives, or social enterprises and there was some hope offered when cabinet agreed to add a caveat to their decision, saying that must take place.

Here is a list of road projects around the Heartland scheduled for Thursday, Oct. 9.
Butler County, MO
Route 72 in Bollinger County will be reduced to one lane as Missouri Department of Transportation crews perform shoulders repairs. This section of roadway is located from Old Route 72 to Route B.
Existing lanes of Route 67 from CR 323 to Route 160/158 will be signed as Route C. The north end of Route C (existing Route 67) will remain closed for about two months as work is completed at the intersection of Route 67, Route C, and CR 323.
Cape Girardeau County, MO
Northbound Interstate 55 will be reduced to one lane as contractor crews perform pavement repairs. This section of road is located at the 96 mile marker underneath the Route K overpass. Weather permitting, crews will be working from Friday, Oct. 17 through Sunday, Oct. 19 from 6 p.m. to 8 a.m. daily.
Starting at 8 a.m. on Monday, Sept. 29, contracted concrete slab repair and replacement will begin on Silver Springs Road between Independence Street and Bloomfield Road in Cape Girardeau. The work will cause lane closures. The expected project completion time is about four weeks.
MoDOT plans to replace the bridge on Route 61 over Hughes Creek - two miles from Route CC. Construction is set to begin in 2015.
Property owners adjacent to the bridge will have access to their properties. A marked detour is proposed here:

The material was touted for its versatility and as a lighter, more durable alternative to marble. And compared with today's glass tile - thinner, clear and often back-painted - Vitrolite has a richer, more polished appearance.
"The depth of tone is different than if you just have a piece of glass over paint," said Tim Dunn, a Vitrolite specialist. "There's a vibrancy and a lusciousness that you don't get with back-painted glass. It stays nice and fresh and glossy."
So, why don't more of us have this material in our homes? Well, for starters, it hasn't been produced since 1947 in the United States.
Dunn is one of a handful in the country who salvages, restores and installs the obsolete material, which he describes as the siding of its time.
And thanks to this elite cluster of experts, folks who already have the glass in their homes can keep it.
Like Valerie Schroer, who, about five years ago, had to remove part of the Vitrolite in her bathroom due to a plumbing problem.
"We tried to save the tile but couldn't," Schroer said. "We did a search on the internet to find replacements, and we found Tim Dunn."
Dunn restored the tile in the cream- and-black bathroom of the Schroer house, which was built in the late '30s.
