Eight South Jersey school districts are among 21 statewide that are asking voters to approve building and capital improvement projects in referendums Tuesday, according to the New Jersey School Boards Association.
Some districts are part of a continuing trend of security upgrades since the 2012 school shootings in Newtown, Conn. More than half of the 21, including Cinnaminson, Moorestown, Haddon Township, Glassboro, and West Deptford, are proposing enhanced security measures, according to the association.
Acknowledging voters' financial stresses, quite a few district officials have been urging residents to allow the schools to take advantage of available state funding and low interest rates and construction costs to do what in some cases is long-needed work.
"This is an opportunity that may never occur again," Cinnaminson Superintendent Salvatore Iluzzi said.
A second proposal, which requires approval of the first, is $6,750,125 for a new high school gymnasium. That would raise taxes $62.49 on the average home.
The third, which requires approval of the first two, is $750,000 to construct tennis courts at the high school. It would raise taxes $6.91.
Beverly's proposal is for $2,723,661, eligible for $1,691,925 in state aid, for boiler, heating and air-conditioning, and window replacement. It would raise taxes $99 a year on a home at the average assessment of $129,000.
Moorestown has two proposals. The first calls for renovation, repair, replacement, and rehabilitation of existing building systems at six facilities, including new roofs, heating and air-conditioning systems, security enhancements, and technology upgrades. It authorizes borrowing $37,651,091 and is eligible for $13,784,436 in state aid. Due to retiring debt, the taxes on a home at the average assessment of $445,716 would decrease by $2.55.

The new owner of a historic office building at the foot of Massachusetts Avenue wants to make it bigger by constructing a four-story addition with ground-level retail on an adjacent surface lot.
Local real estate firm Gershman Partners in December bought the 108-year-old Marott Center for nearly $3.3 million and the 90-space parking lot for $889,760, Marion County Assessor records show.
Gershman Partners now has filed with the Indianapolis Historic Preservation Commission to build the addition on the northeast side of the Marott. IHPC is set to hear the proposal Wednesday at a preliminary review, where members provide feedback on a project but dont take action.
The developer hopes to break ground in the spring on the roughly 30,000-square-foot building, which would feature 7,500 square feet of retail space.
Gershman Partners President Eric Gershman declined to provide a project cost but described the investment as significant.
We like the combination of new and old and really think its a prime location within the downtown market, and specifically the Mass Ave corridor, he said.
Plans show a multi-level glass atrium connecting the buildings, with the second and third floors enclosed by solar control glass. The addition faces Massachusetts Avenue and Vermont Street but would be listed as 333 N. Delaware St., the address of the surface lot. Part of the lot that extends from Massachusetts Avenue and around to Delaware Street would remain.
A local condominium developer who co-owns 3 Mass condos just south of the Marott thinks the office addition will be well-received.
I would expect a high-quality product from Gershman that would be well-designed and very tenant friendly, said Todd Maurer, a principal at Newmark Knight Frank Halakar.
Maurer was part of a group that earlier this month sold the 36-story Regions Tower. Also part of the group were his father, Michael S. Maurer, local businessman Robert Schloss and Pittsburgh-based McKnight Group,

FLORENCE, S.C. Since 2010, Carolina Home Design & Construction has served the Pee Dee region and beyond in the remodeling business.
Dwight Doty and Marcus Tanner are the companys business partners.
Doty does the planning, estimating and design of projects. Tanner handles the production side of projects.
The company is one of the sponsors of the Taste of Home Cooking School, which will be held Tuesday at the Southeastern Institute of Manufacturing and Technology. Carolina Home Design & Construction specializes in the remodeling of bathrooms and kitchens, but it is not against tackling any other type of remodeling project.
We do all types of remodeling, whether its additions or tearing out walls or things like that, Doty said. But our primary focus is kitchens and bathrooms.
In addition to construction projects, Carolina Home Design is a dealer of cabinets, hardware and countertops. One of its primary manufacturers is Wellborn Cabinet Company in Alabama.
Its all American-made stuff, Doty said. All materials for the cabinets, as far as the wood, are all American grown. It comes right out of the woods in Tennessee and goes straight to the plant.
Carolina Home Design uses 3D computer software to draw plans that allows customers to vividly see how their finished remodel will look before it is even started. Doty said that is one aspect of the company that sets it apart from other companies.
We do the whole remodel, Doty said. I go to somebodys house, take measurements, discuss budgets and stuff with them, and then I come up with a design that will typically meet their budget and show them the plans.
The companys showroom is located at 401C Second Loop Road, and it is there where customers can choose the cabinets and countertops they want to add to their remodeling project. Doty said they work with other companies for additional products they might need, such as floor coverings or tiles.

Wet weather has delayed the installation of lights at McLaughlin Field, but the project is expected to be finished soon.
Parks and Recreation Director Darren Dunkle said rains have caused the field to be soggy and soft and not ideal for the replacement of the field lights. Dunkle said conditions are improving and he hoped the new lights are fully installed soon.
They were delayed by some wet conditions out, but I talked to them (Monday) and they said they hoped to be completed by next week, Dunkle said.
MUSCO Lighting began the installation of the lights Aug. 27 and was expected to take just a few weeks to complete the job. Dunkle said he expected the project would be done in early September.
At Mondays meeting Dunkle told the city council the project was dealing with unplanned weather delays.
That area, especially on the northeast end where the bank comes down in both directions, holds water well, he said.
Dunkle said part of the contract said the contractor has to fix any damage done to the fields. With the grounds wet, the contractor and Dunkle decided it didnt make much sense to work in the fields and cause unnecessary damage.
MUSCO is removing the eight older wood poles at the field. The old setup was more than 25 years old and in need of a replacement.
The original plan was to replace the wiring and upgrade the lights, however, Dunkle discovered it would cost nearly the same amount of money to replace the whole system, poles included.
The eight old wooden poles will be removed and replaced with four new metal poles. Despite the reduction in poles, Dunkle said the light output should be better.
