Redwood City has so many applications for office complexes that they would exceed what's allowed downtown if all are approved.
So the City Council, which capped development when it adopted a downtown precise plan in January 2011, is scheduled to discuss the quandary at its meeting Monday.
The precise plan allows for a total of 500,000 square feet of new office space. The city is adding 100,000 square feet to that sum by deducting office space that has been demolished to make way for new residential projects, Community Development Director Aaron Aknin said.
Half of the 600,000 square feet will be taken up by a two-building office complex under construction at Jefferson and Middlefield avenues, called Crossing 900.
Last month, the city received five office development applications totaling approximately 489,000 square feet. Also proposed but not yet submitted are plans to build a 100,000-square-foot office complex and to expand an office building, Aknin said.
When the precise plan was approved, Redwood City's downtown office vacancy rate was 12.5 percent, so the ceiling that was set then seemed reasonable. Because of the improving economy, however, demand for office space boomed and the vacancy rate now is just 4.4 percent, according to a staff memo.
Redwood City has become an attractive option because it is halfway between San Jose and San Francisco, has a downtown Caltrain station, and "land costs aren't as high as Menlo Park or Palo Alto," Aknin said.
The city didn't anticipate getting five large office projects applications within a month, so is asking the council for direction on how to prioritize them.
The proposals include a mixed-use development at 2075 Broadway that envisions 175,000 square feet of offices, a building with 128,875 square feet of offices at 601 Marshall St., a 69,846-square-foot office project at 550 Allerton St., a mixed-use building with 54,743 square feet of offices at 815 Hamilton St., and a 60,750-square-foot office building at 30 California St., according to the staff memo.
Aknin speculated that the rush to submit applications last month may have been due to developers' recognition of the office development limit.

As we know all too well, home appliances have a limited life expectancy and need to be repaired, maintained or replaced.
To get ahead of the game, homeowners might consider starting a roofing- and appliance-replacement savings account.
When the time comes to replace things around the home, they can tap into the account and not have to take out a second loan just to keep the home in operation.
It costs approximately $4,500 to remove and replace the shingles on a standard 1,500-square-foot home. That can be difficult for a homeowner who is living paycheck to paycheck.
A general rule of thumb to use for adding to your replacement account is to determine the useful life expectancy of some of the homes major appliances. Here are a few examples (average estimated costs do not include labor):
Garbage disposals. Life expectancy of five to 10 years, replacement cost $100 $250.
Refrigerator. Eight to 14 years, $550 $4,500.
Clothes washer. Seven to 10 years, $350 $1,200.
Clothes dryer. Seven to 10 years, $300 $800.
Microwaves. Approximately five years, $300 $500.

Gila Community College (GCC) has just put the finishing touches on the cosmetology building and hired an instructor.
In addition, the college plans to soon break ground on the installation of solar panels.
All thats needed for the new building and program to be fully operational is some electrical wiring, some paperwork from Missouri and the State Board of Cosmetology to give its blessing to the building.
We received the certificate of occupancy last week, said Senior Dean Stephen Cullen. Ron Carnahan and Daryl Meeks are wiring in the stations they should be done by Friday of this week.
Then the following week or the week after, depending on when the State Cosmetology Board can grace us with their presence, with the inspection, well be ready.
Cullen said instructor Laurel Heyholm, hails from Missouri where she worked as a state board inspector. She only has to finish her paperwork to get started.
She will have to transfer her license from Missouri to Arizona, said Cullen, She told me yesterday she feels she will have her paperwork in hand Friday or Monday.
All-in-all, Cullen said he and the Payson campus staff are pleased with the program.
As for the solar panels, Cullen said the new construction company, SunRenu, will pull crews from the San Carlos campus project.
As of right now, the schedule to mobilize the project is mid-October, said Cullen.
