Abu Dhabi: Lack of awareness about the dangers of a pesticide popularly known as bomb leads to its illegal use that risks poisoning and death, a senior official told Gulf News on Sunday.

Many people still are not aware of the dangers of banned aluminium phosphide [known as bomb for its severity] and accept offers from illegal pest control operators to use it in residential units, Engineer Othaibah Alqaydi, Director of Chemicals Department at the Ministry of Environment and Water, said.

People should be careful as some illegal operators convince ignorant people that it [aluminium phosphide] is the cheapest and best solution to eradicate all insects and pests from residential and commercial buildings. If people are aware of its dangers, its misuse can be stopped, she said.

As part of raising the awareness, the ministry reissued a general warning against aluminium phosphide on Sunday. We have to continuously educate the people about this, Alqaydi said.

Moreover, its legal use for agricultural purposes rises during summer and the ministry wants to prevent its misuse, she said.

Aluminium phosphide is classified as a severely restricted agricultural pesticide for indoor fumigation of raw agricultural commodities in silos and grain warehouses only.

But this use is on a very small scale and only a few companies are allowed to import this chemical to the UAE under strict supervision, Alqaydi said. Its use is restricted under the supervision of qualified specialists and agricultural engineers. The authorised pest control companies should submit a monthly report to the ministry about the used pesticides.

Although currently there are no internationally declared alternatives for its agricultural use, the ministry is working on finding safer alternatives. It is under study, the official said.

The ministrys warning said that aluminium phosphide turns from solid state to gas once the package is opened, spreading the deadly phosphine (PH3) that causes poisoning and death.

Those who use it could face prosecution.

The Rio Rancho Governing Body have approved a new outdoor lighting ordinance, after limiting the ability to file a complaint to people who live within 300 feet of a problem property.

Governing body members voted unanimously Wednesday to pass the second and final reading of the ordinance, although votes on several proposed amendments were divided.

The rules require new outdoor light fixtures to be shaded, with a few exceptions, so the light doesnt escape the property to bother neighbors or passers-by, or lessen views of the night sky. Existing fixtures are grandfathered in unless they have to be replaced, and people can use any power of bulb they want as long as the light doesnt go onto neighboring property.

The new ordinance will take effect in 90 days, instead of the usual 10, to give businesses time to handle lighting inventory that will be in less demand. Stores can still sell any type of bulb or fixture they could before; the limits only apply to the use of those items within Rio Rancho city limits.

Rio Rancho resident David Baldwin said he was on the task force that developed recommendations for the ordinance.

We worked very, very hard to minimize the impact of this ordinance on individuals, he said. My hope is that people will comply with this thing voluntarily.

Baldwin said he knew the rules affected the free market, but he believed they were necessary for the quality of life and to have no regulation was anarchy.

On the other side of the issue, resident Kerry Adams said the ordinance would ban more than 100 light fixtures in Rio Rancho in favor of 14, lessening gross receipts tax income. Artificially increasing the demand for shielded light fixtures and certain bulbs would raise prices, and small businesses must clear their inventory or eat the cost of products in less demand, she continued.

You dont get to violate liberty for the sake of property, Adams said, adding that people should be allowed to figure out how to comply on their own.

FLORENCE, S.C. (AP) Since she was a young girl, Danielle McCray knew she wanted to be a service-providing business owner. She had no clue exactly what type of service she would provide.

Now, at age 33, she is the owner of the Cleaning Bouquet, a cleaning company that she started two years ago to serve the Pee Dee area.

After serving eight years in the U.S. Navy as an intelligence specialist, McCray moved on to work in human services with the postal service.

"When I was at the postal service, I was sitting behind a cubicle all day," McCray said. "I knew that I didn't want to retire sitting behind that desk. Basically, I made a conscious decision to step out on faith."

McCray moved back to Florence, her hometown, from Greensboro, North Carolina.

"I moved back here because I knew I would have a little more support from my family," McCray said. "And I started the cleaning service, and it's been going really well."

If someone would have asked her five years ago about starting a cleaning business, McCray said she would have responded, "You are crazy. I'm not starting a cleaning company."

"But I'm glad I did, because I get to meet some really great people," McCray said.

The Cleaning Bouquet did not start out as such, however. Before there was The Cleaning Bouquet, there was ProAlliance Commercial Cleaning. McCray owned that company as well, and it focused primarily on office cleaning. Several of the ProAlliance clients wanted residential cleaning as well.

"I guess the stars were not aligned for me to do (commercial cleaning), so I switched it," she said, "and I'm glad I did."

Q: When is the best time to apply a broadleaf herbicide to the lawn?

Fall (late September to early November) is the best time to apply broadleaf herbicides in Iowa and Illinois. In fall, perennial broadleaf weeds are transporting food (carbohydrates) from their foliage to their roots in preparation for winter.

Broadleaf herbicides applied in fall will be absorbed by the broadleaf weeds foliage and transported to the roots along with the carbohydrates, resulting in the destruction of the broadleaf weeds. Spring applications are generally less effective than fall applications.

Q: Which herbicides are effective in controlling broadleaf weeds?

A: Effective broadleaf herbicides include 2,4-D, MCPP, dicamba, triclopyr and others. The most effective broadleaf herbicide products contain a mixture of two or three herbicides, as no single compound controls all broadleaf weeds.

Q: What is the proper way to apply broadleaf herbicides to the lawn?

A: Broadleaf herbicides can be applied as liquids or granules. Before applying any herbicide, carefully read and follow label directions.

When applying liquid formulations, apply just enough material to wet the leaf surfaces. If only a few areas in the lawn have broadleaf weed problems, spot treat these areas rather than spraying the entire lawn.

Liquid formulations have the potential to drift. Spray drift problems can be avoided by following simple precautions. Dont spray when winds exceed 5 mph. Also, dont spray when temperatures are forecast to exceed 85 degrees Fahrenheit within 24 hours of the application.
