HOUSTON -
Two men who were impersonating police officers robbed a game room in northwest Houston Thursday morning, according to Houston police.
According to police, two men posing as officers went to the game room on Antoine near Pinemont around 6 a.m. The game room was closed and a cleaning man was the only person inside the business.
At around 8 a.m. Thursday, David Legra, who works security at the game room, showed up for work and found the cleaning man handcuffed to the bathroom. He had been in there for two hours after fake cops cuffed him to the toilet and robbed the business.
"He said a cop came to the window with a warrant saying that they need to check the area. He doesn't know so he opened the door, and as soon as he opened the door, the cop told him they were going to check the area, so the cops put the handcuffs on him and put him in the restroom," said Legra.
The cleaning man said one of the men was dressed like an officer, wearing all black and a gun belt. He didn't even realize they were fake officers until the security guard showed up and called the manager who then called police.
"They stole my computer Macbook Pro that is like $2,000 and the safe," Legra said.
The crooks managed to steal the six-foot safe with an undisclosed amount of money inside.

The future of Duluth's 4th Street was a heated topic Thursday night, as St. Louis County engineers discussed tree removal plans.
Some who attended the meeting at Pilgrim Congregational Church in Duluth reacted strongly, with several speaking out of turn during the presentation. Concerned citizens said that community surveys were inaccurate, even drawing comparisons to the controversy-laden Red Plan.
The reconstruction of the Hillside thoroughfare will require removing and replacing all the trees from 6th Avenue East to Wallace Avenuea roughly two-mile stretch.
The engineer in charge of the project says that about half of the trees would have to be removed regardless of the project.
"A lot of the trees are in poor condition right now," Steve Krasaway said. "A lot of them have to be removed due to utility replacement, and a lot of them need to be removed to reconstruct the roadway. In the end, we're going to replant the roadway with more trees than it has right now, with trees that are meant to be in boulevards, and really revitalize the neighborhood."
The replacement plan calls for trees 2-2.5 inches in diameter and 10 to 15 feet high.
Most of the existing trees' root structure would have been irreparably damaged by the street and sidewalk construction, the County concluded.
The tree removal has also been deemed the only option if bike routes going both directions are to be built with the new Fourth Avenuean accommodation for which the community has shown overwhelming support, according to Krasaway.
The $8 million project is still in its preliminary design phase. There will be at least two more public meetings before it goes to the Duluth City Council.

FLORHAM PARK Borough Council members on Thursday, July 17 adopted an amended tree ordinance that establishes a trust fund for future plantings.
The new ordinance will include a new community forestry management plan that outlines goals and objectives for managing trees on municipal property.
It also establishes the tree fund to administer and promote sustainability projects and practices consistent with the states Community Stewardship Incentive Program.
The new fund will be used for tree replacements on public land, and will consist of the $25 fee that accompanies any application for tree removal. The fund will also go toward covering administrative costs for implementing plans, specifications and bid documents as provided by law. In addition, the fund may be used for vouchers given to residents who want to plant trees in the front yard where they are unable to plant in the boroughs rights-of-way because of utility lines.
Important
According to the amended plan, Trees are declared to be an important cultural, ecological, scenic and economic resource. Proper management of this resource will ensure its maintenance and result in economic returns.
In addition, the boroughs forestry manage plan is intended to meet the objectives of preserving, protecting, enhancing and maintaining trees and providing opportunities for the continued use of forest resources which are compatible with the maintenance of the environment. This will be accomplished by ensuring proper management of forest and trees through the application of sound management practices.
To that end, it shall be unlawful to cut down, damage, poison, or in any other manner destroy or cause to be destroyed any trees as stipulated in the ordinance.
There are several exemptions to the ordinance.
Commercial nurseries and fruit orchards, Christmas tree farms, certain residential lots, and cemeteries are exempt, as is the removal of dead, dying or diseased or damaged trees.

On July 24, at 2:02 a.m., firefighters from the Rancho Santa Fe Fire Protection District responded to a residential fire in the 10000 block of Lone Dove Street in 4S Ranch. When they arrived on scene, firefighters found that a single sprinkler head had activated and extinguished a fire in the garage near the water heater. One person was home at the time and was able to safely evacuate the home.
No doubt this would have been a fully-involved garage fire in the sprinkler system was not present, said Battalion Chief Fred Cox. This is an excellent example of how residential fire sprinkler systems can save lives and property.
After the firefighters made sure the fire was out and restored the fire sprinkler system, the occupant of the home was allowed to return to the residence.
The cause of the fire is still under investigation. To learn more about residential fire sprinkler systems and how to properly maintain them, please visit the RSF Fire Districts Fire Protection Systems website at http://www.rsf-fire.org/sprinklers/index.html.

Escalating a fight with Mayor Rahm Emanuel, a company that stores enormous mounds of petroleum coke on Chicago's Southeast Side is threatening to sue unless city officials allow the gritty piles to remain uncovered for another four years.
KCBX Terminals, a firm controlled by industrialists Charles and David Koch, is pushing to delay the construction of storage sheds for two years past a 2016 deadline imposed by the Emanuel's administration in response to complaints about black dust blowing into surrounding neighborhoods.
The company also wants to raise the maximum height of its piles to 45 feet rather than the 30-foot limit required under new city regulations, according to documents filed by KCBX that seek several exemptions, known as variances, from the Chicago Department of Public Health.
"If the department denies the variances, KCBX's only recourse would be to challenge the department in court," the company's lawyers wrote in an 88-page request that repeatedly describes the Emanuel rules as an "unreasonable hardship."
KCBX is in the midst of dramatically expanding its storage of petroleum coke, or petcoke, from the nearby BP refinery in Whiting and other refineries across the Midwest. State officials last year cleared the way for the company to handle up to 11 million tons a year of petcoke and coal at its sprawling open-air terminal off Burley Avenue between 108th and 111th streets.
Last year, another Koch subsidiary removed a waterfront mound of petcoke in Detroit under pressure from local political leaders, but KCBX appears to be girding for a long battle in Chicago. Even if the city balks at giving the company what it wants, dragging the dispute into court could keep the piles uncovered indefinitely.
The company's legal threat comes less than a month after the U.S. Environmental Protection Agency accused KCBX of violating the federal Clean Air Act. Pollution monitors recorded high levels of lung-damaging particulate matter on April 12 and May 8 near the Burley Avenue terminal and a second KCBX site a few blocks north off 100th Street.
EPA investigators also used dust wipes to sample the black film coating about a dozen locations in the East Side neighborhood. The EPA said it found the chemical fingerprints of petcoke in five of the samples, with the highest levels found on the exteriors of homes closest to uncovered piles of the refinery byproduct.
In February, Emanuel vowed he would make it too costly for companies to store petcoke in Chicago. "Dumping an environmental product that damages our health is not something that we want to welcome," he told WBEZ radio.
KCBX and its allies responded that Emanuel's regulations sent the wrong message to the business community and could cost Chicago 40 jobs at the company's storage terminals.
