Latrobe-Unity Parks and Recreation Commission received three proposals for the Lincoln Avenue Trail and chose landscape architect Rich Rauso of Trafford to begin working on plans for the 1.6-mile project.
He's worked with us over the years, said Executive Director Jeanne Ashley at the commission's meeting last week, citing other projects Rauso has completed, including work with Adelphoi USA, the city of Latrobe and local churches.
The trail, which will run along the former Ligonier Valley Rail Road path, is funded by a $250,000 grant from the Westmoreland County Community Conservation Partnership Program through the state Department of Conservation and Natural Resources.
Ashley said she has walked the route with a representative from DCNR and will do so with Rauso to begin planning work on the trail, which should take through the end of the year before construction begins in 2015.
The project, matched with $250,000 in funds, began when the Latrobe Foundation bought the right of way from Norfolk Southern Corp. in 2012. Two trailheads, stamped concrete crossings, erosion control and asphalt paving are all part of the plan for the path, as well as landscaping, benches and dog stations.
Ashley announced that a $5,000 grant was received from Coca-Cola for recycling bins.
The money will pay for 25 bins that will be installed throughout parks, she said.
It's time we tried to do our share of caring for our environment, she said.
A date has not been set for a kick-off celebration, but the event with local officials is in the works for Legion-Keener Park featuring free Coca-Cola from the sponsor, Ashley said.
The commission approved the hiring of two lifeguards for the remainder of the summer to replace those who quit.

The Australian Communications and Media Authority, a government authority responsible for monitoring media coverage, had been operating from three levels within a tower at 360 Elizabeth Street, above Melbourne Central.
While these levels provided impressive views of Melbourne, the diamond-shaped floor plates were relatively inefficient.
The office arrangement reflected practices from decades ago, says Joshua McAlister, senior design architect at Peckvonhartel, who worked closely with interior designer Angela Welch on this project. "There was no connectivity between the levels, except for the fire escape."
ACMA subsequently moved a few levels below its former workplace and now occupies two levels, connected by an internal staircase.

One of the main concerns with the refit of these levels was to break down the previous style of working, with a series of pod-like workstations centred on a meeting table.
We were finding that staff working adjacent to these pods formed their own niche," says McAlister. "And at lunchtime, everyone took a lift to the cafes at ground level."
The two floor plates ACMA now occupies represent one-third less space. But what it has gained in the move is substantial. As well as breaking down the pod-like arrangement, the workstations have been located at the periphery of each floor, allowing for greater natural light, as well as sharper views of the city and surrounds.
This arrangement is combined with glass-fronted interior offices at the core of each level, occupied by more senior staff.

A Manor family plans to rebuild their home on Iseman Hill Road that was destroyed by fire late Wednesday afternoon.
Homeowner Chris Fetterman on Thursday walked around the remains of his home, where he and his wife, Christi, and sons, Shawn and Brendan, lived for about 10 years.
The roof is gone, and all that remains of the second story is the brick framework, covered in melted blue vinyl siding. The first floor is nothing but a shell of charred remains.
It was absolutely gutted there's nothing left, Fetterman said. We can't even go inside to look around; it's just too unstable. It's going to take quite a few months, but we're going to rebuild it's all that we can do.
It took about an hour for the fire to claim the Fettermans' home, even with a half-dozen departments attempting to control the blaze.
Fire officials came back to the house twice after the fire rekindled on Thursday once at midnight and again at 6 a.m., neighbor Alvin Iseman said.
Iseman was on his porch when he saw smoke coming from a second-floor window. He told his wife, Kathy, who tried to reach the Fetterman family, while he called 911.
We didn't know any way to get in touch with them because we didn't have their number, Kathy said. But my granddaughter had been friends with their kids since they were real young, so she sent them a message on Facebook.
Fetterman and his family were on their way to his mother's house in Vandergrift to use her clothes dryer because theirs had shorted out earlier in the week. They were halfway to her house when Fetterman's son, Brendan, got a Facebook message from the Isemans' granddaughter, Tiffany.
She said, dude, your house is on fire,' Fetterman said. We came racing back and it was gone, just like that all we could do is stand there and watch it burn.

Las Vegas, NV (KTNV) -- A family of three is receiving assistance from the American Red Cross after their home caught fire.
The incident happened early Wednesday afternoon and luckily no one was home at the time of the fire.
Firefighters did rescue a cat and dog, and there were no reported injuries during the incident.
A neighbor who came home for lunch that day discovered the fire when he was outside and smelled burning wood. He went to find the source and found smoke coming from outside of a Cheyenne/El Capitan house.
An estimated $60,000 in damage occurred, however, none of the contents of the home were destroyed.
Fire investigators determined the fire started inside the wall of the kitchen, which is also the outside wall of the house. They found the source around some wiring in the wall. The occupants told investigators they were not having any problems with the electricity.
Investigators feel the high heat may have also contributed to the conditions that started the fire. The wall faces the sun and the high heat might have help start the fire.
The fire was ruled accidental.

One of Android's best features is that you can design your phone's interface. Unlike the iPhone, where Apple dictates how iOS looks and feels, you can personalize your Android home screen or app drawer with almost no effort. All you need is a launcher, also called a home-screen replacement, which is an app that modifies the software design and features of your phone's operating system without making any permanent changes.
That lack of permanency makes launchers much different than aftermarket firmware replacements, commonly referred to as ROMs, that have guided Android's customization spirit since the operating system's early days. More than just an app, a ROM is essentially a different version of the Android operating system that's meant to replace the operating service that came with your phone.
While they offer a robust way to make sweeping changes to the way your phone looks and works, there are also disadvantages to using a ROM. The installation process can be daunting and long, and you will very likely void your phone's warranty along the way. Also, there's a small chance you could brick your phone, which renders it unusable.
As a result, ROMs have dropped in popularity in recent years, and launchers have taken their place. That shift has a lot to do with how easy launchers are to install -- you just download them from Google Play like you would any other app. It also helps that the effects of a launcher can easily be undone.
Almost every launcher falls into one of two categories: design or "smart." Design launchers focus on letting you change the entire layout of your Android phone's home screen, creating simple designs or more elaborate ones that look like carved wood or a collage of photos. You also can add custom gestures to your phone, such as double-tapping the screen to open a specific app.
"Smart" or adaptive launchers seek to put the most relevant information front and center throughout your day, as you wake up, head out on your commute, work at the office, and spend a night on the town or at home watching TV. I prefer to call "smart" launchers home-screen replacements because they replace your normal home screen setup with a new experience. Just remember that you often cannot modify your phone's design using a home screen replacement. Below, I'll discuss both categories in more detail.

Let's first take a look at design launchers, which were the first type of launchers to really take off in the Android community. These apps are used to modify or completely overhaul your Android home screen, which you reach by tapping your phone's home button or hotkey. This is where your wallpaper and widgets live, and where you can store shortcuts to apps.
Design launchers act as a foundation that you can build upon with icon packs, widgets, and wallpapers. These apps serve to "unlock" existing design limitations, such as how many apps you can fit on individual home screens, to allow for deeper modifications. You can make some changes to the look and feel of your phone with these apps alone, but the fun really starts when you download icon packs, play around with widgets, and hunt for unique wallpapers. Icon packs change how the icons for some or all of the apps look on your phone. Most packs are free or cost a few bucks, and you need a launcher on your phone to use them.
