    Deputies arrest evicted renters for vandalizing house

    JEFFERSON COUNTY, AL (WBRC) -

    Jefferson County deputies have arrested two people after they allegedly broke into a home and vandalized it.

    On Tuesday, the Jefferson County Sheriff's Office arrested 35-year-old Jessie Smith of Graysville and 31-year-old Shanaee Dean of Adamsville for vandalizing the home in Quinton.

    The two renters had recently been evicted for allegedly growing marijuana plants in the flower garden.

    Amber Flippo, who is the daughter-in-law of the homeowner, said a neighbor called to let her know someone was at the house.

    When Flippo and her husband arrived at the home, they say the couple was vandalizing it.

    "We caught [Smith] as he was coming out from under the house with copper pipes," said Flippo.

    Flippo said Dean was on the porch taking pictures.

    "Like she was real proud of what she had done," said Flippo.

    Flippo said the damage included urine on the countertops, paint thinner poured on hardwood floors, and copper pipes cut out from under the house.

    ROI on Curb Appeal According to the 2014 Cost Versus Value Study conducted by Remodeling magazine*, many products added to the home have a high return-on-investment at the time of a home sale. Adding energy-efficient vinyl windows as a mid-range project to a home can have a cost recoup value of 78.7 percent while the addition of vinyl siding can have 78.2 percent recoup rate.

    The same study reports that the replacement of an easy-care fiberglass entry door can have 70.8 percent of the cost recouped, while a new roof on the home has a 67.6 percent cost recoup. The study "What Today's Home Buyers Really Want" from the National Association of Home Builders** reports that the three most wanted outdoor features consumers desire for their home exteriors are lighting, a patio and a front porch.

    "Whether you're adding a new component to the home's exterior or 'sprucing up' existing elements, color plays a major role in creating curb appeal," says Kate Smith, president of Sensational Color. "Adding color to the home exterior should be done in a 'top-down' approach so there's a unified flow that creates an overall pleasing impression."

    Smith, who has authored the e-books "FRESH Home Exterior Colors" and "FRESH Color Schemes for Your Home Exterior," recommends that homeowners add "pops of color" to key home exterior elements.

    "The front entry door, shutters and trim are the ideal locations for major color additions that complement the overall color palette of the home," says Smith. "Imagine a polymer slate roof in a blend of castle gray flowing down to red brick siding. How do you enhance the home's look? By adding a marine blue painted fiberglass front door along with low-maintenance shutters of charcoal gray, trim pieces and louvers painted in soft white.

    Basement membrane degradation and blood-brain barrier damage appear after cerebral infarction, severely impacting neuronal and brain functioning. Matrix metalloproteinase-9 is able to degrade the major components of the basement membrane around cerebral blood vessels and to mediate extracellular matrix remodeling. Therefore, Dr. Huilian Hou and colleagues from the First Affiliated Hospital of Medical School of Xi'an Jiaotong University, China induced cerebral infarction in stroke-prone spontaneously hypertensive rats by intragastric administration of high-sodium water (1.3% NaCl) for 7 consecutive weeks. Researchers found that matrix metalloproteinase-9 expression, the number of blood vessels with discontinuous collagen IV expression and microvessel density were significantly higher, and the number of continuous collagen IV-positive blood vessels was lower in the infarct border zones of stroke-prone spontaneously hypertensive rats given high-sodium water. Linear correlation analysis showed matrix metalloproteinase-9 expression was positively correlated with the number of discontinuously collagen IV-labeled blood vessels and microvessel density in cerebral infarcts of stroke-prone spontaneously hypertensive rats. These results published in the Neural Regeneration Research (Vol. 9, No. 11, 2014) suggest that matrix metalloproteinase-9 upregulation is associated with increased regional angiogenesis and degradation of collagen IV, the major component of the basal lamina, in stroke-prone spontaneously hypertensive rats with high-sodium water-induced focal cerebral infarction.

    Grove City company charged with consumer law violations

    The Ohio Attorney General's Office has filed a lawsuit against a Grove City business and its owner, charging consumer law violations.

    Attorney General Mike DeWine's office announced July 9 that a suit had been filed against Quality 1st Home Improvements LLC and its owner, Tony Logan, for violations of Ohio's consumer laws.

    A news release from the attorney general's office identifies specific counts of failure to deliver, performing shoddy work and failing to give consumers notice of their three-day right to cancel under the state's Consumer Sales Practices Act and Home Solicitation Sales Act.

    The case was filed with the Franklin County Court of Common Pleas and has been assigned to Judge Charles Schneider. The defendant has 28 days from when it was served to respond.

    "It's still in the process phase," said Dan Tierney, spokesman for DeWine's office. "It's essentially in the pretrial phase."

    The lawsuit seeks, according to the news release, restitution for consumers, civil penalties and an injunction to stop further violations.

    "That's generally the goal of any consumer litigation," Tierney said.

    According to a brief filed by DeWine's office, Logan faces a civil penalty of $25,000 for each separate violation, if he is convicted.

    The upfront installation cost of retrofitting workplaces with LED bulbs is the main stumbling block holding back business owners from implementing the change. Although 81.9 per cent of those surveyed* currently use or plan to use LED bulbs, high price is the main reason 50.9 per cent of business owners delay implementation.

    The new Leapfrog Lighting poll asked a randomized sample of 200 business owners and managers, "What is the main reason you delayed implementation of LED light bulbs in your workplace?"

    "Upfront costs" emerged as a significant obstacle to implementation. Only 5.5 per cent doubted manufacturers claims of long life, and another 6.1 per cent doubted energy savings claims. Another 19.6 per cent doubted the overall value proposition, while 18 per cent were fully convinced.

    "Upfront costs tend to be the main issue we run across with clients," said Stephen Naor, CEO of Leapfrog Lighting, who commissioned the poll of random business owners and managers. "That's not a surprise. It's good to see that 81.9 per cent currently use or plan to use LED. As an industry, though, we should try to educate users on the overall value proposition. We've done a good job on educating users on the energy and long life benefits."

    Since 81.9 per cent of those surveyed currently use or plan to use LED in their workplaces, the survey results suggest that upfront cost remains a temporary objection rather than a permanent obstacle. The 19.6 per cent who indicated they were "not convinced of value" may eventually be convinced with case studies or other value demonstrations. It appears that the majority of business owners are convinced of the claims of long bulb life and energy savings, a combined total of 11.6 per cent.

    Interestingly, older cohorts were more likely to be convinced of the benefits of LED lighting; 38.9 per cent of respondents 65 years or older stated they were "convinced", none (0 per cent) did not believe in the "energy savings claims" or "claims of long life" and only 27.4 per cent found upfront costs too high. Those aged 5564 years also trended higher than average for "convinced," and lower than average on "upfront costs" as an obstacle, at 45 per cent.

    The age groups 3544 and 1824 years were most likely to pick "upfront costs too high" at 62.9 per cent. Both age groups were also less likely to choose "convinced."

    However, higher income cohorts in the study were more likely to choose "upfront costs too high" while lower income cohorts were the least likely. Among $150,000-and-up income earners, 73.3 per cent found "upfront costs too high," compared with only 44.5 per cent of $25,000$49,999 income earners.

    There was some deviation by lifestyle as well, with rural businesses less concerned with upfront costs, urban businesses just under average, but suburban respondents coming it at 58.1 per cent.
