    Netflix Boosted by World Cup TV Sales in Latin America

    The World Cup is fueling Netflix Inc. (NFLX)s global ambitions.

    The dominant online-subscription service posted second-quarter customer gains that beat its own forecast, reaching more than 50 million subscribers worldwide, according to a statement yesterday. Soccer fans in Latin America snapped up Web-linked TVs for the World Cup and then signed up to stream shows like the hit series Orange Is the New Black.

    Markets such as Brazil, one of the first targeted for growth by Los Gatos, California-based Netflix, are turning profitable and setting the stage for the companys next expansion -- in Germany, France and four other European countries starting in September. Chief Executive Officer Reed Hastings has made clear hes willing to sacrifice profitability to extend his lead in online television.

    We hope its similar to our success in the past, where there are significant upfront losses that abate over the coming years, Hastings said yesterday in a telephone interview. Our long-term guidance is to run the company at breakeven as were engaging in this international expansion.

    This quarter, Netflix forecasts profit of 89 cents a share, short of the $1.02 a share projected by analysts.

    The outlook reflects foreign expansion costs, Hastings said in a letter to investors. Netflix sees a $42 million loss outside the U.S., almost triple the $15 million loss in the period just ended. The new European markets have more than 60 million households with fast Internet service, Hastings said.

    Summers in the GTA can be hot, muggy, and uncomfortable, says Enzo Colosimo, founder of E-M Air Systems Inc. In 2013, the City of Toronto issued seven heat alerts and six extreme heat alerts. And it was even worse in 2012, when Torontonians were subject to 12 heat alerts and nine extreme alerts.     Colosimo explains that in an effort to keep cool and save on energy costs, many homeowners turn to portable air conditioners, believing they are just as effective as window air conditioners or stationary A/C units. A recent study shows that not only is this not the case, but that it could end up costing users more than expected.

    A recent test was performed on eight portable air conditioners from major brands, all priced in a range from $250 to more than $500. Using a special chamber to test their cooling power and thermocouples throughout the room to record temperatures, the results were less than compelling. The outside temperature was kept at 32C with each portable air conditioner set to 23C, but in the end, none of the units could cool the test chamber below 26C, not even after being on for 100 minutes. This was true even for the most expensive unit, priced at $550, which promised to keep a 550-square-foot room cool, but struggled to keep the test chamber, which was half the size, cool.     FEMA authorizes $17.5 million for ESJ, Lake Pontchartrain Elementary

    RESERVE The Federal Emergency Management Agency has obligated the first funding negotiated under the Sandy Recovery Improvement Act of 2013 for the repair of two St. John the Baptist Parish public schools flooded during Hurricane Isaac.

    The federal agency has authorized more than $17.5 million for repairs to East St. John High School in Reserve and Lake Pontchartrain Elementary School in LaPlace.

    Work at the high school will include selective demolition, mold remediation and environmental cleaning of five campus buildings.

    In addition, the school district will upgrade heating and cooling systems, re-insulate, re-waterproof and replace the exterior sheathings on two buildings, install ADA hardware and public restrooms, replace the gym bleachers and cafeteria equipment and relocate the concession stand from the cafeteria to the gym.

    Much of the flooring, ceiling tiles and wall boards will also be replaced.

    Work at the elementary school will include demolition of the old building and the construction of a new, elevated elementary school at the site.

    The remaining projects repairs to the field house and the building of a combination earthen levee/sheet pile wall for flood protection at East St. John High will be authorized separately.

    The fund obligation announcement was much needed after a year of working together as one to get our schools reopened, St. John Schools Superintendent Kevin R. George said. When we pull together and place children first, great things happen. Although this is good news, I will not rest nor will I be satisfied until our children are back where they belong.

    The St. John the Baptist Parish School Board will consider awarding a contract for the repairs to East St. John High School when it meets for its regular meeting at 6 p.m. Thursday at West St. John Elementary School in Edgard.

    Once a contractor is selected, construction is expected to be complete by June, with the school reopening in time for the 2015-16 school year.

    The Fountains retail area nears competition

    Mixed-use development The Fountains has completed two of the sites three retail buildings with construction underway for the final building.

    When completed, the development will have more than 40,000 square feet of retail space.

    The 19-acre development at the corner of Blairs Ferry and Edgewood roads NE, just north of Hy-Vee, also will house three office buildings, the first of which is under construction.

    Kristina Schoell, project coordinator for Compass Commercial Services, said the majority of the bays are full in the first two retail buildings, with the exception of the end caps.

    Were hoping for an upscale restaurant to go in each of those end caps, Schoell said. Thats what they were designed for.

    Phase one opened in October and has attracted Sanctuary Spa, Salon Jude (formerly New Millennium) and Jimmy Johns. The second retail building has signed Red Wing Shoes, specialty grocery store Olives Oil, State Farm Insurance and fast casual restaurant PepperJax Grill.

    Schoell said the shell is up on the final retail building and the development company hopes to have it completed by fall. It already has signed one tenant, Burst Cycle, a spinning studio, which plans to open Nov. 1.

    Compass Commercial Services is in talks with several parties interested in office space, Schoell added, with one that could occupy an entire building.

    (UPDATED) The Makati officials are accused of overpricing a parking building contract by more than a billion pesos

    MANILA, Philippines (UPDATED) Vice President Jejomar Binay has been accused of plunder in relation to an over-priced multi-million-peso New Makati City Parking building contract.

    In a 9-page complaint filed with the Office of the Ombudsman, Renato L. Bondal and Nicolas "Ching" Enciso VI accused Binay of violating the Anti-Graft and Corrupt Practices Act in relation to the Anti-Plunder Law.

    They said the contract for the parking building described in the complaint as the most expensive parking builidng in the entire country, if not the entire world was supposed to have amounted to only P245.56 million but was overpriced by more than P1.314 billion. The final contract price was pegged at P1.56 billion.

    In their affidavit filed Tuesday, July 22, the complainants said Binay and his son, incumbent Mayor Erwin "Junjun" Binay, "violated every rule in construction manuals and government procedures in pushing for a project that was grossly overpriced and funded by various loans" which were irregularly passed through the City Council through supplemental budgets for 5 years.

    An 11-story building with a roof deck, one-level basement parking and 5 floors of parking area with a total area of 31,928 square meters, the parking building, in effect, cost P48,859/sqm. An additional P350 million and P46.62 million were also appropriated for the transfer of Urban Development Department of Makati City to the new building, the complainants said.

    Based on figures from the National Statistics Office, the average construction cost should have been only P7,691/sqm. This means that the Makati City Parking Building was over 6 times the official cost.

    Mayor Binay rejected the complaint as fabricated and clearly connected to the 2016 elections but did not address the allegations raised against him and his father.

    In a statement, the mayor only said that the Binays will face the complaint.
