    MyReporter – Painters docked for missing bridge work deadline

    Crews continue to finish painting the Cape Fear Memorial Bridge on Tuesday, May 22, 2012.

    Q. Did the contractors who painted the Cape Fear Memorial Bridge pay a fine for not completing the project on time?

    A. N.C. Department of Transportation officials said contractors weren't fined for not completing the painting project on time, but some of their final payment was withheld.

    Jack Provost said $384,000 was docked from the contractor's final payment, in something the department calls "liquidated damages" because of the missed deadline.

    For those unfamiliar, the painting project started in spring 2010 and had periods of inactivity in the winter months because it was too cold to paint.

    Provost said the project was completed in June 2012.

    Q. Does the Kerr Avenue widening project include building a new interchange at MLK?

    A. Once all the projects associated with Kerr Avenue are done, there will be an interchange there, said N.C. Department of Transportation officials. For now, however, officials are working to widen the roadway to a four-lane road.

    Jack Provost, with the DOT, said the current project being done simply widens Kerr from Martin Luther King Jr. Parkway to Randall Parkway.

    CHIPLEY - Members of the Chipley City Council quickly wrapped up their regular meeting Tuesday night after hearing from residents of Chestnut Street who protest the location of the proposed driveway for a new convenience story (see separate story, Page A1 of the July 12 edition of the Washington County News).

    Council members also heard from Chipley Redevelopment Agency (CRA) President Ted Everett, who asked the council to give a formal vote regarding two improvement grants the CRA has available.

    Everett pointed out the city had previously agreed to support the grants but had not actually voted on them.

    The grants in question are a Special Improvement Grant intended to help cover facade improvements such as painting and awning and door replacements for residents within the CRA district, and a $6,000 commercial grant, geared to making electrical improvements for businesses within the CRA district.

    Everett pointed out the city and CRA needs to consider bundling the grants due to lack of interest from local contractors, making it difficult for residents to receive two bids as required by grant guidelines.

    Council members agreed to take Everett's suggestion allow the CRA to reopen the bid process.

    In other action, council members heard audit results for the 2012 - 2013 fiscal year, conducted by Carr, Riggs, & Ingram.

    "The city is in good shape," said the representative, whose only advice was for some existing debt to be refinanced at lower rates.

    Council members also approved renewing the non-exclusive franchise to Waste Management, Inc. of Florida for the collection and disposal of residential and commercial solid waste collection. This contract is in effect until May 31, 2017.

    Sanibel city council extends 'Dark Sky' ordinance

    SANIBEL, FL -

    Information from the City of Sanibel On June 17, 2014, the Sanibel City Council unanimously adopted Ordinance 14-004, amending the City's laws regulating "Outdoor Lighting."

    Over the past several months, in response to concerns raised by residents and property owners, the City Council reviewed the level of compliance and the provisions of the City's outdoors lighting requirements commonly known as the Dark Sky Ordinance.

    The original Dark Sky Ordinance was initially adopted June 6, 2000, with a compliance deadline of January 1, 2015.

    All members of Council reiterated their commitment to the principles of the City's Dark Sky Ordinance while recognizing the need to extend the date for compliance. The new compliance date is January 1, 2018.

    During the interim, the City is evaluating if any provisions of the Ordinance should be updated based upon changes in technology, including solar lighting options.

    Additionally, the City is evaluating options for meeting security and safety lighting needs of Sanibel's residents, particularly the senior population.This amendment does NOT impact the City of Sanibel's current Marine Turtle Lighting Codes. All of the City's Marine Turtle Lighting Codes remain in effect.

    City Council has designated Vice Mayor Doug Congress as the Council Liaison addressing this matter. Input and suggestions can be submitted directly to Vice Mayor Congress at doug.congress@mysanibel.com.

    Shakespeare gets performance art treatment at Norfolk festival

    Norfolk Festevents and Virginia Stage Company are again teaming up for a free outdoor performance art event July 25-27 in Norfolk's Town Point Park.

    "Moon Take Thy Flight" will explore the story of Shakespeare's "A Midsummer Night's Dream" using actors, large scale puppetry, musicians and visuals. Last summer, the two organizations offered a similar treatment of Shakespeare's "The Tempest."

    The annual performance is part of a mini-festival titled "A Midsummer Fantasy Fest." In addition to the theater piece, the festival will feature children's activities, craft brews, wines, ciders and foods.

    Festevents CEO Karen Scherburger called the project "a new type of audience experience inspired by today's performance art movement." The Shakespeare comedy will be presented in a non-linear production using repurposed materials from previous festivals and new materials by seven commissioned artists. The public is invited to stop by Town Point Park on Wednesday and Thursday, July 23-24, before the festival to meet the artists as they construct their work.

    "Moon Take Thy Flight" is being called the first interactive performance art project for Hampton Roads. Audiences are invited to bring a lawn chair and wait to become part of the story or wander through the large scale art environments.

    The artistic team includes:

    Bland Hoke, working as the visual art project manager, has created art installations at the Burning Man festival in Nevada and has been recognized for his installation art pieces worldwide.

    Blair Mielnik of New York has worked with Sleep No More, an interactive theater experience in Manhattan.

    Mike Bell, a Virginia Beach artist and designer, has assembled a group of local artists who will collaborate with the artistic team to design and construct the large scale art pieces. The team includes Charlie Rasputin of the Arts District and Alchemy; Wes Cheney, known for his bamboo constructions; Paul Costen, motion design and projection artist; Nichole Ashikis, and James Molloy. Hoke, Mielnik and Bell will be constructing signature pieces for the project.

    Musicians include DjP and MrT, Jake Hull, Kelsie McNair and Karacell, all producing and performing original music.

    Tall grass solution isn't clear cut

    LAWTON, Okla._Lawton residents may be wondering why their neighbors lawn has become overgrown and why a lawnmower hasnt been seen in weeks, but fixing the problem isnt as clear cut as one would think.

    The city of Lawton has issued almost 1,500 notices since the beginning of May for grass that's over twelve inches tall. Once the home owner is notified they have ten days to mow their lawn or the city will mow it for them, but then it will end up costing them a lot more money.

    Joshua Doyle says it's frustrating to see the unkempt yard across the street when he works hard so keep his lawn looking good.

    "We understand if they can't cut it every week, you know it's up for sale but since it's up for sale, you should be wanting to keep a nice neat clean appearance to try and sell it," said Doyle.

    The whole process from noticing the problem to mowing the lawn can take up to three weeks. Lawton Community Services Director Richard Rogalski says in that time period the grass can get even taller.

    "Some grass will start at twelve inches and get to sixteen and kind of stop but Bermuda grass doesn't really get much taller than that. But some weeds and grass can get like a tree by the time we're able to get out there," explained Rogalski.

    Rogalski says he's sorry if you are one of those people that's called to complain but still looking at the overgrown lawn.

    "We have six inspectors at the city and they cover the 58 square miles of the city of Lawton. We have 3,000 miles of streets that you have to drive up and down to patrol the city. And in a normal course, it unfortunately can take about thirty days to get around the whole city," said Rogalski.

    Once they identify which lawns need to be mowed, the city only has three contractors to do all the work. Rogalski says they encourage people to call and complain because those six sets of eyes aren't enough, so people who call take priority and making those calls does seem to work. Over half of those 1,500 lawns that were called on were mowed by the property owners. He says proper lawn maintenance is a livability issue, which is actually an economic issue.

    "Keeping the grass mowed supports the economy of our entire city. Beyond that on a personal level, I mean it's your home and your property value is affected by what your neighbor's do...that's why the city has this authority," explained Rogalski.

    Landscape design business building on success

    Dunedin-based business Design and Garden Landscapes recently received a swag of awards at Landscaping New Zealand's Landscapes of Distinction awards. Business reporter Sally Rae speaks to the company's founder and director Wayne Butson about the path to success.

    Perched on the edge of the estuary, and complementing what was already an award-winning house, it was what he described as a special garden.

    ''Sometimes you get the scope to do something that really comes together well. You don't always have the scope to do that.

    ''I knew it was a good garden. I loved the plantings and overall design and the location of the house. It had all the elements,'' he said.

    What Mr Butson did not expect was for his business to win the landscape of the year national award at Landscaping New Zealand's biennial Landscapes of Distinction awards, courtesy of that garden.

    Mr Butson, his wife Ella and their staff had gone to the awards function in Wellington for a ''fun time'' as he was standing down as president of Landscaping New Zealand after a two-year term.

    Judges had visited 26 gardens from Whangarei to Wanaka, ranging from tropical to alpine, and the Thoms' ''naturalistic'' garden, which combined native and exotic plantings.

    It was the second time the business has won the title; it previously won in 2010 for the Kunac garden on the Taieri. Design and Garden Landscapes, with its staff of seven, has come a long way since the business was established by Mr and Mrs Butson in 1991.

    5 things you can do to reduce global carbon footprint

    For an environmental issue as big as climate change, the smallest things still do matter. Homeowners can take these five simple steps so that they can do their share in reducing the carbon footprint human activities leave on this planet. The carbon footprint is a measure of how great an activity has toward contributing to greenhouse gases, a major component of climate change.

    Inquirer Property recently asked a landscape architect, a civil engineer and its resident green architect for their practical suggestions.

    1. Reduce energy consumption via light. Landscape architect Dickie Altavas suggests that homeowners switch to outdoor LED (light-emitting diode) lighting to reduce energy consumption.

    Even if you hardly see the difference in your bills, at least youre doing your part, Altavas said.

    A few other energy-saving lighting tips, according to 365 Ways to Live Green, are:

    Avoid opaque light shades that require stronger bulbs; use light-colored paints and flooring to reflect light; clean dust from light fixtures so their light will shine through; and when reading or performing tasks requiring focused lighting, turn off background lights and rely on a small focused lamp.

    Choose compact fluorescent lights over incandescent light bulbs. The former is four times more energy efficient.

    2. Choose white for your roof. Use white-colored roof and roof insulation to cut down energy use by preventing heat transmission, said Inquirer Property columnist and architect Amado de Jesus of the Green Architect Movement.
