ST. PETERSBURG Plagued by vandalism, including $40,000 damage to an air-conditioning unit, Tibbetts Lumber Co. installed an electrified fence around its yard on Fairfield Avenue more than two years ago.

The electrified part of the fence, which carries a short 12-volt pulsed electric charge, sits above and slightly behind a 6-foot chain-link fence that does not impart any shock. The system works as an alarm, with the current only switched on when the lumber yard is closed, and it has proved successful at deterring vandals, owners say.

But electrified fences are illegal in St. Petersburg, even though the city has one encircling a water-pumping station in Pinellas Park, where the fences are legal.

On Thursday, a proposal to allow electrified fences in parts of the city sparked divisions on the city council, which was split between safety concerns for passersby and the need to help businesses protect their premises. After an hourlong discussion on the issue and several failed votes, council members sent the idea back to a committee for further discussion.

Under the proposal, electrified fences would be permitted if the part that carries the charge is at least3 inches behind a nonelectrical perimeter fence. Warning notices would have to be posted every 60 feet, and the fences would be permitted only on land zoned for industrial use, which includes Tibbetts lumber yard.

Council critics of the proposal noted that the yard is close to Gibbs High School and on a path students use.

This is an extreme case where its right next to the school, Councilman Karl Nurse said. Im perplexed the way barbed-wire fence and our police department arent sufficient to protect our properties.

The city has other industrial areas that abut residential properties where electrified fences would be a concern, Councilwoman Amy Foster said.

Im thinking about electrified fences in the Warehouse Arts District, and Im just not comfortable, she said.

Councilmen Bill Dudley, Jim Kennedy and Charlie Gerdes supported the proposal. Gerdes expressed frustration that the city is impeding a company that, instead of complaining to the city for more police protection, is prepared to spend its own money to take care of the problem.

St. Pete considers allowing electrified fences

PUTRAJAYA: The remand order on three suspects connected to the assassination of Customs deputy director-general Datuk Shaharuddin Ibrahim last year has been extended until July 18.

The order was issued by the Magistrate's Court here Friday.

One of the men, a 20-year-old electrician, was previously remanded on June 24 to be investigated under Section 395/397 of Penal Code for armed robbery.

The other two men, who are brothers, were first remanded on July 6 after they were arrested on the day.

Investigating Officer DSP Hamzah Buman said there were seven suspects so far in remand being investigated under Section 302 of the Penal Code.

It was reported that four men, in their 30s and 40s, were arrested in Ampang and Batu Caves in two separate raids on July 1.

One of them led police to a house in Taman Jati, Rawang, at about 10am last Wednesday where a T-shirt, believed to have been worn by the gunman on the day of Shaharuddins murder, was recovered.

Meanwhile, the electrician was initially arrested for robbery in Cheras on June 23.

He was placed in police custody and was being investigated for armed robbery, and during investigations the police had linked him to the assassination of Shaharuddin.

Shaharuddin, who headed the Customs and Internal Tax Unit Division, was a year away from retirement when he was shot on April 26 last year.

BUFFALO The Better Business Bureau serving Upstate New York is warning homeowners to use caution when hiring a paving contractor.

BBB has heard from consumers in the Albany and Syracuse areas who gave money upfront to a man going door to door offering to pave their driveways.

The driveway paving scam is not new, but each year consumers are swindled out of unreasonable amounts of money," said Warren Clark, Upstate New York president for the group, in a press release.

"And, oftentimes, the paving projects are unnecessary.

Check out paving companies at bbb.org to make an informed decision, the release advised.

That small effort could pay off big, it said.

In many cases, the (scam) paving company disappears, and the consumer is not able to contact them to complain about the work."

Beware of paving company representatives who knock on your door, saying they have leftover materials from another job and claim to offer bargain prices, the group said.

"Complaints about these companies primarily focus on shoddy quality of work."

Another issue that arises, the release said, is when pavers run out of materials, say they will be back the next day, then disappear.
