    Roofing contractor charged with theft after hail damage

    The owner of Midwest Roofing Corp., Daniel Steiner of Appleton, has been charged with multiple felony counts of theft spanning three counties alleging he took thousands of dollars in payments to repair hail damage to homes but never completed the work.

    Steiner also is accused of leaving some consumers with unpaid bills to cover materials for the repairs and hire new contractors to do the work.

    According to three criminal complaints released by the Wisconsin Department of Justice on Tuesday:

    A second consumer had filed a complaint with the Better Business Bureau in July 2012. He complained that he had signed a contract for more than $16,000 with an office manager at Midwest Roofing to repair the hail-damaged roof of his Middleton home in the spring of 2011. The consumer gave the office manager $7,000 up front. Steiner later claimed that the office manager had misappropriated the money so the consumer took pity and gave Steiner another $7,000. That consumer, too, later received a letter from the supply company threatening a lien on his property for unpaid materials. He said he had to pay $2,000 to the supply company to avoid the lien. He never heard from Steiner again.

    When interviewed by investigators at the end of January 2013, Steiner said Midwest Roofing went bankrupt. The company is no longer in business.

    "The defendant described his situation as one of 'cash flow,'" one complaint states. "The defendant stated that he would use funds from one client's project to 'do the next person's job.' The defendant stated that his hands were tied if a client did not pay. The defendant stated that when money came in from one job, he would use the money to keep different jobs going."

    Steiner, 39, has been charged with two counts of theft by a contractor in Dane County, each punishable by $10,000 in fines and six years in prison. He's also charged with one felony count of theft in Brown County, carrying a penalty of up to $10,000 and up to 3.5 years in prison, and one count of felony theft in Outagamie County that could lead to 10 years in prison and up to $25,000 in fines.

    The complaint was referred to the Wisconsin Department of Justice's Consumer Protection Unit by the Wisconsin Better Business Bureau.

    The BBB in Wisconsin recommends that consumers check the company's record with the Better Business Bureau before choosing a contractor. Each company's file includes details of complaints against it.

    Wisconsin consumers who have a problem with a contractor can file a complaint with the Wisconsin Department of Agriculture, Trade and Consumer Protection online, by emailing datcphotline@wisconsin.gov or by phone at (800) 422-7128.

    Baseball will announce rosters for the July 15 All-Star Game on Sunday. But why wait that long? USA TODAY Sports' Paul White breaks down who will be headed to the Twin Cities. Your American Leaguers:

    First base: It isn't the usual logjam at this premier position but it's still a tough call. No arguments with two-time MVP Miguel Cabrera as the voting leader and there's no ignoring the power surge of Toronto's Edwin Encarnacion. But that leaves out the even more powerful Jose Abreu of the White Sox ?? for now, at least.

    Second base: Robinson Cano of the Mariners will win the fan vote, but he would rank third on our list. Again, that creates a difficult call for the second spot between the guys we have ahead of Cano ?? Detroit's Ian Kinsler and Houston's Jose Altuve. It's Kinsler by a hair.

    Shortstop: At the risk of sacrilege ?? of course Derek Jeter doesn't deserve the spot on this season's statistical merit. Yes, he'll start and, no, we're not about to dissent. Even without Jeter, there's no clear-cut front-runner based on performance. But Alexei Ramirez of the White Sox is our pick for the guy who has to go out there when Jeter leaves the game ?? a tough call over Erick Aybar of the Angels.

    Third base: Josh Donaldson will win the fan vote ?? no serious disagreement there. Now, it gets tricky. Kyle Seager

    of the Mariners has the accumulation of stats and the strong defense to merit the second spot. We'll go that route, fully aware of a breakout from Cleveland's Lonnie Chisenhall and the enduring greatness of the Rangers' Adrian Beltre.

    Outfield: The fans have it right with Mike Trout of the Angels and Jose Bautista of the Blue Jays. And we can only hope the late surge by Oakland's Yoenis Cespedes for the third spot holds up. He's moved ahead of Toronto's Melky Cabrera, who would have taken up a spot we'd rather hand out elsewhere. The guy who deserves it is Cleveland's Michael Brantley, so he's one of our backups, along with Baltimore's Adam Jones and Kansas City's Alex Gordon.

    Catcher: The fan vote for Baltimore's injured Matt Wieters creates a freebie. Kansas City's Sal Perez is clearly the man this year. We'll add Cleveland's Yan Gomes as our backup.

    DH: It's good that Baltimore's Nelson Cruz was on the ballot as a designated hitter ?? we don't have to bump a deserving outfielder for him. But it's unfortunate that he takes a slot that could just as easily go to Detroit's Victor Martinez.

    Starting pitchers: The first five are solid, led by Japanese tandem Masahiro Tanaka of the Yankees and Yu Darvish

    Cypress Realty Files $7 Million Construction Loan

    Cypress Realty Holdings Co. has filed a $7 million construction loan for a medical office building on Wolf River Boulevard in Germantown.

    Operating as Cypress Realty Holdings Co. II 7600 WR LLC, the company filed the loan June 27 through Financial Federal Bank. Price D. Ford Sr. signed the trust deed as president of the borrower.

    Cypress Realty Holdings Co., whose principals Joe Jarratt and Ford also operate Ford Jarratt Realty & Development Co., bought the land which included another parcel at the time that has already been developed in 2007 for $3.9 million.

    The Memphis-based real estate firm filed a $4 million building permit last year for a two-story, 36,000-square-foot medical office facility on the nearly 3-acre lot along the north side of Wolf River Boulevard.

    The Shelby County Assessor of Propertys 2013 appraisal of the land, which backs up to the Wolf River, was $1.4 million.

    Waller Lansden Dortch and Davis LLP, which opened a Memphis office in February, has leased 10,000 square feet in the East Memphis office building at 1715 Aaron Brenner Drive.

    Officials break ground on new Chandler 202 office space

    Chandler officials and developers began the process toward building an office facility on Wednesday thats expected to bring hundreds of jobs to the Price Road corridor.

    Kieckhefer Properties and Willmeng Construction Inc. broke ground Wednesday on Chandler 202, a three-story, 140,000-square-foot office building located near the intersection of Frye Road and Ellis Street.

    The Class A office facility can be used as either a single- or multi-tenant property and is expected to provide 700 to 1,000 jobs when completed. No companies are planning to move into the space as of yet. Completion is scheduled for March or April 2015.

    Chandler Chamber of Commerce president and CEO Terri Kimble said the development is an important addition to the Chandler economy.

    Its more jobs, its more job creation and this is more opportunity, she said. Right now, we dont have a whole lot of vacant buildings to be able to bring companies into, and this adds one more tool for economic development to be able to help fill these buildings.

    The building was originally planned in the 1990s, but 9/11 and a struggling economy caused the project to be delayed, said Bill Woodruff, general manager of Kieckhefer Properties.

    The projects groundbreaking was initially scheduled for April, but the buildings design was tweaked to be taller, pushing the start to June.

    When we first came out here, this was 40 acres of farmland and we had a plan to put streets in, put buildings on and this is the final piece to it, Woodruff said.

    The Price Road corridor is known for its plethora of tech companies including Intel, Orbital and Infusionsoft. Other prominent companies in the corridor, which stretches south of the Loop 202 Santan Freeway, include Nationstar, OnTrac, eBay, PayPal and Wells Fargo. Wells Fargo is the citys fourth-largest employer.

    Jim Smith, an economic development specialist for Chandler, said the Chandler 202 building is a natural fit for the corridor.

    Construction spending barely increased in May as gains in spending on nonresidential projects such as office buildings and public construction were largely offset by a big drop in home building.

    Construction spending edged up 0.1 percent in May after a much stronger 0.8 percent April increase, the Commerce Department reported on Tuesday. The back-to-back gain followed a period of weakness in which spending fell in January and February and was flat in March.

    The industry has struggled with an unusually severe winter which curtailed building activity in many regions.

    Construction activity totaled $958.1 billion at a seasonally adjusted annual rate in May, up 6.6 percent from a year ago.

    Economists are forecasting that housing and overall construction will regain momentum in coming months, helping to boost overall economic growth.

    (ANGIE'S LIST) - Do you need a permit to renovate your bathroom? What about to build a deck? It can be confusing for homeowners to figure out, but shouldnt be ignored.

    Were removing an inside wall to make a more open space and actually moving the kitchen to the opposite of the room, making it an open kitchen with an island, says homeowner Mark Stauffer.

    Stauffer has lived in this home for 35 years and he decided its time to make some updates.

    There is electrical, plumbing, and structural work being done and those all require permits.

    Whether your home improvement project requires a permit varies depending on where you live, but most laws require that you not build, move, significantly alter or add to a building without a permit.

    Angie Hicks from Angies List says, It actually provides you important protection. For example, in some scenarios a contractor must be licensed in order to get the permit so it adds an extra layer of protection for you.

    Remodeler Thomas Pearson says a fair amount of planning must be done before pulling a permit.

    Its very important that if a room addition is being built that the setbacks are correct. Theres a certain amount you are supposed to have and planning is the most important part of the job. If the planning is done very well in the beginning then the rest of the job will run well.

    A permit for a small project may range in the $100 range or less, while a bigger project like a home addition can cost more than $900. If you skip the permit process in order to save a few bucks Angies List warns you could end up paying more in the long run.

    If you skip pulling a permit you might end up paying fines, it could stop the work being done, they may make you re-do it. In some scenarios when it comes down to electrical work and the electrical work causes a fire your homeowners insurance may not cover it, says Hicks.
