The United States government doesn't want to destroy its land mines just yet, and the reason comes down to this: Mines can be useful.
On Friday, during a conference in Maputo, Mozambique, U.S. officials announced that the country's military will no longer acquire anti-personnel mines. It will also take steps to join a 1997 international treaty banning the devices.
Historically, the U.S. has at times appeared reluctant to become one of the treaty's 161 adherents. Other countries that have not ratified the document include North Korea, Iran and Russia.

Warring military factions often lay land mines across fields to deter their enemies. Those mines sometimes remain in place long after conflicts are over, often exploding when an unsuspecting civilian steps on one. They've killed at least 88,200 people since 1999. However, the number of deaths per year has dropped from around 26,000 to 4,000 since the treaty was introduced, according to the International Campaign to Ban Landmines.
Mines have proven in the past to be an extremely effective defense mechanism," Anthony Cordesman, an expert on U.S. defense plans at the Center for Strategic and International Studies, told Mashable. That's one of the reasons the U.S. wants to keep its stockpile.

For those looking to score a deal on a home, foreclosed properties can offer a great opportunity. Lenders are looking to unload the property and will often offer up a deep discount to do so quickly. But the process of buying a foreclosed home can differ a little from traditional home sales. Here are some things to consider before you make an offer on one of these properties.
The As-Is Sale
Disgruntled homeowners in foreclosure can feel like they have nothing left to lose. Faced with the prospect of losing their house, homeowners sometimes leave the place stripped of anything valuable or useful, including door knobs, fixtures and wiring. In cases like this, the lender is unlikely to make repairs and will sell the home as-is. While you can get the place at a steep discount, it might only be a bargain if youve got some DIY skills. This shouldnt necessarily discourage you from buying, but youll need to figure out if the cost of repairs will offset the discounted offer price.
Not Knowing What Youre Getting Into
With most homes, youll likely get some disclosure from the current owners. A helpful homeowner might give you a little advice, like the best place to start a garden, or offer you a heads up on minor repairs, like a bathroom door that sticks. And when it comes to big repairs, such as a shoddy foundation or termite damage, the owners might be legally required to let you know before you buy the place. But a lender has no history with the home, so dont expect to get a run-down of problems before you move in. A foreclosure might be a good deal, but it can also turn into an unexpected adventure.
Dont Assume Theyll Take Any Offer
While a foreclosed home can often be a bargain, you shouldnt expect the lender to accept a lowball offer. Even in a market flooded with foreclosures, a bank might balk at a low offer, preferring to wait until housing prices bounce back rather than take a huge hit on the investment. However, you can use local foreclosures to your advantage. Take a look at recent sale prices for homes sold by lenders which are often called real-estate owned, or REO sales to help you price the place.
It Takes More Time
Most mortgages are backed by big banks and financial institutions, which means you will likely run smack into a large, slow-moving bureaucracy when trying to buy a home in foreclosure. With a traditional home sale, you can expect to find out if your offer has been accepted within a day or two. But when buying from a financial institution this process can take weeks. So have patience and dont freak out if you dont immediately hear back from the seller.

KUALA KUBU BHARU: Home Minister Datuk Seri Ahmad Zahid Hamidi has warned security service firms which are still hiring illegal immigrants to immediately stop the practice or face cancellation of their licence.
Between September 1, 2013 and June 23 this year, 659 security guards who were illegals were detained nationwide.
And,we (Home Ministry) also cancelled the licence of eight security service companies and issued the final warning to 25 other companies for committing various offences, including hiring illegal immigrants as security guards, he said after launching the Certified Security Guards Training Programme, here, yesterday.
And to ensure all local security guards are Malaysian citizens and possess a valid identity card (IC), Ahmad Zahid said effective September 1, all security service companies must confirm with the National Registration Department (NRD), the ICs of individuals applying for a job as security guard with the companies.
The candidates for the job, he added, must present themselves to the NRD for confirmation of their MyKad through the biometric method before the companies submitted the applications for security screening to the Home Ministry and Royal Malaysian Police.
Ahmad Zahid said this measure was also in response to the various issues that arose involving the security service industry, including the quality of service, hiring of illegals as security guards and using of false identity cards.
On the implementation of minimum pay for security guards, Ahmad Zahid said it was not intended to burden the companies but to improve the service quality of their employees.
Currently, the minimum basic salary is RM900, excluding allowance and overtime payment. Their average monthly pay comes to RM1,200 to RM1,900, he said.
To ensure the companies provide the best service and at the same time would not have to wind up their business because of the minimum wage implementation, the ministry has decided on centralised certified training for security guards so that the pay increase could result in quality service.
