    Athletic association to repair fences at Penglyn Field

    Irwin Council has approved a request by the Norwin Community Athletic Association to repair fencing at Penglyn Field and will allow the organization to play baseball tournament games on several Sundays this summer.

    Officials unanimously approved a $4,200 contract for Redrock Fence Co. in White Oak on May 14 to refurbish the chain-link backstops on both baseball fields, as well as the two baseline fences at each of the diamonds.

    Jim Halfhill, the borough supervisor of public works, said the work is needed because the poor condition of the chain-link fencing is a safety hazard.

    The mesh has come loose along the fences and could be dangerous for the kids playing there, he said. We need to do those repairs before somebody is hurt.

    Halfhill said other work at the field to improve drainage, which he estimates would cost about $4,000, would have to be addressed in the 2015 borough budget.

    Money for the fence repairs will come from the borough's capital reserve fund, borough manager Mary Benko said.

    Council also approved a request by the athletic association's president, Tom Hussey, to use the fields on four Sundays this summer for a tournament that is in the works.

    The league does not currently play Sunday games at the field, Hussey said.

    If enough teams sign up for the tournament, the league would play games on June 29 and July 13, 20 and 27.

    Willard Bay to reopen after yearlong wait

Earlier this year, state officials approved a $5.35 million settlement with Chevron over the pipeline leak, which released about 20,000 gallons of diesel fuel.

    WILLARD, Box Elder County After more than a year, fences are down and Willard Bay's Eagle Beach will reopen Saturday, just in time for Memorial Day.

    "We've got people who are excited to get back out here and recreate," said James Morgan, Willard Bay State Park manager. "We also have the people who are hesitant to come back out because of what happened."

    Morgan assures wary guests they have nothing to worry about. Utah's Division of Water Quality has tested the water for safety hazards and has determined it's clean.

    Cleanup crews have worked since March 2013 to reinvent the bay after a Chevron diesel pipeline burst, spilling 600 barrels of fuel.

    The spill posed a threat to recreational users and wildlife, forcing state park officials to close the area until it could be cleaned.

    The shutdown turned away nearly 250,000 visitors, park officials said. However, the wait is nearly over, and families are encouraged to celebrate Willard Bay's reopening from 10 am. to 4 p.m. Saturday. The event will feature food and live music.

    Chris Bittner, an environmental toxicologist with the DWQ, said state officials had hoped to open the bay sooner but wanted to be sure it was safe.

    "There has been a lot of work done on it," Bittner said. "I wish it happened quicker, but sometimes doing it right takes longer."

    African Burying Ground project continues to move forward

    PORTSMOUTH A new utility pole on Chestnut Street that signals the start of relocating overhead lines on the road is a tangible sign of work to come on the African Burying Ground project.

    The pole at the corner of State and Chestnut streets was relocated by the city's public works crews, in consultation with the state archaeologist. In the weeks to come, as the city procures permits from various utilities, the goal is for most of the overhead lines to be moved to the sides of the street to "improve the view shed," said Community Development Director David Moore.

    "The amount of coordination and work it takes to get something like that done is significant," he said. "It's a great dry run" for the future burying ground project.

    Meanwhile, Assistant City Manager Dave Allen said he would "hope to have clarity within the next month" on the next steps for the burying ground project itself.

    A memorial park is expected to be built at the Chestnut Street site, where the remains of 13 Africans were discovered during utility work in 2003. Eight of those bodies were exhumed and are being stored to be reinterred when the park is built.

    The African Burying Ground Committee has since raised $1.1 million to build the park.

    The city is currently going through the process to procure a general contractor for the project. Requests for qualifications, or RFQs, were submitted this spring by a number of teams that include a general contractor, landscape firm, electrician, paving company, mason and metal worker.

    A committee that includes city employees and burying ground committee members reviewed those RFQs, and several teams were subsequently asked to submit proposals.

    Allen said the committee is currently reviewing those proposals and interviewing the teams. Allen and Moore made clear that they can't comment further on the process until after a team is chosen.

    Ricketts visits Beatrice

    Pete Ricketts, the republican nominee for Nebraska Governor, visited Beatrice Wednesday.

    This was the first visit to Gage County for the Omaha businessman since his win in the May 13 primary elections. Ricketts will meet democratic nominee Chuck Hassebrook in the Nov. 4 general election.

    Ricketts said one of the major differences between he and his opponent is their opposing stances on the expansion of Medicaid. Ricketts said instead of expanding the social health care program, hed like to see a bigger spotlight shed on job training.

    Im more about getting people off government dependency and give them this job training and skills to take those jobs, Ricketts explained. We have lots of jobs available all across the state, especially if you have skills in being an electrician, or a welder or a machinist. We can help people get that job training to be able to take those jobs.

    Ricketts said his opponent also supports raising the minimum wage. Ricketts said during his travels across the state, hes met numerous business owners against the raise.

    Ive talked to business owners who say my income doesnt go up if you raise the minimum wage. Ill either have to take my prices up, or lay people off or both, Ricketts said. It just hurts the very people youre trying to help. We have a very, very different approach there.

    Ricketts is the former president of Ameritrade. He said his experience in the private sector gives the upper hand in devising strategies for sustainable tax relief for Nebraska.

    If were going to have sustainable tax relief, which is something we need to have in the state, we have to cut our costs at state government, Ricketts said. Ive done that in the real world. Thats what we did at Ameritrade to be able to grow the company. We took leveraged technology and best business practices to drive down the cost and do a better job of delivering services.

    Ricketts said he wants to use his time as governor to cut high income taxes, which serve as an expansion barrier for Nebraskas businesses.

    I was talking to a company in Kearney that said Pete, we just did a big expansion, but we probably wont make that same decision again because in Nebraska youre too expensive. Between property taxes and income taxes, we have other choices of states we can expand in, and well probably go somewhere else next time.

    City council acts to get stalled street project moving

    McALESTER McAlester city councilors hope they finally have the stalled Seventeenth Street project off high-center.

    City councilors held a special meeting Monday night to consider and act on three change orders regarding the new street construction and infrastructure replacement along Seventeen Street, where no substantial work has been done for days.

    Following a series of split council votes, amended measures and related maneuvers, a total of 20 more days have been added to the completion project moving it from the original July 8 completion date to the new July 28 date.

    City councilors also approved paying a total of $35,177.75 for the project.

    Both the contractor and engineer working on the 17th Street project blamed the work stoppage on fat clay and other unsuitable subgrade material, that is exposed whenever the street is opened for work, that will hold water for days.

    The contractor has attempted to rip, dry and rework the subgrade material to meet the specification requirements with success throughout the majority of the progress limits, according to city documents.

    However, there are isolated areas that are unsuitable and are not drying out, the documents state.

    Resident Engineer Tammy Robinson, with a company called EST, and contractor Tony McDonald, of Austin Paving, the contractor for the project, both said Monday night they had specialists look at the problem.

    Both specialists proposed the addition of a geogrid reinforcement to bridge the unsuitable materials in order to move forward with the project.

    Robinson compared it to placing a board across a muddy street during the Wild West era.

    Officials: Business 50 project still ahead of schedule

    Since a temporary detour and Apache Trail closing last week, Cole County Public Works officials say the improvements on Business 50 in Apache Flats continue to move ahead of schedule.

    The contractor, Don Schnieders Excavating, has been able to complete the subgrade work and Apache Trail intersection quicker than previously planned.

    The current plan is to complete all driveway approaches and the rest of Apache Trail by the end of the week and begin paving Tuesday, depending on the weather.

    The paving is expected to take about two days. Barring any unforeseen circumstances, they should have the asphalt base layer completed by the end of next week, which would be about approximately 2 weeks ahead of schedule.

    There will still be sidewalk and finish work to be completed over the next few weeks, but traffic will not be impacted except for occasional trucks and equipment entering and leaving the roadway, officials said.

    The next phase of the project will likely begin at some point next week and that will start with stormwater inlets and pipe work.

    Pioneer Trail Drive will be closed for some duration to allow for the construction of the intersection and a new permanent traffic signal. The intersection will be completed by the time Pioneer Trail School starts back up in August, officials said.

    Public works officials added that the one-lane gravel drive that runs behind the Marine Corps League and the Regional West Fire Protection District Fire Station is on private property and is not to be used as a detour except for emergency vehicles. There have been some issues with this, and barricades will be placed to prevent its use.
