    Narendra Modi briefed on internal security by Union Home Secretary Anil Goswami

    Union home secretary Anil Goswami is learnt to have met Narendra Modi at Gujarat Bhawan on Monday to brief the Prime Minister-elect about the immediate issues concerning internal security. Goswami is among the first senior bureaucrats to have met Modi, in what was termed a courtesy call.

    Known for giving bureaucrats the freedom and mandate to work instead of retaining them as file pushers, Modi has a clear and tough take on internal security issues, glimpse of which he gave during a number of meetings on internal security he attended as chief minister during the UPA government's tenure.

    Getting the whiff of a regime change at the Centre much ahead of the poll results, the home ministry bureaucrats had also tweaked their plans and policies keeping a Modi government in mind. Ministry officials in-charge of various divisions did so when they were told by cabinet secretary Ajit Seth about three months ago to prepare plans for the next government.

    The bureaucrats' general view was that work that had taken a backseat during the last phase of the Congress-led UPA II government, especially under home minister Sushilkumar Shinde, should get priority under the new regime. Accordingly, many divisions tweaked their general outplay plans and policies by introducing aspects that would gel with the thinking of the new regime and their own goals or aims.

    One of the key divisions, the anti-Naxal division, for example, has put more emphasis on the security approach and enlisted three specific priorities in its plan that can help tackle the Maoists effectively. It has asked for deputing its choice of District Magistrate (DM) and Superintendent of Police (SP) in 20 worst Naxal-affected districts. Second, it wants to have Inspector General (operations) of its choice at the zonal level in Naxal-affected areas and let him or her be under the direct control of the Union home ministry. And finally, it wants 25 additional combat ready battalions (25,000 personnel) of central armed police forces (CAPFs) in addition to the already 72-odd battalions.

    Sources said the security-centric approach that had made much headway against the Maoists during Chidambaram's tenure as home minister took a backseat when Shinde replaced him, thus giving Maoists breathing space to regain strength.

    "You can say that the ministry is hoping to see more of Chidambaram type, business approach in the new government and has prepared accordingly," said a senior official. The ministry's assertion comes in the light of the recent arrest of Delhi University professor, GN Saibaba, who was being watched constantly by the ministry for a long time.

    The other important divisions of the North-East and foreigners have brought in the Bangladeshi nationals issue as priority areas in their respective plans. In the internal security division, the emphasis has been put on reviving anti-terror cells and intelligence gathering systems in a big way.

    Amid a strong speculation that Prime Minister in-waiting Narendra Modi might want to create an independent ministry on internal security, Union Home Secretary Anil Goswami on Monday briefed him on the current national security situation.

    Mr. Goswami held a half-an-hour meeting with Mr. Modi, during which he apprised him of the situation on the ground vis--vis insurgency and terrorism.

    According to MHA sources, the Home Secretary briefed Mr. Modi on internal security dynamics in the nine Maoist-hit States, Jammu and Kashmir and the North-East. Mr. Goswami is also learnt to have given a presentation on counter-terrorism/insurgency initiatives -- both the military and the policy driven measures -- taken under the erstwhile Central government.

    Apart from the impending challenges in peace keeping and conflict resolution, issues surrounding Andhra Pradesh bifurcation were also discussed.

    The Home Ministry, on instructions from the Cabinet Secretary, has already prepared a report for the next government as part of the process for a smooth transfer of power, highlighting its achievements over the past few years and issues that require immediate attention.

    As the Bharatiya Janata Party has always accused the UPA of compromising on internal security, officials expect that priority would be given to this department. The next government may adopt a muscular and hawkish approach to internal security at all levels: from modernisation of intelligence apparatus and intelligence-driven action against insurgent/terror groups to espousing a more rigid stand towards cross-border threats. Many are of the view that the government may also decide to carve a separate internal security ministry from the existing Home Ministry setup, said a senior official.

    BBB recommends consumers do the following to prevent a breakdown when repair contractors are bombarded with other emergency calls:

    Change your air filter regularly. Depending on the type of filter you use, plan to change it at least once per month. If it looks dirty, change it. A dirty filter will slow down air flow and make the system work harder to keep you cool. This wastes energy and leads to expensive maintenance and/or early system failure.

    Tune up your HVAC equipment yearly. Before the summer heat really sets in, have a qualified contractor come out and do a tune-up. Nationally, BBB received nearly 1,000 complaints against residential air conditioning service companies in 2013, so its important that you choose a contractor with a good reputation and track record by going to bbb.org. Finding potential problems before they arise will save money on costly repairs down the road. Scheduling a tune-up now might prevent a breakdown when it really gets hot from June through August.

    A typical maintenance check-up should include:

    Check thermostat settings to ensure the cooling and heating system keeps you comfortable when you are home and saves energy while you are away.

    Tighten all electrical connections and measure voltage and current on motors. Faulty electrical connections can cause unsafe operation of your system and reduce the life of major components.

    Lubricate all moving parts. Parts which lack lubrication cause friction in motors and increase the amount of electricity you use.

    White-Rodgers Recalls 1.1 Million Thermostats in North America Due to Fire Hazard

    White-Rodgers of St. Louis, Mo., a division of Emerson Climate Technologies, is recalling about 740,000 Home Heating and Cooling Thermostats in the United States and 403,000 in Canada. The alkaline batteries used in the thermostat can leak onto the circuit board posing a fire hazard.

    This recall involves four models of White-Rodgers digital thermostats. The thermostats are white with blue lighted screens and have one of the following names printed on the front of them: "COMFORTSENTRY," "DICO," "Emerson," "Frigidaire," "Maytag," "Nutone," "Partners Choice," "Rheem," "Ruud," "Unico," "Water Furnace," "Westinghouse," "White-Rodgers" or "Zonefirst." The thermostats have a battery door on the top left corner. There are three or four buttons to the right and also below the thermostat screen. Recalled thermostats do not show a battery icon on the left side of the blue lighted screen.

    The firm has received seven reports of burn damage to the thermostat, including two involving minor property damage. No injuries have been reported.

    Consumers should check thermostats for battery icon on the left side of the blue lighted screen, if the battery icon is not shown, contact White-Rodgers to receive a free repair or a replacement thermostat.

    The thermostats were sold at Heating ventilation and air conditioning (HVAC) equipment manufacturers and distributors and at hardware retailers nationwide from January 2006 through December 2013 for about $30 to $70.

    First off, lets explain what exactly a gutter is since there are many types of gutters. The most popular form a gutter that you may need to execute a gutter installation for is the rain gutter. A rain gutter is attached to a roof and it accumulates and redirects rain that falls on a roof. It is usually attached on the side of a roof and could be made of metal or other materials such as cast iron, steel or PVC. It helps prevent leaks and other form of water damage that could be caused by rainwater. A box gutter is a form deep gutter which is usually embedded into the roof and difficult to see from the outside. It is possible for gutters to get clogged and this could damage the household structure. As a result, as part of your gutter installation, you may need to install gutter screens or other guards to protect the gutter from waste and other junk.

    First off when trying to perform a gutter installation is to dedicate enough time to follow through with the entire gutter installation. A weekend should be adequate time for a novice to advanced handyman. It is also beneficial to pick a weekend where there is no rain in the forecast for your gutter installation project.

    The first step for the gutter installation is to run a chalk line on the side of your roof, about just over an inch from the drip edge, beginning from the located downspout.

The last step of the gutter installation is to install the downspout in place. If everything fits well, you have successfully completed a gutter installation!
