Many homeowners spruce up their basements by installing game rooms, wine cellars, home bars, offices, workout rooms or media centers.
But retired architect Bob Schwartz and his wife, Carol, took basement renovation to a new level, excavating the bottom floor of their Bethesda home to create an extra foot of head room and dramatic floor-to-ceiling windows to illuminate what had been a dark, damp, dreary space.
While they kept the living room on the main level, they relocated the kitchen and dining room to the basement. To connect the public areas of the house, they had a section of the first floor removed, fencing off the opening with a decorative and functional wooden border creating a small-scale, residential atrium.
When they first toured it seven years ago, Carol, 71, dubbed the 2,700-square-foot rectangle house a wreck. It had a leaky basement, along with an ill-conceived and poorly executed addition off the back. Moreover, it was 1,000 square feet smaller than the house in the District where they were living.
We wanted a house that we could fix up, says Bob, 72. Another couple was looking at the same house in Bethesda on the same day, and we overheard them saying they wanted a fixer-upper but nothing this bad.
Yet Bob said he saw potential.
The house without the addition was about the right size, and the brick exterior shell was in good shape, he says. The couple also liked the neighborhood and the location, which backs up to the Capital Crescent Trail. We can walk to things in Bethesda, not use our cars and the view out the back looks to the southeast, so we could use some passive solar techniques, says Bob.
The design goals for the renovation included a main-level master suite complete with adequate, customized storage and a moon gate, inspired by trips to Asia, a circular opening that Bob adapted into a window seat and storage solution.
Guest quarters for the couples visiting children would be configured on the upper level. When guests arent present, the second floor doubles as Bobs home office. The previous addition to the house was scavenged for usable materials, then demolished.
To bring natural light into the basement, the Schwartzes instructed the contractors to excavate around the front and rear of the lower level, add larger windows and regrade the land so the exterior doors open to a landscaped back yard. Large windows on the back of the house provide a source of light and heat in the winter. The designer took advantage of using the earth as insulation by leaving the sides of the basement partially buried.

PEACHTREE CITY, Ga. - Power management company Eaton today announced that more than 12,000 of the light-emitting diode (LED) luminaires from its Cooper Lighting Division have been listed on the DesignLights Consortium (DLC) Qualified Product List (QPL). The QPL is a leading resource that distinguishes quality, high-performing LED products for commercial and industrial projects from more than 500 manufacturers. Eaton's LED products represent the broadest portfolio available, with greater than 3.5 times more models listed than any other manufacturer.
"The DLC Qualified Products List saves time and brings confidence to lighting specifiers and property owners that are selecting efficient and reliable products to support sustainable design practices," said Mark Eubanks, president, Cooper Lighting Division. "We are committed to providing our customers with high performance, energy-saving products that meet the strict standards of the DesignLights Consortium."
Eaton's Cooper Lighting business accounts for greater than 25 percent of the 42,801 products on the QPL. The products listed include indoor and outdoor fixtures from the Halo, Metalux, Corelite, McGraw-Edison, Lumark, Invue and Streetworks product lines. LED products include outdoor area and roadway luminaires; parking garage and canopy luminaires; outdoor wall-mount, floodlight and bollard luminaires; high bay and low bay fixtures; track lighting fixtures and troffer-type fixtures, among others.
Over its 14-year history, the DLC program has driven the lighting market toward innovation by providing information, education, tools and technical expertise for cutting-edge technologies. Products on the QPL meet established minimum performance criteria defined by a third party organization. Village of Shorewood officials will consider a proposal to provide $13.9 million in tax incremental financing for a proposed Metro Market, apartment and additional retail space development on Oakland Avenue.
Fox Point-based real estate development firm General Capital Group plans to build a mixed-use development with an 80,000-square-foot Roundy's Metro Market grocery store, 80 upscale apartments and 15,000 square feet of additional retail space. The development is planned for two blocks on the west side of Oakland Avenue between Kenmore Place and Olive Street. It would replace the current Pick 'n Save grocery store there and the vacant former Schwartz book store and Walgreens buildings.
The project would also include a a 350 stall parking garage for the Metro Market and other retail customers, employees and public parking for the community.
Village officials are considering a plan to create a TIF district for the project that would provide a $6 million parking structure grant and a $6.5 million loan to General Capital for construction of the Metro Market. The TIF would also provide $1.445 million to cover village costs for financing and professional services.
When a TIF district is created, property tax revenes that go from the district to local units of government are frozen. As property values in the district rise, the additional tax revenue is used to pay for the TIF expenses. Once those are paid for the additional tax revenues then go to local units of government.
Shorewood officials estimate that it would take 15 years to pay for the costs of the proposed TIF for the Metro Market project. The total net village investment for the proposed project would be approximately $6,695,000.
"The proposed Metro Market addition is consistent with our vision of what we want Shorewood's business district to accomplish in order to enhance the vitality of our village," said Village President Guy Johnson. "This is a bold project that is benefiting from the helpful ideas coming from many different citizen groups and individuals."
A Joint Review Board meeting and public hearing will be held on the TIF proposal for the development at 3:30 p.m. and 6:00 p.m. respectively on Monday, June 2 at Shorewood Village Hall.
