The majority of fires in New Mexico last year were sparked by contact with power lines, Lincoln County's emergency services coordinator said. But Spencer Baldwin cautioned county commissioners against jumping into a hazardous tree ordinance that raises complicated jurisdictional questions until staff has a chance to research existing ordinances and how some of those issues were tackled.

"This has been going on a long time," he said during the commission's late April meeting, "The power companies know it's an issue and are trying to resolve it. I suggest we not reinvent the wheel. Personally, I would like to be involved in it, see the options out there and what best suits us."

One of his concerns is landowners along New Mexico 37, whose property was scorched during the Little Bear Fire in 2012. Burned trees now line the highway, but should an owner be required to remove them when the fire and the resulting hazardous trees were not his fault, he asked.

"They are hazardous because of the fire," he said. "He didn't kill them. They weren't dead when he bought the land. It just happened. We're getting into tricky areas here."

The majority of commissioners appeared to agree with Baldwin.

Commissioner Mark Doth, who introduced the subject of a county hazardous tree ordinance, said at least other ordinances should be researched and some possible avenues of funding should be pint pointed.

"If the land was state, county or private, at least by identifying sources of money, we have a solution to help the problem," Doth said. "The whole idea behind thinning trees is to reduce the danger of wildfire and I would put a high priority on trees along power lines. I still ask we enter into discovery of what is out there, instead of just saying no we shouldn't go there. We owe it to ourselves to raise the issue and decide where we could help."

Commission Chairman Jackie Powell, who stressed the need for individual responsibility in removing hazard trees, said she was amenable to checking out other ordinances before scheduling any public hearings. She asked Baldwin to contact the power companies.

County Attorney Alan Morel said, "I think when we analyze this thing, it won't be a utility issue. They only have a 20-foot right of way and they would have to get permission to go onto private land. If we drafted an ordinance, we would have to decide if trespass was allowed, if a landowner was not interested in removal. This type of ordinance could snowball. I would be happy to work with Spencer to see what we could come up with."

Doth cited five separate incidents involving power lines, four that resulted in fire starts. "These incidents point out in my mind a glaring situation largely preventable," he said, "For that reason, I'm proposing a hazardous tree ordinance. We have to define hazardous tree and under whose jurisdiction removal falls. One of things the county manager and I found is that the issue still is being discussed by the (New Mexico Public Regulatory Commission) at what level they can enforce utilities lines."

Peninsula Art League painters work on pieces that use Gig Harbors historic net sheds as the subject. The pieces are now on display at the Civic Center as part of a show.

Gig Harbors net sheds can be seen from Harborview Drive and from the water. Now, theres a new way to see the historic structures: Through an artists eyes.

The Peninsula Art League and the city of Gig Harbor are hosting an exhibit centered on the historic net sheds along the water.

In total, the show boasts 58 pieces by 24 different artists, all with the same topic: Gig Harbors historic net sheds. Mediums encompass more than painting and expand to other disciplines such as printmaking. The show is on display in the hallways and lobby of the Civic Center, 3510 Grandview St. Hours are 8 a.m.-5 p.m. Monday to Friday until June 16. It is free to attend.

The most prominent net shed in town is the blue-and-red structure jutting out from Skansie Brothers Park. In total, Gig Harbor is home to 17 net sheds, the largest inventory of the structures in Puget Sound.

It was kind of fun having a focus that maybe results in a show, Anne Knapp, a co-chairwoman of the project, said.

Its been a year of work from the Peninsula Art League. Co-chairwomen Knapp and Feather Hilger say that painting a piece of Gig Harbors storied past brought the group more in touch with the city.

Its a simple structure in a beautiful place, Knapp said.

Many times people walk or boat right past the net sheds. To really sit down and study one changed Hilgers view. Knapp calls painting intense observation, which requires intimate knowledge of a view or model.

ALLOTMENT holders have called for tighter security after their sheds and greenhouses were destroyed by vandals.

Glass panels were smashed on a greenhouse, while sheds had their doors torn off and one was pushed on its side on Saturdaynight.

Gardeners discovered the damage at Elder Stubbs Allotment, East Oxford, on Sunday morning.

Thames Valley Police is now investigating the matter.

David Webster, 62, whose greenhouse was ruined, said: Its just vandalism.

It would cost a few hundred quid to replace the greenhouse but its about our time.

This is our relaxation. Its peaceful there and theres a little community.

If I met these vandals I would lose my temper. Wed make them clean it up.

On Wednesday (May 14), U.S. Senator Charles E. Schumer urged the Environmental Protection Agency to act quickly to help curb the threat that toxic algae found in nearly 100 Upstate New York water bodies is posing to drinking water and New York residents. Schumer explained that conditions are ripe for record blue-green algae blooms in Upstate New York, and that the toxins that this algae produces, cyanotoxins, have the potential to contaminate local drinking water because many of these lakes or reservoirs are drinking water sources.

This toxin is also found in lakes that are used for boating and swimming, putting swimmers at risk and also potentially causing beach closures, which harm tourism and the local economy.

Therefore, Schumer is urging the EPA to issue guidance to help protect New York drinking water supplies and New York residents.

First, Schumer asked the EPA to issue guidance to help local water treatment plants test for and treat cyanotoxins in drinking water sources. Over a dozen countries including Canada currently test drinking water for cyanotoxins, but to date the EPA has not issued guidance on testing in the United States. Second, Schumer urged the EPA to develop water quality criteria for cyanotoxins in ambient water, which will help states better identify contaminated water bodies and implement water quality improvement programs that will help keep beaches open and drinking water safe.

Lakes are some of Upstate New Yorks greatest resources for tourism, recreation, and for healthy drinking water but toxic algae blooms threaten to greatly undercut the value of this resource, and whats more, have the potential to contaminate drinking water and make people sick, said Senator Schumer. So Im announcing a two-pronged plan that will help keep New Yorkers safe and protect our valuable lakes and reservoirs. First, I am urging the EPA to issue guidance and recommendations to local water treatment plans on how best to test for and treat these cyanotoxins. Second, I am pushing the EPA to develop clear water quality criteria for cyanotoxin levels in ambient water so that states like New York can better identify contaminated lakes and implement programs that will improve water quality.

With these two steps one to address contamination in drinking water and one to address contamination in lakes primarily used for recreation we can safeguard that glass of water we drink every day and ensure that lakes across Upstate New York can be enjoyed by tourists and residents alike, he continued.

Due to a number of factors, including runoff from nearby agricultural areas and aging sewer systems, the amount of phosphorus in lakes across Upstate New York has increased in recent years, causing large algal blooms to grow in the water.

Climate change has also brought warmer temperatures and more spring rainfall, both of which favor the growth of algae blooms.

The McDonalds on South Erie Boulevard plans to still open today despite an end-of-April fire that destroyed a storage building on the construction site.

The newly built fast-food restaurant plans to re-open at 11 a.m. today at 1771 S. Erie Blvd./Ohio 4 in Hamilton, said Owner Pat Pawling.

On April 27, a fire with smoke seen from downtown Hamilton burned a three car garage being built for extra storage space, Pawling said. The unfinished storage building was framed and roofed, but there was nothing in it, he said.

No flames touched the main restaurant building under construction. Therefore, the fire did not affect the opening, Pawling said.

The cause of the fire could have been anything, we just have no idea, he said.

Prior to last months fire, the old McDonalds at the same site was torn down. A new restaurant was rebuilt in its place with the national food chains modern finishes.

The original McDonalds on site was more than 50-years-old and still had the red and white tile common among McDonalds first restaurants built in the 1960s, Pawling said. It was the 212th McDonalds restaurant built in the companys system. Today, Illinois-based McDonalds Corp. has more than 32,000 locations worldwide.

Remodeled several times over the years, this is the first time the Hamilton eatery was completely knocked down and rebuilt.

Pawling said he also bought the property next door, a former Rent-A-Center, which was also demolished.

When the Hamilton restaurant opens again its been closed about four weeks it will have 107 seats versus 92 previously. Also new is a side-by-side drive-through. A third pick-up window was added for food orders that take more time.

Fire wont affect Hamilton McDonalds re-opening

TAMPA Tampa Bay Brewing Co. was one of only a handful of microbreweries in the area when it opened in a tiny Ybor City space in 1995.

Twenty years later and in the midst of a local craft beer boom it helped nurture, the brewpub announced plans Wednesday to build a second brewery and restaurant to keep pace with customer demand for its Old Elephant Foot India pale ale.

Construction of the 17,400-square-foot standalone production and packaging facility on 2.1 acres off Race Track Road and Hillsborough Boulevard is scheduled to start in June. When its completed in 2015, the facility will include a 4,200-square-foot restaurant with a patio, similar to Tampa Bay Brewing Co.s current 230-seat location in the Centro Ybor plaza in Ybor City.

The move is a response to growing customer demand for craft beer, said Mike Doble, the companys head of business operations. The craft brewer produces about 2,000 barrels annually at Centro Ybor for consumption at the brewpub, production in cans for retail sales and distribution in kegs to about 150 restaurant clients.

The new 30-barrel brewing system is expected to boost production by an additional 6,000 barrels, with a future maximum capacity of 12,000 barrels. The expansion also will give the company the ability to provide a wider variety of beers.

People are demanding more access to our beers on the shelves, Doble said. They want us in Publix and the local liquor store. Being constrained by the facility we have doesnt make any sense. When customers want more beer, we want to give it to them.

The Doble family, which includes co-owner Vicki and her son, co-owner and brewmaster David, began searching last summer for a new location west of Tampa. They settled on a warehouse in Pinellas County adjacent to the Pinellas Trail in Ozona, but ran into regulations prohibiting the sale of alcohol on industrial sites.

Mike Doble said when the Tampa Hillsborough Economic Development Corp. heard about the plans, the agency searched its land database for a suitable construction location and assisted in finding grants and credits for electricity and staff training.

As a business guy trying to pull together a million pieces, hearing them say, Well chip in and pull things together, its a good feeling, Doble said. Hillsborough Countys economic folks were very supportive.

Doble said this is the first time Tampa Bay Brewing Co. will have built a facility from scratch. Its Centro Ybor location formerly was an Italian restaurant that had to be converted for use as a brewpub.
