Three weeks before a teenager climbed a fence at San Jose Mineta International Airport and stowed away in the wheel well of an airliner, the Transportation Security Administration inspected and approved the airport's fence line security.
The disclosure by TSA administrator John S. Pistole during testimony before the U.S. Senate Commerce Committee on Wednesday is likely to add increasing pressure for improvements to airport perimeter security around the nation.
"What if it was someone else with an explosive that got on that plane?" asked Sen. Barbara Boxer, D-Calif., who grilled Pistole about the San Jose incident. "Hey, this is bad news." She added later, "You cleared them and that's troubling to me."
Pistole said the TSA has been working "almost nonstop" to find out what happened.
The youth entered the airport under the cover of darkness. While airport officials have said they do not have video of the teen climbing the fence, they do have film of an unidentified intruder on the tarmac, but no one monitoring the closed-circuit video system saw it. Pistole said the airport could be fined "for allowing this to happen because it is an egregious violation of the airport's perimeter."
The Santa Clara youth, who apparently was trying to get back to his mother in Africa, somehow survived a 51/2 hour flight to Maui in the wheel well of a Hawaiian Airlines jet, landing there on April 21.
In prepared talking points, Pistole said that from Jan. 2 to March 28, TSA conducted a comprehensive inspection of the airport and found it met security requirements for perimeter systems, including the fence line and other measures.
Inspectors reviewed physical barriers and electronic access control systems; the airport's badging system; training; law enforcement support; contingency plans; and adherence to specific directives from the TSA, according to Pistole's talking points.
The airport also has a project to enhance its standards for the fence line, he noted.

Michael John Renard, 64, of Cape Carteret, passed away Friday, April 25, 2014, at Carteret General Hospital in Morehead City.
His service is at 2 p.m. Thursday at Jones Funeral Home chapel in Swansboro.
Mr. Renard was born in Bethesda, Md., and was the son of the late Joseph and Rosemary Hoffman. He worked as a master electrician.
He is survived by his wife of 47 years, Pamella Sue Combs Renard; son, Jason D. Renard of Cape Carteret; two daughters, Tiffany R. Housel and Angelina M. Renard, both of Cape Carteret; three brothers, Joseph R. Renard of Greenville, Christopher P. Renard of Memphis, Tenn., and Andrew S. Renard of Oregon, Ohio; four sisters, Delores A. King of Eugene, Ore., Victoria S. King of Toledo, Ohio, Theresa Pearson of Oregon, Ohio, and Regina C. Berquist of Portland, Ore.; seven grandchildren; and his extended family.
Flowers are welcome or donations may be made to the family.

ETHEL Wharton has always placed a bet on Melbourne Cup Day. Now, at 82 years of age, there is only one year she has ever missed.
The year was 1964 and Ethel was taking a different gamble aboard a ferry from Townsville to Palm Island, about to start what would become 20 years of service to the island community.
Her husband, Tom, had just received a three month contract as the electrician there and with three children aged between eight and four, Ethel thought their island stay would only be brief.
As a trained nurse, she took work as a Welfare Officer at the aged care centre and hostel for patients transitioning from hospital to home care and also gave nutritional and hygiene advice to both mothers and women in general.
For three years I did that. I think I wore out four pairs of shoes in the first year as you walked everywhere then; there was no transport, Ethel said.
When a new manager took over and decided Ethels home visits were unnecessary, she decided to find a new job. Palm Island Hospital was under the auspices of Townsville Hospital, so she phoned the latter and asked for a job.
They said, the Matron is leaving next year, do you want the job? I said, hold on now. This was November 1967. She said, she is going in January but I could start tomorrow, she said.
It was a 45-bed hospital in those days and I said I would see how I went with the three months. I took the job as Nursing Superintendent and stayed there for another 17 years.
When I first took over the Matrons job I thought, what have I done? I thought, well I will do this bit today and this bit tomorrow. Well, that got shot to pieces after the first day.
There were a couple of shootings before lunch and we had to send people to Townsville and it threw all my plans. And, I thought the only way I will get through this is to take it one day at a time.

New York State Police say warmer weather brings spring-time scammers.
Theyre warning people in the Capital Region that driveway paving scams are more prevalent this time of year.
A traveling asphalt paving crew may offer you a low-priced opportunity to repair your driveway.
Usually the scammers show up unexpectedly at homes and claim they have leftover material from another job and offers to repair your driveway. The job is usually poorly done or the price is raised to a much higher amount than the original estimate.
Another common scam is when they convince the homeowner to pay cash for the job and then work never gets completed.
Police advice homeowners to always ask for a written contract to protect themselves. They also say to ask for references before getting the work done and to do your research on the company.

Franklin County Sheriff Don Jones is warning residents about a scam that cost a rural man thousands of dollars.
A resident alerted the sheriffs office Thursday about the scam after he realized the driveway paving work he paid $11,500 for was substandard.
The man said he was approached by a crew of five men who offered to asphalt his driveway last week. One of the men told the resident the crew had just completed a job and could use leftover materials to asphalt his driveway for cash payment.
The crew, supposedly from the Metro East, was at the residence for about five hours and were paid in cash. The asphalt appeared to be a mix of rock and diesel fuel.
The work was very shoddy, nowhere near the level of work he paid for, Jones said.
The sheriffs office has received several complaints about similar attempts in the past few weeks, but this was the first report from a resident who fell victim to the scam.
Anyone with information about the scam is asked to call the sheriffs anonymous tipline at 618-439-9561. Residents who believe they are being scammed can call the sheriffs office at 618-438-4841.

DACULA An asphalt replacement, paving and sidewalk project on Hill Circle was awarded to Allied Paving Contractors during Thursdays Dacula City Council meeting, following extensive discussion about the original scope of work and a change order.
The original scope of work included paving from Hill Circle to South Street, sidewalk and stormwater improvements, at a bid price of $192,315. A change order, which reflects an expanded scope of work, was also awarded to Allied Paving Contractors on Thursday. The expanded project includes replacement of all sidewalks, curb and gutter and driveway aprons within the right of way along Hill Circle. The bid price for the change order is $180,273, bringing the total cost of the project to $372,588.
Councilwoman Sue Robinson initially objected to approving a bid for the original scope of work and, in the same council meeting, approving a change order for the Hill Circle project. Robinson asked city administrator Jim Osborn why the change order was not sent out to bidders other than Allied Paving Contractors. Osborn said that the bid was awarded based on unit prices, and therefore Allied Paving Contractors would still be the lowest bidder, considering that criteria.
The entire project will be funded by a Community Development Block Grant, federal funds granted to municipalities for such projects. The total amount of the CDBG awarded to Dacula is $469,779. Osborn said that, even with the expanded project scope, there will still be $97,000 in unused funds from the grant. CDBGs are typically awarded for specific projects.
If any additional change orders for the Hill Circle project are required, they must be funded using SPLOST funds, according to Osborn, as only one change order is allowed for each CDBG project.
Once council members questions about funding and the bid process were answered, the vote approving both bid awards was unanimous.
Special-use permit for church granted
Pastor Samuel James addressed Mayor Jimmy Wilbanks and the council on Thursday, speaking in favor of his request to locate his 20-member church in a multi-use retail center at 2559 Pharr Road. According to James, the Light of Truth Church will use the space two to three times a week, on Wednesday evenings and on Sundays, late morning to mid-afternoon.
We hope to get the word out and add a second Sunday service, from 4 to 6 p.m., James said. We want to be a positive influence in the community.
The citys planning commission recommended granting the special-use permit, with six conditions governing appearance and signage (such as banners) at the location. Council members voted unanimously in agreement.
